B.1 Performance Work Statement (PWS) – See Attachment A
B.2 Brief Description of Supplies or Services
The Department of Housing and Urban Development (HUD)/Office of Asset Management and Portfolio
Oversight (OAMPO) is seeking contractor support to provide mortgage loan servicing (MLS) for
Conventional, Mark-to-Market (M2M) and DEMO notes, property disposition portfolio services, as well as accounting services for all HUD-held notes.
The work performed under this performance work statement (PWS) encompasses a broad but integrated set of functions for HUD-held notes and properties. MLS is a high priority and critical to the successful performance of mortgage loan servicing functions. MLS for mortgage and property servicing entails not only financial aspects of the HUD-held first, second and subordinate notes, mortgage portfolios and properties, but also requires response to a wide variety of incoming inquiries from HUD personnel, borrowers, auditors, billing agents, vendors, attorneys and local taxing authorities.
B.3 Contract Type/Period of Performance
The Government will award one Fixed Price contract utilizing FAR Part 12 Acquisition of Commercial
Items and FAR Part 15 Contracting by Negotiation.
The anticipated Period of Performance is as follows (Please note that these dates are subject to change upon award):
Base Period: February 29, 2016 through February 28, 2017
Option Period 1: February 29, 2017 through February 28, 2018
Option Period 2: February 29, 2018 through February 28, 2019
Option Period 3: February 29, 2019 through February 28, 2020
Option Period 4: February 29, 2020 through February 28, 2021
B.4 Place of Performance
The work shall be performed at the contractor’s facility. The Contractor shall maintain and operate a facility of sufficient size to accommodate the personnel and equipment necessary for performance of the services specified in this requirement. The facility must be secured 24-hours to provide physical security of documents. The facility shall also maintain a locked file cabinet to store negotiable instruments.
The Contractor shall implement the Physical and Environmental Protection security controls for a Moderate
Control Baseline found in National Institute of Standards and Technology Special Publication SP-800-53, Security and Privacy Controls for Federal Information Systems and Organizations. September 22, 2015, additional questions regarding the solicitation (including the pre-proposal conference).
**Offerors shall thoroughly read this RFP in its entirety and ensure timely submittal of questions by the designated date and time above as this timeline will be strictly enforced and no further questions will be accepted after this time.**

Pertinent questions will be answered via amendment and provided to all Offerors on the Internet at www.fbo.gov. HUD will not attribute the questions to the submitting Offerors, but the text of the questions and answers may be available to the general public.
B.9.5 Solicitation Copies and Enclosures
An electronic copy of the solicitation and related documents will be available via the Internet at:
www.fbo.gov. It shall be the responsibility of the firm to reproduce additional copies for its use.
B.9.6 Amendments to Proposal
If required, changes to the proposal by the Offeror shall be accomplished by amended page(s).
Changes from the original page shall be indicated by a vertical line, adjacent to the change, on the outside page margin. The Offeror shall include the date of the amendment on the lower right hand edge of the page.
B.9.7 Exclusion of Late Proposal
Offerors are advised of the late proposal exclusion provision. Responses to the RFP must be received NO LATER THAN 2:00 PM EDT on October 22, 2015 to be considered. Any Proposals received after the date and time will NOT be considered.
B.9.8 Preparation Costs
This RFP does not commit the Government to pay for the preparation and submission of a proposal.
B.9.9 Subcontractors
If subcontractors are proposed, please include a commitment letter from the subcontractor detailing:
a) Willingness to perform as a subcontractor for specific duties (list duties).
b) What priority the work will be given and how it will relate to other work.

c) The amount of time and facilities available to this project.
d) The prime contractor must do at least 50% of the work.
f) A complete price proposal in the same format as the Offeror's price proposal.
B.9.10 Selection of Offerors
a. The technical evaluation panel will evaluate each proposal in strict conformity with the evaluation criteria of the RFP (Section B.10), utilizing adjectival ratings and written critiques.
b. The business proposal will be subject to a price analysis. The Contracting Officer may request clarifying information from an Offeror.
c. The Government does not intend to hold discussions. However, the Government reserves the right to hold discussions at the sole discretion of the Contracting Officer. Therefore, all proposal submissions should contain the Offeror’s best terms from a technical/management and price.
d. If the Government decides to conduct discussions, a competitive range consisting of only the most highly rated proposals will be established. The competitive range shall be established prior to conducing any discussions with Offeror’s. The Government intends to evaluate proposals and award a contract with Offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals
B.9.11 Technical and Business Proposal Submission
Proposals submitted in response to this RFP will be received the following manner:
A. Paper Submission: The paper copy shall be the official copy for recording timely receipt of proposals.
B. SUBMISSION OF PROPOSAL BY FAXED OR E-MAIL IS NOT ACCEPTABLE.

(a) Offerors must certify that the information in the paper and electronic copies is exactly the same.
(b) Technical (Volumes 1) and Cost/Business (Volume 2) proposals must be kept separate from each other. Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.
(c) CD Format: Each CD submitted with the technical and business proposals shall contain copies of the proposal in two formats: pdf (Adobe Acrobat 8.0 or older) and in the original format, for example: word (2007), excel (2007), or in other applicable formats. The Offeror shall be responsible to ensure the accuracy of the information contained in all formats and
SOLICITATION NO. DU100R-15-R-0001 AMENDMENT 000001 Page 22 of 83 copies of the proposal (CDs the hard copies) is identical. The Government’s evaluation may be based on any single copy of a given format without regard to the other copies or formats.
Offerors shall certify that each CD-ROM has been checked using the latest version of virus detection software and is virus free. The certification shall identify the virus detection software and version used.
(d) Due Date and Time. All proposals in response to this Solicitation shall be due at the address specified above not later than 2:00 PM EDT on October 22, 2015.
B.9.12 Part I – Technical Proposal Instructions
(a) Offerors must organize their technical proposal to follow the technical evaluation criteria listed in
Section B.10.
(b) Text color shall be black. Color may be used in graphics or charts for greater clarity at the
Offeror’s option. Text in graphics and charts shall be no smaller than 9-point Arial Narrow; text in tables shall be no smaller than 9-point Arial. The size and font of headers and footnotes are not dictated. No fonts may be condensed.
(c) The written Technical Proposal (Volume 1) Factor 1 - Technical Understanding/Approach is limited to 35 pages, Factor 2 - Management Plan is limited to 15 pages, Factor 3 – Quality Control
Plan is limited to 5 pages, Factor 4 - Key Personnel and Resumes are limited to 2 pages per person, Factor 5 – Past Performance is limited to 5 performance references, and Factor 6 – Socioeconomic
Participation. Offerors shall use only 8.5 inch by 11 inch (210mm by 297mm) paper, single-spaced pages with margins no less than one inch on each border. Number each page consecutively. Do not use a font size smaller than Times New Roman 12 or equivalent size font. Information submitted over page limitations will not be evaluated.
(d) Total page count limitations do not include: title and back page: Table of Contents; and Section
Dividers that do not contain information other than title of Section.
Note: A page in the technical proposal that contains a table, chart, graph, etc., not otherwise excluded below, is subject to the page limitation.
Not included in this page limitation are the following:
Table of Contents;
Dividers;
Attachments which contain biographical information (i.e., resumes); RESUMES ARE
LIMITED TO 2 PAGES EACH.

As part of the proposal submission, Offerors shall submit a Proposal Matrix using the table below or similar format, which maps what page of the proposal addresses each Performance Work Statement requirement identified under Technical Approach, and which page of the proposal fully addresses each Evaluation Factor. The Offeror shall use the appropriate column to fill in the requirement as stipulated in the RFP to which the page/section number applies.

Factor 1 - Technical Approach (Shall not exceed 30 pages)
The Offeror shall submit a technical approach that demonstrates logical and feasible methods for meeting the requirements described in the Performance Work Statement Tasks 0001 through 0009 and meeting the performance objectives outlined within the solicitation.
The Offeror shall submit a project schedule that demonstrates a clear understanding of the required operations and HUD requirements with realistic timeframes for performing all tasks.
If the Offeror is proposing subcontractors, the Offeror shall clearly identify what aspects of the work will be performed by the prime and what aspects of the work will be performed by each subcontractor in its technical approach.
Labor mix and level of effort (labor categories and number of hours for each labor category).
Offerors are cautioned not to include pricing in the labor mix/level of effort matrix submitted with the technical proposal.
Factor 2 - Management Plan (Shall not exceed 15 pages)
The Offeror shall submit a Management Plan that is clear, concise, and demonstrates that it will result in meeting the objectives and requirements contained within the Performance Work
Statement tasks identified under the instructions for Technical Approach.
The Offeror shall submit a Management Plan that details:
o key personnel and responsibilities;
o proposed subcontracting arrangements and reporting relationships of all subcontractors;

(c) The submitted technical information will be evaluated by a technical evaluation panel using the technical criteria shown below. When evaluating the competing Offerors, the Government will consider the written information provided by the Offerors, and any other information obtained by the
Government through its own research.
(d) Price will be evaluated separately from Technical and other non-cost/price factors.
(e) The total evaluated price will include all option periods, including the value of the 6-month extension if the Option to Extend Services clause at FAR 52.217-8 is included in the solicitation.
B.10.2 Best Value Award
The Government will use a best value tradeoff process; thus the Government may award to other than the lowest priced Offeror, or other than the Offeror with the highest rated non-cost/price proposal.
Each Offeror’s total evaluated price will be traded off against the Offeror’s technical (non-price) portion of the proposal, to determine the overall best value to the Government, if needed. The best value is represented by the most advantageous offer, price and non-price factors considered.
Evaluation factors are listed in descending order of importance. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price However, as the
Offerors become more equal in non-price merit, the importance of price to the evaluation decision will increase. The Government shall make award to the offer that represents the overall best value to the Government.
B.10.3 52.212-2 Evaluation – Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non cost factors shall be used to evaluate offers:
Factor 1 - Technical Approach
The Government will evaluate the following regarding the proposed Technical Approach:
o How well the proposal demonstrates logical and feasible methods for meeting the requirements described in Performance Work Statement Tasks 0001 through 0009 and meeting the performance objectives outlined within the solicitation;
o How well the project schedule demonstrates:
a clear understanding of the required operations and HUD requirements; and realistic timeframes for performing the PWS tasks and associated deliverables identified in the Instructions to Offerors.
If the proposal includes subcontractors, how well the proposed approach delineates the technical responsibilities between the prime and the subcontractor(s); and

How well the proposed labor mix is based upon reasonable assumptions and is consistent with the requirements set forth in the Performance Work Statement and the proposed technical approach.
