SECTION C DESCRIPTION/SPECS./WORK STATEMENT

C.1 INTRODUCTION

The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs.

Pursuant to its authority under 23 U.S.C. 401, et. seq., the agency develops, researches, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.

The Office of Behavioral Safety Research focuses on improving the safety of drivers, occupants, pedestrians, and other road users through laboratory research, field studies, national surveys, and analyses of observational and archival data.

C.2 BACKGROUND

In March of 2014, NHTSA issued a rule requiring rear visibility technology in all new vehicles under 10,000 pounds by May 2018 in order to enhance safety by significantly reducing the risk of fatalities and serious injuries caused by backover crashes. While research has shown that rearview video systems (RVSs), when used appropriately, can reduce crash risk,1 a number of drivers with RVSs in their vehicles report that they ignore them and instead rely on mirrors to avoid obstacles when backing. Research supports that RVSs can alert drivers to objects in the vehicle path, but also documents considerable variability in the extent to which drivers attended to the video display.2 If RVSs are to succeed in reducing backover crashes and other types of crashes while backing, drivers must use them effectively. Based on observations of drivers’ use of RVSs, Mazzae et.al, provided evidence that training could improve drivers’ ability to use the systems effectively. Llaneras et.al, provide evidence that even a few trials using an RVS can markedly improve a driver’s ability to detect a target.3 In a more recent study, researchers at IIHS found that RVSs were effective in increasing rates of driver detection of stationary objects, and that video alone was more effective than parking sensors, or a combination of RVSs and parking sensors in alerting drivers to objects behind the vehicle.4

Older adults are likely to be less comfortable with technology, and therefore have more difficulty learning to use these systems than younger adults; however, older

SOLICITATION # DTNH2216R00001

drivers might gain an additional benefit if they learn to use the systems effectively.

When an older driver, particularly one with age-related stiffness in the spine, turns to the right to check behind the vehicle before backing, he or she may move out of position and pivot to the right. This could result in their right foot being over the accelerator when they think it is over the brake, potentially triggering a pedal misapplication. In such cases, using an RVS and mirror to check behind the vehicle could help the driver retain his or her position and thereby reduce the risk of pedal errors.

C.3 OBJECTIVE

The objective is to assess driving performance of older adults using inside and outside rearview mirrors compared to using an RVS while operating a motor vehicle in reverse to develop training protocol and successful implementation of training.

Performance shall be measured in terms of time to complete backing tasks, eye movements to mirrors and RVS display, and number of objects successfully avoided.

Participants shall include 80 currently licensed drivers: 40 from each of two age groups, 60-69 and 70 and older. Each age group shall include 20 drivers accustomed to using an RVS and 20 who are not. After documenting participants’ performance, the Contractor shall develop and evaluate an RVS training protocol that addresses the errors identified during the performance period.

C.4 GENERAL REQUIREMENTS

The Contractor shall furnish the necessary personnel, equipment (including study vehicle with RVS) and facilities, and otherwise perform all things necessary for, or incidental to, the performance of work (the accomplishment of specific tasks) as set forth below.

Administrative

• Collaborate with the COR during the Kick-Off meeting at NHTSA to discuss details of the proposed study; and

• Incorporate any recommendations from the Kick-Off meeting into the study design submitted in the proposal.

Collection of performance data

• Conduct a review of recent literature to identify studies exploring drivers’ use of

RVSs, particularly among older adults;

• Finalize the study design to address the research questions listed in C.5.4 to incorporate findings from the literature review;

• Obtain objective measures of backing performance for each of the study groups as described in the final study design;

• Analyze performance data; and

• Provide a brief (15-20 page) interim report of the findings, including the rationale for including the selected backing measures, data collection methodology, results

SOLICITATION # DTNH2216R00001

of data analyses, and observations regarding common errors participants made while using RVSs;

Training design

• Design an RVS training protocol focused on correcting errors of the type observed in the performance data. For example, if drivers tended to begin backing before looking at the RVS display, include a training element on checking the display before releasing the brake; and

• Design a study to evaluate the effects of RVS training on avoiding hazards while backing.

Training implementation and evaluation

• Conduct the training study designed for this project;

• Analyze the data to document differences in performance between drivers who received RVS training and those who did not; and

• Provide a brief (40-50 pages) report that incorporates findings from the training tasks into the interim report, including the rationale for including the selected driving measures, data collection methodology, and the results of data analyses.

C.5 SPECIFIC REQUIREMENTS

Below is a more detailed description of each of the tasks necessary to complete the project objectives.

C.5.1 “Kick-off” Meeting

Within thirty (30) days of Contract award, the Contractor shall meet with the CO, COR and other interested National Highway Traffic Safety Administration (NHTSA) personnel. The purpose of this meeting is to 1) discuss the administration of this Contract, and 2) to discuss the project’s objectives, planned course of action, milestones and deliverables, and any other issues the contractor or government identifies. This will be a meeting to discuss specific details of the project. The meeting may be accomplished via conference call, as determined by the COR. It is anticipated that this meeting will not last more than four (4) hours.

C.5.2 OMB 60-Day Federal Register Notice

The Contractor shall comply with the requirements of the Paperwork Reduction Act, 44 U.S.C. chapter 35 (PRA), and the Office of Management and Budget’s (OMB’s) implementing regulations, 5 C.F.R. Part 1320, for all collections of information required under this agreement. In general, to obtain PRA clearance, the Contractor must publish a notice in the Federal Register and submit a clearance that complies with OMB’s regulation. The initial step in the approval process is to publish a Notice in the Federal Register that notifies the public about the planned information collection, and that provides a period of 60 days for the public to offer comments.

Any comments received will be included in a Package of information about the data collection that is submitted to OMB. This Package is divided into a series of sections

SOLICITATION # DTNH2216R00001

that provides specific types of information about the data collection required by OMB. The Contractor shall submit a second Federal Register Notice (30-Day Notice) along with the rest of the OMB materials in Task C.5.4.

The 60-Day Federal Register Notice shall be submitted to the NHTSA COR within six (6) weeks of contract award. Within two (2) weeks from the time NHTSA receives the Contractor’s draft 60-Day Notice, the NHTSA COR will either approve or contact the Contractor for revisions.

C.5.3 Literature Review

Within three (3) months of Contract award, the Contractor shall provide the COR with an annotated bibliography that includes a brief description of each study, including its strengths and weaknesses, for each report to be included in the review.

This will also be included as an appendix in the Final Report required under C.5.14.

Within four (4) months of Contract award, the Contractor shall submit a letter report to the COR summarizing the findings from the literature review relevant to the research questions in C.5.4. The Literature Review letter report shall first describe findings regarding older adults’ use of RVSs and the vehicles/RVS types older drivers are most likely to use. The letter report shall conclude with a description of and rationale for any changes to the study design submitted in the proposal based on recommendations from the Kick-Off meeting and findings from the literature.

The purpose of this task is to critically review studies published in the peer reviewed literature that focus on older (age 60+) drivers’ use of RVSs. This is to be a limited review focused on similar or relevant studies conducted within the past 10 years. The Contractor is to consider findings from these studies when developing data collection designs for the current study. Published research may appear in journals, technical research reports or government reports and shall include research conducted in foreign countries. The findings are to be incorporated into the introduction section of the Final Report, see C.5.14.

The Contractor shall forward to the COR a copy of each document cited in the review as it becomes available. While electronic copies of documents are preferred, hard copies are acceptable. Each hard copy shall be enclosed in its own file or jacket with the title, author(s), and publication year clearly visible.

In conjunction with this review, the Contractor shall identify vehicle models that drivers 70 and older are most likely to purchase, and then document characteristics of RVSs (in terms of field of view and display type) available on those vehicles.

C.5.4 Finalize Backing Performance Data Collection and Analysis Design

Within five (5) months of Contract award, the Contractor shall submit: (1) a research design that addresses the research questions listed below and meets the general requirements listed under C.4 as described above, as well as (2) a draft IRB submission and (3) the

SOLICITATION # DTNH2216R00001

remainder of the OMB package (30-Day Notice, Sections A and B, and supporting documents).

Within two (2) weeks of receiving the contractor’s finalized research design, the COR will either approve the study design, the IRB submission and the OMB package or will contact the contractor for revisions to one or more of these documents.

The Contractor shall submit documents to the IRB for approval once the COR has approved them.

The purpose of this task is to adapt the data collection design from the proposal to incorporate recommendations from the Kick-Off and any relevant findings from the literature review, and to develop IRB and OMB documents.

The Contractor shall document differences in older adults’ performance while they perform a number of backing maneuvers using standard equipment inside and outside rearview mirrors, and using an RVS. The Contractor shall also explore the effects of familiarity using an RVS on backing performance. This study segment shall address the following research questions:

• How does older drivers’ backing performance when using (standard equipment) inside and outside rearview mirrors compare to that using an RVS during different types of backing tasks in terms of their ability to detect and avoid obstacles?

• Are the effects similar among drivers in their 60s and those 70 and older, or are they exaggerated among the oldest drivers?

• Which elements of RVS use are particularly difficult for the participants?

NHTSA anticipates this study segment will require a total of 80 participants:

Participants for Performance Segment Driver age

Driver Experience 60-69 70+ Familiar with RVSs 20 20 Unfamiliar with RVSs 20 20

The design shall indicate the IRB that the Contractor plans to use for this study, the environment (e.g., closed roadway, parking lot) under which participants shall complete the backing tasks, shall describe the RVS field of view and display type (e.g., in-dash, mirror inset) and shall include plans to safeguard participants’ personally identifiable information (PII). The design shall also describe and provide rationale for the obstacle(s) selected based on findings from the literature review. The focus of this study is older drivers’ use of RVCs to detect and avoid all types of obstacles, so obstacles may differ somewhat from those used in studies that focused on detecting children behind the vehicle.

The selected display and field of view should represent those provided in vehicles that older adults are most likely to purchase. Final inclusion criteria shall contain a

SOLICITATION # DTNH2216R00001

description of participants’ driving exposure, type of vehicle that they typically drive, and other factors as determined by the literature review.

The design shall include a detailed plan to recruit a total of 80 participants: 40 participants ages 60 to 69, and 40 who are 70 or older. Each group shall include approximately 20 drivers who are familiar with using an RVS and 20 who are not.

The plan shall include sources for participants (e.g., senior activity centers, driver licensing agencies), as well as means to inform potential participants about the study and inviting them to participate.

Inclusion and exclusion criteria for participants shall include, but are not limited to:

Inclusion

• Age and RVS familiarity appropriate to the designated group;

• Currently licensed drivers;

• Drive a minimum of three trips per week.

• RVS-experienced group members should report that they use their rearview video system least once a week;

• RVS-unfamiliar group members should report that they either do not have access to an RVS or they avoid using one.

Exclusion

• Participants with a medical condition (e.g., sleep apnea) of a level of severity that the Contractor, in consultation with the COR, consider may interfere with driving performance;

• Participants required to use any adaptive vehicle controls (e.g., pedal extenders).

Researchers should document any driver characteristics that might lead to poor performance in backing (e.g., difficulty turning to look behind the vehicle due to age-related stiffness or not seeing a target when looking over the shoulder because the driver’s gaze is beyond the extent of his/her glasses, so vision is uncorrected).

Decisions on inclusion of these drivers will be made after consultation between the Contractor and the COR.

Backing Performance Data. Each participant’s backing performance shall be evaluated by a driving rehabilitation specialist (DRS) who shall accompany participants during driving sessions that include multiple backing tasks. Each participant shall complete a trial under each backing task under specific conditions. Conditions are to be counterbalanced across participants. Each participant must complete at a minimum of three backing tasks that may include, but are not limited to the following:

1. leaving a parking space,

2. making a 3-point turn, and

3. backing several yards along a straight section of roadway.

Participants shall complete each task under four conditions (for a subtotal of 12 trials):

1. using mirrors with no obstacle, SOLICITATION # DTNH2216R00001

2. using mirrors with an obstacle,

3. using an RVS with no obstacle, and

4. using an RVS with an obstacle.

For a final, 13th, trial the DRS shall instruct the participant to return the vehicle to the starting point (which will require backing), without alerting the driver to the presence of an obstacle behind the vehicle.

Dependent measures may include, but are not limited to:

• time to complete each trial;

• number of glances/glance durations to mirrors, RVS display, and behind the vehicle for each trial;

o Number of glances toward the most likely source of hazards for each backing scenario. For example, when backing out of a parking space, obstacles are likely to come from either side of the vehicle, therefore, document glances to the left and right.

• number of obstacles successfully avoided across trials.

Pilot test. The contractor shall enlist a minimum of 3 older drivers (age 60+) to pilot test the study protocol in order to identify potential problems with procedures and/or equipment.

Data analysis. The design shall include plans to code and analyze data to address the research questions related to participants’ performance listed above.

C.5.5 Report Outline

Within six (6) months of Contract award, the Contractor shall submit a Report Outline to the COR.

The objective of this task is to provide the COR with the planned report format so that changes can be made before the majority of the writing has been completed.

The Report Outline shall include complete Introduction and Methods sections, and placeholders for the Results, Discussion and Conclusion sections. The document shall include an approximate page count for each section and list of planned appendices. The Contractor shall update the document as necessary for the Draft Final report.

• The Methods section shall include:

o Method for conducting the literature review including the databases accessed and a summary of the findings;

o Information about participant recruiting as well as inclusion and exclusion criteria;

SOLICITATION # DTNH2216R00001

o Description of data collection methods that includes justification for the selected driving measures.

• The Results section shall be outlined to include:

o Participant demographics;

o Planned analyses.

The Contractor shall not proceed to Requirement C.5.6 until authorized by the COR to do so. NHTSA will review the data collection plan and decide whether to continue.

Once OMB and IRB approval are in place the COR will direct the Contractor to proceed to C.5.6.

C.5.6 Recruit Participants, Collect Data

Within seventeen (17) months of Contract award (or upon obtaining IRB and OMB approval), the Contractor shall begin recruiting participants and collecting data as described in C.5.4. During the recruiting period, the Contractor shall include information detailing recruitment and data collection (e.g., number of participants who have been recruited and who have completed study activities, any issues related to data collection and coding, any preliminary results) in Monthly Progress Reports.

The Contractor shall provide monthly data runs to the COR.

The objective of this task is to recruit participants and collect driving performance data as determined under C.5.4.

C.5.7 Code and Analyze Data

Within twenty-four (24) months of Contract award the Contractor shall submit a letter report to the COR summarizing the analysis results. The Contractor shall code and analyze the driving evaluation data as collected under C.5.6 (to compare performance of participant groups.)

C.5.8 Interim Report

Within twenty-five (25) months of Contract award, the Contractor shall submit a Draft Interim Report that includes a brief 2 page executive summary of the project’s key findings. The body of the report shall be no more than forty (40) pages long (excluding appendices) and shall include the following sections:

• Introduction

• Methods

• Results

• Discussion

• Conclusions

• References

• Appendices

All print materials shall be provided to the NHTSA COR pursuant to Section D.2.

SOLICITATION # DTNH2216R00001

The COR will provide the contractor with comments within two (2) weeks.

Within twenty-seven (27) months of Contact award, the Contractor shall submit the Final Interim Report after making the necessary edits.

C.5.9 Design Rearview Video System Training Protocol and Evaluation

The focus of this task is to explore the feasibility of providing training to expand older drivers’ ability to use an RVS safely and effectively.

RVS Training

The Contractor shall submit to the NHTSA COR a plan to train older adults to use an RVS. Training should be completed in a single session lasting no more than one (1) hour and should focus on correcting errors of the type observed in the performance data collected in C.5.5.

Unless the literature and/or data collected and analyzed in C.5.6 and C.5.7 indicate otherwise, the training shall target drivers 60 and older with little to no experience using an RVS, or to those who occasionally use a system but are not comfortable doing so.

Within twenty-eight (28) months of Contract award the Contractor shall submit an RVS training protocol based on findings from the literature and driver errors observed in the performance data collection. The protocol shall include:

• A detailed description of each element of the training session;

• Justification for each training element based on the literature and/or performance data

Within two (2) weeks of receipt, the COR either will approve the training protocol, or will contact the contractor for revisions.

Evaluate RVS training

The Contractor shall design an evaluation of the RVS training. The design shall include random assignment of participants to each of 2 study groups: (1) a training group and (2) a control group whose members will receive training not related to RVS use (NHTSA anticipates 40 participants in each group for a total of 80 participants). Participants shall either have no RVS experience, or report being uncomfortable using an RVS. The Contractor shall measure participants’ performance while backing using an RVS before and after RVS (or alternate control group) training. The study design shall address the following research questions:

• Does RVS training based on the protocol developed for this project improve older drivers’ ability to use the system to detect and avoid obstacles?

• Is there an effect of age in training outcomes?

SOLICITATION # DTNH2216R00001

Inclusion and exclusion criteria for participants may be the same as those used in the performance data collection segment. They may include, but are not limited to:

Inclusion

• Age 60 and older;

• Currently licensed drivers;

• Drive at least three trips per week.

Exclusion

• A medical condition (e.g., sleep apnea) of a level of severity that the Contractor considers may potentially interfere with driving performance or exposure;

• Familiarity with/confidence using an RVS.

The backing trials shall include instances of situations shown to be particularly difficult for participants in C.5.6. Inclusion/exclusion criteria and backing performance measures may include some or all of those used in C.5.6.

Within twenty-nine (29) months of Contract award, the Contractor shall submit a study design to evaluate the effects of RVS training on driver performance to the COR. The plan shall include a second draft IRB submission and a second draft OMB package to include a 60-Day Notice, 30-Day Notice, Sections A and B, and supporting documents. The design shall include details regarding training protocol, participant recruitment, group assignment, pre- and post-testing measures and protocol, and data coding and analysis plans.

The COR will either approve the training evaluation design, or will contact the contractor for revisions within two (2) weeks.

The Contractor shall not submit documents to the IRB or proceed to C.5.10 until authorized by the COR. NHTSA will review the data collection plan and decide whether to continue. Once OMB and IRB approval are in place the COR will direct the Contractor to proceed to C.5.10.

RVS Training

C.5.10 Conduct RVS Training/Collect Training Evaluation Data

Within thirty-four (34) months of Contract award (or upon receiving IRB and OMB approval) the Contractor shall begin to recruit participants and carry out the training and evaluation processes developed in C.5.9.

C.5.11 Analyze RVS Training Data

Within thirty-eight (38) months of Contract award, the Contractor shall submit a letter report summarizing the findings to the COR. The Contractor shall code and analyze the driving evaluation data as collected under TASK C.5.10 to compare performance of participants in the training and control groups.

SOLICITATION # DTNH2216R00001

C.5.12 Draft Final Report

Within thirty-nine (39) months of Contract award, the Contractor shall submit a Draft Final Report that includes a brief 2 page executive summary of the project’s key findings. The body of the report shall be no more than 50 pages long (excluding appendices) and shall include the following sections:

• Introduction

• Methods

• Results
