DTNH22-14-R-00782 Amendment 02 Title: Building Community Support for Impaired Driving Enforcement

Attachment J.4 Responses to Offeror Questions

1. Question: Is this solicitation a follow-up to another project conducted by NHTSA, the Department of Justice, or another Federal Agency? If so, what is the contract number or is the final report available for the Contractor to review?

NHTSA Response: No.

2. Question: Is there an incumbent? If so, who is the incumbent?

NHTSA Response: There is not an incumbent for this action.

3. Question: Reference Section C.2 Objectives: Has NHTSA already selected the community to be involved in this proposal? If so, can that location be shared with potential contractors?

NHTSA Response: No community has been identified for this action.

4. Question: Reference Section C.2 Objectives: If the location has not yet been selected, what role, if any, would the Contractor play in selecting the community?

NHTSA Response: The Contractor should propose and justify a community (or several communiites) for the project. Final approval of the community selection will be by

NHTSA,

5. Question: Reference Section C.5.5 Provide data to Independent Evaluation Contractor:

This section specifies that impaired driving arrests, impaired driving collisions and community population and demographic data be supplied by the contractor to the independent evaluation contractor for a three year period prior to the enforcement implementation period as baseline data. Other sections of the RFP imply, but don't specifically state, that this data will also be collected by the contractor over the course of the implementation period for the evaluation contractor. Is that correct?

NHTSA Response: Yes.

6. Question: Reference Section C.5.5 Provide data to Independent Evaluation Contractor:

Many states do not provide certified crash data until the following year for each year certified. This enforcement period for this project is slated to extend to 15 months (i.e.

over two consecutive calendar year periods). If necessary, will NHTSA accept non-certified (i.e. not from the relevant state agency) crash data provided to the contractor by the agency involved in this project for transmission to the evaluation contractor?

NHTSA Response: Yes, if it the most accurate data available.

7. Question: Reference Section C.5.7 Conduct Training: Does this training intend to include command ranks up to and including the Chief/Director/Sheriff of the agency selected?

8. Question: Reference Section C.5.8 Identify Community Partners: Will NHTSA be providing an incentive to the communities for participation and/or the community partners? If so, what will that incentive be and should it be included as part of the Contractor's budget?

NHTSA Response: NHTSA expects community participation to be based on local parties’ commitment to the mission of saving lives by reducing the indicence of impaired driving, so no incentives as such will be provided. However, as noted in Section C.5.10, funds may be expended to obtain necessary items to effectively conduct the project, including signage, safety equipment and educational materials.”

9. Question: Reference Section C.5.9 Conduct Community Meetings and Develop Intervention Strategies: Is there a maximum number of community meetings or partners that NHTSA would like to meet with?

10. Question: Reference Section C.5.10. Identify and Acquire Equipment: Is there a not to exceed dollar amount on the equipment used for this task?

NHTSA Response: The Contractor shall propose what they anticipate will be necessary to complete the proposed effort.

11. Question: Reference Section C.5.13. Provide Training to Sworn Line Officers: For larger agencies approaching the 200,000 population mentioned in C.2 Objectives, most law enforcement agencies will have a dedicated traffic enforcement unit. If so, is this training intended to include general patrol officers not part of a designated traffic enforcement unit?

NHTSA Response: No, unless those non traffic unit officers are incidentally involved in traffic enforcement. If other officers have ancillary traffic enforcement duties, they should attend the training

12. Question: Reference Section C.5.13. Provide Training to Sworn Line Officers: The final paragraph in C.5.13 stipulates that there be an initial 8 hour enforcement model training effort followed by two additional 4 hour training blocks at four month incremental periods following the initial 8 hour training block. What is the intended purpose/curricula for these two additional training blocks?

NHTSA Response: The intended purpose of the two 4-hour training blocks is to sustain the involvement and enthusiasm of the line officers in the project.

13. Question: Reference Section C.5.14 Implement Enforcement Objectives: Would NHTSA consider allocating a monthly stipend to the participating agency to cover the administration of this long term enforcement effort (data management and retrieval, supervision of the scheduling of enforcement, correspondence/meetings with the Contractor, etc.)? If yes, would this stipend be included in the Contractor's budget?

NHTSA Response: Administrative costs are appropriate expenditures of Federal funds and as such, may be included in the Contractor’s proposed budget.

14. Question: Reference Section C.5.17 Present at National Conferences: Should the Contractor plan on presenting at the national conferences in the last year of the contract or will the presentation be at the midpoint and final portion of the contract?

NHTSA Response: The Contractor should plan for a presentation at the midpoint and final portion of the contract.

15. Question: Reference Section C.5.17 Present at National Conferences: For presentations by the Contractor at National Conferences that occur after this contract has ended, how will the Contractor be compensated for preparing for and attending said conferences?

NHTSA Response: The Contractor will not be required to present or be compensated for presentations after the contract period has ended.

Technical Proposal Instructions-Part II- Organization/Agency Experience: Should the Contractor include blank copies (Contractor and reference information completed) of the past performance questionnaires distributed to clients in an appendix, and/or does NHTSA want just the completed questionnaires sent directly from the client to NHTSA?

NHTSA Response: The completed questionnaires should be sent directly to NHTSA by the reference.

NHTSA Response: NHTSA does not release the amount of funding available for contracts.
