Statement of Work Hazardous Waste Disposal Services

Provide services for profiling, manifesting, transportation and disposal of hazardous waste and non-hazardous waste generated at the Maritime Administration, Suisun Bay Reserve Fleet (SBRF). SBRF is located at 2595 Lake Herman Road, Benicia, CA 94510.

The following lists the waste streams that are generated at SBRF. These wastes are accumulated on-site and are predominately in 55-gallon drums. Please base your quotation on the following:

CLIN # Qty Pkg Material

0001 15ea 55-gal dm Used Lube Oil

0002 2ea 55-gal dm Used Hydraulic Oil

0003 2ea 55-gal dm Used Antifreeze

0004 4ea 55-gal dm Diesel/Lube Oil Filters

0005 50ea 55-gal dm Oiled Absorbent Pads/Rags (Non-RCRA)

0006 4ea 55-gal dm Waste Paint, Sealant Coatings, and Paint-related Materials

0007 100ea 55-gal dm Lead Based Paint Chips (RCRA)

0008 1ea 55-gal dm Aerosol Can Waste (Paint and Solvents)

For waste paint and related materials, these will be comprised of epoxies, enamels, or latex based products. Specific quantities of each are unknown at this time, so the contractor should assume the worst case scenario.

Waste oils will contain 8% or less water content.

SBRF will provide the following:

• Laboratory analysis as required for profiling/characterization.

• Shipping containers (55-gal drums or other as required for the waste).

• Forklift and driver for loading upon the contractor’s conveyance.

The contractor will provide the following:

• Review SBRF laboratory analysis to determine the best, most economical means of disposal in accordance with all applicable environmental regulations.

• Profile hazardous waste as required.

• Prepare hazardous waste manifest for SBRF’s review and signature. After manifests are signed by all parties, bring original up to the Administrative Office so a copy can be

DTMA94Q1600027 Attachment One: Statement of Work made from the top sheet. Generator copies of Uniform Hazardous Waste Manifests are typically hard to read or reproduce.

• Provide all accompanying documentation, such Land Disposal Restriction Forms, etc.

• Provide appropriate DOT labeling for hazardous material, hazardous waste, universal waste, or recycling for identified waste streams.

• Check drums for proper packaging and labels.

• Copies of certifications for haulers, transporters and treatment storage and disposal facilities (TSDFs).

• Transport hazardous waste, universal waste or recycling materials to recycling or disposal facilities.

• Forward documentation received as a result of the disposal actions to the COTR.

Transportation and disposal costs are to be included together in the unit pricing. The number of drums per pick-up will vary due to on-site accumulation and storage regulations. Contractor will be notified of the exact number of drums to be picked up via email or phone call by SBRF when the waste is ready for pick-up.

Replacement drums will not be required. Used oil may be transferred from the storage drum on site to the transporter’s conveyance, such as a vacuum truck. Transfer is to be accomplished by the contractor.

Prior to contract award, the contractor must present for review and acceptance by the COTR their standard operating procedures (SOP) for oil transfers at customers’ facilities. At a minimum, the SOP is to provide for safeguards for all oil handling containers, equipment, and transfer areas to prevent a discharge to navigable waters or adjoining shorelines, and contractor personnel providing pick-up service are to abide by those SOPs.

The contractor will only use licensed and registered waste haulers and TSDFs.

The term of this contract will be one year from the date of award, with four (4) option years that may be awarded a year at a time based on satisfactory performance and negotiated price.
