GENERAL INFORMATION and REQUIREMENTS

A. The contractor shall provide all labor, tools, special tools, material, and equipment necessary to make all removals and restorations; remove and replace interference’s; rig and unrig; make all disassembly and subsequent reassembly to accomplish the work specified herein. All work shall be in compliance with the latest Regulatory Body requirements. The term, “Regulatory Bodies” includes the American Bureau of Shipping, United States Coast Guard, United States Public Health Service, the Department of Labor Occupational Safety and Health Administration, and the Institute of Electrical and Electronic Engineers.

B. If, in the performance of any work required in these Specifications, it becomes necessary to remove or disturb any structural part of the vessel, the contractor shall, upon completion of that work, reinstall or renew if necessary any affected structural part and restore to original conditions of durability, appearance, and seaworthiness. All temporary removals in the way of the work shall be replaced in good order.

C. Any and all removed equipment or parts remain the property of the government and are to be left aboard the vessel, or dispose for scrap credit, as directed by the Contracting Officer (CO) or their duly appointed representative. The contractor shall re-deliver the vessel in the same clean and orderly condition as when received.

D. The term “or equal” following a Brand Name means that components, equipment or material shall be equivalent in terms of performance, services required, compatibility with interrelated systems and arrangements and supportability over the service life of the components or equipment material. Or Equal shall meet salient characteristics given. Contractor shall take full contractual and technical responsibility for ensuring installation of components or equipment or both and take responsibility for the compatibility with interrelated systems. Reference is given to FAR 52.211-6 Brand Names or Equal incorporated within the terms and conditions. Substitutions are a pre-award evaluation. No substitutions are allowed after award, unless approved by the Contracting Officer.

E. The terms “Replace” or “Renew” mean to remove the existing unit, equipment, or systems, including all interferences and to install a new unit, equipment or system which is either identical to or equal to that which was removed; the installation shall include at a minimum all hook-up, supports, and adapters which are required to effect a fully operational and turn-key installation complete in all respects.

F. Any repairs or other work resulting from recommendations or other discoveries after the vessel is docked are to be brought to the attention of the Contracting Officer’s Representative (COR) and the CO immediately by use of a contractor generated inspection report. Any such additional work may be subject to a contract delivery order under Supplement Work or a contract modification. Additional work shall be accomplished ONLY WHEN AUTHORIZED IN WRITING

WITHIN THE LIMITED DELEGATION OF THE COR OR BY THE CO.

G. Because this craft is not considered deep-sea worthy, all repair/upgrade work must be performed on this vessel in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton. The crafts will be delivered to the contractor’s/sub-contractor’s work

2 | 1 5 site prior to the commencement of work and picked up at the same facility upon completion of work by the Maritime Administration’s Reserve Fleet personnel.

I. The contractor shall gas-free or inert all spaces affected by the work described in this Specification and is responsible for determining all spaces requiring gas freeing. All safety precautions contained in the United States Department of Labor Safety and Health Regulations for Ship Repairing, Title 29 CFR Parts 1501.10, 1501.11, 1501.12, 1501.14, and 1501.15 must be strictly observed. A copy of the gas-free certificate shall be presented to the COR before beginning work on the repairs. Initial Certificates and re-certifications shall be issued by an OSHA Certified Chemist. Gas-Free Certificates shall be updated daily by a Competent Person.

J. All welding shall meet ABS and USCG requirements and conform to American Welding Society (AWS) standards. All welds shall be cleaned prior to painting. All surfaces which have been cut drilled, welded, or otherwise modified shall be cleaned, free of grease, slag and foreign matter;

and painted in accordance with the coating sections of these Specifications. Prior to any production welding contractor shall conduct a joint inspection with the COR for fit-up.

K. The boats are operated as a public vessel by the US Maritime Administration as work boats not for hire. The boats are not Coast Guard inspected and are not classed by the American Bureau of Shipping. It is the intent of these specifications that working stresses, safety factors, structural arrangements, details and workmanship to be to the same standards as if the vessels were USCG inspected and ABS classed.

L. All coating shall be applied in accordance with Revision 6 of the MARAD Coating Guidelines.

Contractor shall accomplish all coating processes in accordance with the paint manufacturer’s recommendations (including dry film thicknesses) and under the supervision of the coating manufacturer’s representative. Coating system on the vessel is currently International Paint.

Since a great deal of the surface preparation specified herein does not require complete removal of the existing coating system, any coating system applied shall be compatible with the existing coating system. Areas of the vessel not intended to be coated shall be protected from overspray.

M. Contractor shall follow OEM installation instructions for all new equipment and hardware installed during the execution of this work package.

N. The contractor is required to keep the COR informed of the status of all projects which make up part of this job order. To accomplish this task, the contractor shall prepare and submit to the COR a graphic representation of the entire job order in the form of a computer generated chart incorporating major points of work to be accomplished in each specification item during the course of the availability. The chart shall show sequence of all activities, including but not limited to: expected material delivery dates, fabrication of parts, removal of major items, repair times for major items, shop testing, and return and reinstallation times for equipment.

N.1 The chart shall contain detailed representation of all significant aspects of production plan, including subcontractor involvement. Each activity associated with a given specification item will be identified on the chart by item number and brief description of the type of activity (equipment removal, shop repair, testing reinstallation, etc.) being

3 | 1 5 performed. Additional work changes by modification of the initial contract shall be represented with additional entries. Each activity shall be assigned a single time estimate (duration) in calendar days.

N.2 The chart shall be organized to show the entire job order, including all specification items, showing dependencies of one item with another. For example, if one activity cannot be started until another has achieved a certain milestone, that dependency will be represented on the chart.

N.3 The chart will be organized to show the GANTT Method for work to be accomplished.

The GANTT chart shall indicate final delivery date that is no later than the contract delivery date which was part of the original bid solicitation. Notation and abbreviations used shall be fully explained. Activity scheduled start times and late times shall be given in calendar form.

N.4 Five (5) working days after contract award, preliminary GANTT schedule illustrating the project logic shall be submitted. The chart shall show start dates, significant milestones, and finish dates for each work item in the package
