QUESTIONS AND ANSWERS
QUESTION ANSWER
Are we to provide resumes of all current personnel at our firm or only resumes for personnel that will be assigned to this contract?
Offerors shall provide resumes of all personnel to be assigned to this contract. Offerors shall also provide resumes of any senior personnel or managers who will review, approve and oversee the final contract deliverables and report.
Can the Government provide general arrangement drawings of the TS EMPIRE STATE or a source where they can be obtained by the public?
Technical, general arrangement and other related ship's drawings will be made available to the contract awardee after the contract award date, as part of GFI. Interested offerors can do general web searches (i.e. Google) of the vessel to obtain photos and basic technical data and dimensions.
Is normally inaccessible structure (i.e. behind joiner work or insulation) excluded from the scope of the inspection?
Yes.
The SOW estimates 20 days onsite (para 3.1) for 3 people (para 5.2). Is this what we should use to estimate the travel expenses?
Yes.
Are the 20 estimated on site days intended to be consecutive?
No. The "20 days" may be intermittent , depending on the availability for inspection of certain tanks, doublebottoms, voids and internal spaces
Will there be periods when the vessel is unavailable for inspection?
No. The vessel will always be available for inspection during the time period that the vessel is located in the shipyard drydock.
However, there may be temporary periods of time when certain tanks, doublebottoms, voids and internal spaces are not available for inspection.

Amendment 000002
Can you please tell us specifically where the shipcheck will take place for bidding purposes? Costs could vary dramatically depending on the location.
TBD. The Government hopes to know the exact location by August 23. Please stand by for further clarification.
Will all tanks, voids, double bottoms be open, gas freed, and lighted prior to arrival for shipcheck?
Yes. Most if not all tanks, voids, double bottoms will be opened, gas freed and lighted for ABS and USCG inspections related to the ABS (drydocking and Intermediate Survey) Class requirements. Those spaces not open for inspection by MARAD will not be required to be inspected by the awardee, and as such, shall be noted as such in the contract deliverables.
The SOW discusses key personnel, but does not indicate specifically what backgrounds/education and years of experience MARAD is looking for. Could you please also indicate the number of key people that are required? Are all key people required to attend the shipcheck?
The total number of Key Personnel is to be determined by the quoter. The total number of Key Personnel required to attend the shipcheck is to be determined by the quoter. MARAD will review and evaluate the background, experience and expertise of all proposed Key Personnel as part of the quote review process.
See “Evaluation Factors” on Page 16 of the solicitation for more details.
Under Key Personnel Qualifications the SOW says "Overall professional qualifications of current key personnel, staff, principals and project managers. Key personnel and project manager(s) to be assigned to this contract shall have at least ten (10) years past experience in Material Condition Assessment Surveys and Steel gaging analysis of ships." Did you intend to adjust this to five years like you did the corporate experience section?
No. Ten (10) years remains the requirement for this key personnel factor.
