1.2 This procurement is subject to the Buy American Act.
1.3 All Offerors must be registered and current in Sam.gov by the time of award.

2.2 Pictures of existing pump system
3.0 Location
Pump systems are located on the North end of the boat basin of the Waterfront Center at the United States Merchant Marine Academy, 300 Steamboat Road, Kings Point, N.Y. 11024.
4.0 Description
The pump system consists of two 30 horsepower motors, and pumps rated at 1200 GPM, 60 foot head, 1750 RPM, (see photographs attached for all motor and pump specifications) non-corrosive salt water pump units with a common discharge to a cooling pool located in Fulton Hall. The system provides a source of non-contact cooling water for several marine engineering laboratory stations. Overflow from the pool returns to the Waterfront Center boat basin. The system runs throughout the year sporadically for periods of 3-4 hours per day, with extended shutdown periods of several weeks.
5.0 Statement of Work
5.1 Contractor shall develop a plan to remove and dispose of
existing pump units and review with COR prior to the start of work. Contractor shall inspect the entire pump system from intake to discharge in Fulton Hall and provide a written report to include recommendations for maintenance and repair, enhancements to extend service life of system and any additional testing to be considered. If USMMA decides to adopt any of the measures recommended in the report MARAD will do so through a separate competitive procurement.
5.2 Contractor shall procure or design/fabricate new pump units equivalent in performance and specifications to the existing pump units. The pumps will be made of materials to resist wear and corrosion in a harsh salt water environment. They will have equivalent capacity (1200 GPM @ 1750 RPM @ 60
ft. head each). They will have a pickup point equal to the current system and be protected from ingesting anything other than seawater. Units will be designed to match the coupling method to the existing drive motors. Details of the pump units to be reviewed by COR prior to the start of work.
5.3 Contractor shall provide all materials, labor and equipment required to disassemble the existing pump units and remove them from the Academy.
5.4 Contractor shall deliver the new pump units to the Academy and provide the equipment and materials, labor to assemble and install the new units. Contractor shall test the newly installed units and provide a report to the COR verifying the capacity of the pump units. Contractor will define in the quote how water pressure and volume measuring device will be determined to be accurate.
5.5 Offeror shall provide manufacturer’s maintenance
requirements. In addition the Offeror will supply annual maintenance price for years two through four. Year one is included in the price of the pump. Maintenance for Years two through four shall be options. The vendor will provide a fixed price for each year’s maintenance. The Government shall have the exclusive right to exercise this option annually.
5.6 If the Offeror has more energy efficient products that will meet all the requirements of this procurement, such products should be priced as an option. For the purposes of this procurement the electricity rate is $.20 per kilowatt hour. Energy-efficient or otherwise energy or life cycle costs should be specified in the quote. Please provide the operating costs for the next 10 years assuming pumps operating 12 hours per week.
6.0 Quality Assurance Requirements
6.1 Contractor shall be responsible for all work permits required to accomplish the installation.
6.2 Contractor shall accomplish the installation in accordance with all local, state, federal, marine, and NEPA regulations that apply. (See attached NEPA documents)
6.3 Contractor shall warranty the pump and components and
installation for a period to be specified by the Offeror. The pump shall be warranted against failure or diminished performance due to corrosion for a minimum of 10 years.
6.4 The Government will evaluate warranties on the following
basis: completeness of coverage, duration and maintenance cost. Firms offering a high degree of coverage, longer duration and reasonable maintenance costs will be evaluated higher than firms offering less desirable warranties.
6.5 USMMA understands the existing electric motors are not
included in the warranty. Failure of the motors will be the responsibility of USMMA. If purchasing new motors simultaneously with the new pumps would enhance the warranty the Offeror shall price new motors as a separate option. The current pumps have performed for in excess of 10 years. Offerors are encouraged to explain in detail how their pumps will have a similar durability.
Offeror shall propose plan to protect against three-phase problems of phase reversal and phase loss
7.0 Government Furnished Materials/ Services/ Information
7.1 Government will provide the services of USMMA DPW
personnel, through contractors request to the COR at least 48 hours in advance, to assist contractor in identifying, isolating, securing, and locking out existing mechanical, electrical, and piping systems.
7.2 All other requests from the contractor to the COR and the Contracting Officer for Government support will be determined on a case by case basis.
8.0 Notes
8.1 Submit all questions to:
Donald E. Coonan don.coonan@dot.gov Judy Bowers Judy.bowers@dot.gov
8.2 Contractor shall conduct all work from Monday-Friday 0800- 1630hrs. Requests for additional times to be made to COR in advance for approval.
8.3 Contractor will dispose of all waste generated by the work in accordance with all local, state, federal, marine, and NEPA requirements
8.4 Contractor shall supply all manufacturers manuals, specifications, documents, drawings, etc… to the COR at the completion of the effort.

EVALUATION CRITIERIA
Quotes received will be evaluated on technical solution, past performance and price.
