Question and Answer

Questions

Help Desk NTD receives approximately 25 calls each week and 10-15 emails.

99% of calls are resolved in less than 10 minutes

System bug reporting The new contractor will be required to use the FTA change management system.

FTA currently uses JIRA for reporting and prioritization.

NTD Eligibility Criteria Internal program documentation, including SOPs will be made available to the winning bidder.

Please refer to the Policy Manuals and Uniform System of Accounts available on the NTD website to understand current reporting criteria and eligibility: www.transit.dot.gov/ntd

Validation Checks Documentation of current validation checks will be made available to the winning bidder.

Current in-system checks rely heavily on thresholds derived from past years’ reporting.

Bidders are encouraged to recommend innovative validation approaches.

Apportionment Documentation and Summaries Prior year documentation and summaries will be made available to the winning bidder.

Bidders are encouraged to review formulas:

www.transit.dot.gov/funding/apportionments/fast-act-formula-flowcharts Apportionment Documentation consists of:

9 Datasets Adjustment Memo - 20-25 pages in length detailing data adjustments made to the apportionment data to bring it in line with standing policy;

Rural Reporter Memo - 10 pages in length showing changes to each states reported vehicle revenue miles Apportionment Memorandum that is approximately 275-300 pages in length providing agency by agency detail.

Separate Database FTA will provide a separate data set to the contractor that is refreshed regularly.

The contractor will leverage this data set, which is external to Production, to assist in data analysis and building data products.

The FTA does not intend to have the Validation Services contractor serve as a database administrator for this database.

The contractor should propose personnel they feel are sufficient to support the requirements of the RFP in their data validation efforts.
