Amendment 1 to NRNM RFP # DTFR5317R00714 This amendment answers vendor questions and specifies a page limit for the technical response.
1. The page limit for the technical approach (factor 1) is 6 pages.
2. If a tonnage segment’s origin or destination point as indicated by a source railroad does not fall on an existing polyline endpoint in the FRA network data, can we split the polyline at the origin or destination point? If not, is there an acceptable way to indicate this point?
The segment is based on city pairs and/or subdivisions & mileposts.
No, the polyline cannot be split.
The origin and destination is based on the FRA network and freight stations.
3. Can you provide a breakdown of the source materials anticipated in terms of hardcopy versus softcopy and tabular versus map?
3 carriers provide maps 4 carriers provide tabular data
4. Page 3 of the Attachment 1 Scope of Work in the section titled “Government Furnished Property/Material” references “item 3 in the bullet point. Does this refer to “other spatial layers”? If not, to what does it refer?
Other spatial layers and the source material
5. Are Rail Ferry connections to be included in the NET segment types for this project?
No
6. Is there a tolerance for milepost endpoints where they can be considered the same as the CSM rail station record location?
In the tabular data, you could use the milepost if it is provided. Using the carriers freight station will determine the endpoints.
7. If a Class 1 is not the owner but has trackage rights on a segment owned by a Class 2 or 3, are the tonnages to be updated with the Class 1 data only (assuming the host railroad’s tonnage data is unavailable)? In general are we to include or exclude Class 2 or 3 railroad’s data where they operate over the same track as a Class 1?
Update the tonnages using what the Class 1 provided. If there are cases where 2 railroads are reporting in the same right away, please bring it to the PM to be resolve.
8. Are there any specific bid forms you would like used for our cost proposal?
No.
9. By completing all forms in the System for Awards Management, are the requirements for FAR 52.212-3 satisfied and if so what documentation will satisfy a “completed copy of the provision at 52.212-3?”
Follow the instructions on FAR 52.212-3. You can satisfy this requirement by having completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal.
10. Which formats (physical or digital map, a physical or digital table, or other means) did each of the railroads use for their most recent submission of density data?
The format is either digital maps or digital tables.
11. If the railroad identification is confidential, can you reveal the number of railroads that used each format?
As stated in the SOW it is only for the 7 Class 1 railroads.
