The purpose of this Amendment is to:

Provide a summary of responses to questions/clarifications asked by potential bidders.

The Bid Opening date of March 9, 2017, at 2:00 p.m. will remain the same.

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. We will need more room for our equipment and access between the access road and the Visitor Center. Is it ok to temporarily widen the road and utilize the area between the existing sidewalk and anything we tear out (trees, handrail, sidewalk, etc.) we replace?

Is it ok to tear out the exposed aggregate drive and asphalt drive and build flat pads for our cranes and reconstruct the drives after completed? Same question for the sidewalks.

Response: This will be considered by the CO during construction, provided that the widening area and impacts are reasonable.

If portions of the existing sidewalks, drives, handrails, trees, etc., that are not designated for replacement are removed and/or damaged for the convenience of the Contractor’s operations, they will need to be replaced at no additional cost to the Government. Please see Subsections 107.02 and 109.05(b) of the FP (standard specifications book). In addition, please refer to Subsection 615.03 of Special Contract Requirements (SCRs - page J-15) for matching sidewalk requirements.

2. Is it an issue to remove additional trees?

Response: Additional tree removal will be considered by the CO during construction, provided that they are identified and removed outside of the bat restriction timeframe.

3. Would you accept structural steel beams?

Response: Structural steel beams will not be an acceptable alternative.

4. Can we exceed the disturbed limits and set a crane on the cave entrance side of the bridge?

Response: A crane will not be allowed on the cave entrance side of the bridge.

5. A beam supplier posed the question, does the color need to be included in the precast beams?

Response: Yes, the concrete color is required as specified in Section 552 of the SCR’s (J- 10 through J-13 of the Solicitation Booklet) and Question 1 of the Amendment 2 Questions/Clarifications document.
