The purpose of this Amendment is to:
1) Revise the Plans as follows:

Delete Plan Sheets A05, R01, R03, R05, R06, R07, R08, R13, and R14, and substitute the amended Plan Sheets A05, R01, R03, R05, R06, R07, R08, R13, and R14.
1) Sheet A05 (Construction Access and Staging Area) updated to add a construction access path to the south abutment.

Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Could the concrete color spec from Subsection 552.03 (pg. J-10) be deleted? Substructure producers find it difficult to meet and/or accept liability to match color with cast-in-place contractor. Maybe an alternate to have the contractor apply masonry coating on all exposed concrete after construction with color and spec to be submitted prior to construction for approval.
Response: The concrete color requirement will not be deleted. Test panels are required as specified in the FP (standard specification book) and Special Contract Requirements (SCR’s – J Pages). Once a test panel is approved, each producer will be required to match the approved test panel for the item they are producing, not the test panel from another producer.
2. Color requirements need further clarification. Is microsilica considered to be a coloring agent? Clarification is needed for the Class 2 - Rubbed Finish. 552.16(b) is not included in the job specifications.
Response: Colored concrete requirements are covered in Section 552 of the FP and are standard for most bridge work. The specific requirements for this project are also spelled out in Section 552 of the SCR’s (pg. J-10). The coloring agent is required to meet Subsection 711.05 of the FP. For mixes with microsilica, see Subsections 552.03 and 725.04 of the FP. Microsilica is not considered a coloring agent.
If the Contractor elects to not use any coloring agent to try and achieve an approved color match, the Government will only review one test panel that doesn’t use a coloring agent.
Please also note that extensions will not be granted due to delays caused by the Contractor’s failure to achieve an approved color match.
3. Could an alternate section for the precast concrete beams be accepted? Some producers can’t make a Type II beam. Could a box beam and/or Type III beam be considered as an alternate?
Response: Alternate beam sections will not be accepted. The Type II is a common beam section, and there are producers that can make the Type II beam.
4. No supplier will quote the precast piers. Could a cast-in-place concrete alternate be accepted?
Response: The Contractor may submit cast-in-place piers in lieu of precast piers for review and consideration. However, contract time outlined in the Solicitation’s B Pages will not be extended.
5. Could an alternate strand pattern / size for the concrete beams be accepted upon review and approval from the FHWA? A producer refuses to quote because the strand pattern changes on the concrete beam from end section to mid-span. The 2” coverage at mid-span and 4” coverage at girder span is difficult to construct.
The “intended final cambers” shown on and sheets R13 & R14 are given as 3 3/16” for the shorter beams and 5 11/16” for the longer beams and does not appear to have been designed per the strand pattern given and appears independent of the camber information provided in the tables. In short, the beam design does not meet the intended camber criteria. The design shown is not a standard design and not proven.
Could the estimated camber note be deleted? Producers refuse to submit quote with such a note.
Response: The strand pattern has been modified as part of Amendment 2. The estimated camber note has been deleted as part of Amendment 2.
6. What kind of lights are required?
Response: The requirements for the lights are provided under Subsection 556.03 (a) through (h) of the SCR’s.
7. Plan sheet R01 (Bridge Plan 1 of 24) states, “Furnish Class A (AE) concrete for precast pier, precast abutments unless otherwise noted”. Request to change to Class D or Class D Modified. Need to have consistent design mix for all products to ensure color consistency.
Response: The concrete Class A(AE) requirement for precast piers and abutments will not be changed. See above for color matching question responses.
8. Plan sheet R01 (Bridge Plan 1 of 24) states, “Furnish Class P concrete for prestressed girder units.” Request to change to Class D or Class D Modified.
Response: The concrete Class P requirement for prestressed girders will not be changed.
9. The tolerance table given on page J-12 of the specifications will be extremely difficult if not impossible to meet. We are able to meet the tolerances for I-beams used by the State of Kentucky.
Response: The tolerances shown in Table 552-5A (page J-12) of the SCR’s is for the precast piers and precast abutments, not for the I-beams. The tolerances for the prestressed I-beams are shown in Table 553-1 of the FP.
10. Fit-up - Need to confirm that the use of templates will be adequate to ensure alignment of connection devices for piers and abutments.
Response: Templates will be acceptable to ensure alignment of connection devices for piers and abutments.
