U.S. DEPARTMENT OF TRANSPORTATION

FEDERAL HIGHWAY ADMINISTRATION

EASTERN FEDERAL LANDS HIGHWAY DIVISION

Amendment No. 0003 Project PRA-GWMP 11(6)

George Washington Memorial Parkway Solicitation: DTFH71-15-B-00030

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

The Bid Opening date of June 18, 2015, at 2:00 p.m. EST will remain the same.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Are you going to revise Plan Sheet D01 to reflect the increase of Patching from 300 SY to

3000 SY?

Response: As Note 1 on Plan Sheet D01 indicates, the size and location of the asphalt patches are approximate and will be subject to the approval of the CO. The plans show the general location and will not be revised to match the Amendment #1 change in quantity.

Please note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for it. See the last paragraph of Subsection 109.05 of the FP (standard specifications).

2. Can you identify which As-Built Plan Sheets show the locations of all truss members on the bascule span members for debris removal?

Response: Plan Sheets R02 and R03 identify the bascule span main truss and the requirements for the debris removal. The plans call for debris removal from all the main truss members, gusset plates, and trunnion post bases. Please refer to “Contract 22” (pdf pages 62 thru 116) of the as-built plans for the main truss members.
