Special Contract Requirement (J Pages) changes

1. Add the following to Subsection 104.05 of the Special Contract Requirements, page J-2:

Do not exceed a Gross Vehicle Weight of 30,000 pounds on the Arlington Memorial Bridge with the following restrictions:

(a) Operate construction vehicles at speeds not to exceed 10 miles per hour.

(b) Space construction vehicles at 50-foot minimum intervals.

(c) Maintain a minimum of 10-foot clear distance between adjacent construction vehicles.

2. Add the following to Subsection 107.02 of the Special Contract Requirements, page J-4:

If the Contractor proposes any activities requiring work on or from barges or other water craft to access the bridge to perform the required work or cause temporary or permanent encroachment into any of the current span openings of the bridge that require closure, reduction or detour of any currently permitted Potomac River navigation due to construction operations or any other activities and operations that require notification or approval from the U.S. Coast Guard (USCG) comply with the following and any other applicable USCG requirements and regulations.

Submit a plan and schedule of operations at least 45 days prior to commencement of work in the waterway (or as soon as possible for emergency repairs) for approval to the office of the USCG - Bridge Branch at the following address:

U. S. Coast Guard - Bridge Branch Portsmouth Federal Building 1st Floor - 431 Crawford Street Portsmouth, VA 23704

Submit a copy of the plan and schedule the CO and to the office of the USCG Sector Baltimore at the following address:

U. S. Coast Guard Sector Baltimore Waterways Management 2401 Hawkins Point Road Baltimore, MD 21226-1797

Include a sketch of the waterways; the bridges; the location of any restrictions that will be placed in the waterways such as barges, anchors, and anchor lines; the location and height above mean high water and detailed description of any scaffolding, or netting; detailed description indicating the placement, type and dimension of any cofferdams if used. Include any specific request for a reduction in the navigation height or width affect spans and what type of vessel traffic uses the waterway and if any input from the waterway users has been acquired. Include in the schedule the hours of operation and whether or not the equipment will be removed at night.

SCR_Changes Page 2 of 3

Comply with all provisions of the Navigation Rules International - Inland, available from the Superintendent of Documents, U.S. Government Printing Office, Washington, DC.

Submit to the CO a copy of all correspondence with the Coast Guard. Do not deviate from the approved plan and schedule of operation unless the modification has previously been submitted and approved by the Coast Guard.

Barges or work floats that are used in the waterways during the project must be marked in accordance with Title 33 Code of Federal Regulations (CFR), Section 118.95 that outlines temporary marking and lighting requirements. If barge or float anchor lines are used, they must be marked by anchor buoys, which should be lighted. Any questions, regarding lights on the barges or work floats, please contact Chief, Waterways Management Section, at (757) 398-6230.

Maintain close and regular contact with Coast Guard Sector Baltimore at (410) 576-2674 to keep them informed to activities in waterways; and responsible for compliance with the requirements of any Federal, State, or local agency that may have jurisdiction over any aspect of the project.

Do not close the waterway to navigation at any time without prior approval from the Coast Guard.

To facilitate a decking platform, the available vertical clearance in the navigation channel at span, if it will be temporarily reduced from the fixed height above mean high water. Provide quick flashing red lights, positioned no more than 10 feet apart and on all corners, to mark the bottom of the decking platform used under the bridge and erect legible signs on the existing fender system so as to draw the mariner's attention to the fact that the vertical clearance has been reduced.

During the progress of work, while the channel is in operation, should any material, machinery or equipment be lost, dumped, thrown overboard, sunk or misplaced which may be dangerous to or obstruct navigation, give immediate notice to the Coast Guard and remove the object with the utmost dispatch. Until removal can be effected, properly mark the objects in order to protect navigation. Notify the Coast Guard and provide a description and location of any such object and the action taken or being taken to protect navigation.

Take positive means to prevent any hot work, debris or construction material from entering the waterway. If welding or burning is to take place, use some type of flame-proof material for the uppermost protective containment material. Stop all welding and burning upon approach of a vessel and do not start again until the vessel is past the bridge. Station a safety boat so as to have unimpeded view of both upstream and downstream access to the waterway area thereby assuring that all workmen can be alert of a vessel’s approach via marine radio or channel 13 very high frequency (VHF) or by appropriate mechanical means, such as an air horn.

Ensure no permanent change in the approved clearances of the bridge as a result of this work.

The work will not interfere with the normal operation of the drawbridge and at no time during the work will the waterway be closed to navigation without the prior notification and approval of

SCR_Changes Page 3 of 3 the Coast Guard. The Contractor is required to maintain close and regular contact with Coast Guard Sector Baltimore to keep them informed to activities in waterway at (410) 576-2674.

Bidders Questions Page 1 of 3

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Please provide an approved area that the contractor can utilize as a designated staging area / office? Please provide an approved designated parking area for the contractors’ employees?

Response: Daingerfield Island (1 Marina Dr., Alexandria VA 22314), approximately 4.8 miles from project site, can be used as staging area/office location. Daingerfield Island can also be used for Contractor employee parking.

Construction equipment can be parked next to the flower bed as shown on Plan Sheet A03 (Location Map).

2. What are the weight restrictions for the bridge?

Response: Weight and distance restrictions for construction vehicles based on a 15-ton construction weight limit have been added to the Special Contract Requirements, SCRs (J Pages of the Solicitation Book) Subsection 104.05.

3. Will the lane closures that are currently in place still be out during the work performed under this contract?

Response: The lane closures currently in place will remain until the steel stringers are repaired. After these repairs are completed, the lane closures will not be needed. However, the Contractor will still need to follow the traffic control plans and maintenance of traffic requirements for the rest of the work required under this contract. Weight restrictions on the bridge will remain in effect even after repairing the steel stringers.

4. The six (6) Structural Steel Bid items shown in the Bid Form (Numbers A0750, A0800, A0850, A0900, A0950 and A1000) are a mixture of Unit Price and Lump Sum items. However some of the noted descriptions in the plans do not clearly match the Bid Item descriptions.

Please provide a table or index that matches the Bid Items with the applicable details in the drawings.

Response: Bid items descriptions are identified throughout the bridge plans. No further table or index will be provided.

Bidders Questions Page 2 of 3

5. Please confirm if the temporary sidewalk crossing structures removal is included in the scope?

Response: The plans do not call for the removal of the temporary sidewalk bridges. The details and notes included in the plans state the proposed construction method.

6. What safety and environmental precautions are required to work under the bridge prior to the cleaning?

Response: Please refer to Section 203 of FP (standard specifications book) and SCRs for the safety and environmental requirements. Additional requirements for working form the water have been included in the amendment.

7. Please further detail or explain the scope for cleaning under the bridge? Is it the intent that the areas to be cleaned are limited to the work locations detailed in the plans or all debris, paint, bird waste be removed from all structural members, safety fence, stair wells, entire cleaning etc.?

Response: The plans show the locations and requirements for the debris removal. No further detail or explanation will be provided.

8. On sheet 20 of 28, of the Bridge Plans: there is 40 lf of Bridge Rail Repair shown, please provide repair details. Also, what bid item will this be paid under?

Response: Plan Sheet R20 (Top of Sidewalk Repair Layout - 1) has been revised to delete the bridge railing repair work.

9. Due to the nature of the steel members and critical schedule can a field fabrication specification be applied? We propose relaxing the requirement “Fabricate structural steel in a fabricating plant that is certified under the AISC, Quality Certification Program” in Section

555.07 of the standard specification.

Response: Please follow the requirements of the plans and specifications. The Contractor has the option to propose a different solution during construction, subject to the approval of the CO.

10. Is there any restriction against placing a work barge/ work platform under the bascule section of the Arlington Memorial Bridge beyond giving a public notice to mariners?

Response: Restrictions for working in the water have been included by amendment.

11. Are there any active electrical power panels in abutment 2 or 3 available for contractor use?

Response: The electrical power lines are not available for Contractor use. The Contractor will have to furnish their own power.

Bidders Questions Page 3 of 3

12. The timber species specified for the temporary sidewalk bridges is Douglas Fir. Douglas Fir is a very dense wood that does not take pressure treatment. Would the FHWA allow pressure treated Southern Yellow Pine as an alternate species for these boards?

Response: Pressure treated southern pine No. 1 or No. 2 acceptable.

13. The special provisions section 619 indicates a shield material attached to the temporary fence to block the view. We have a stability concern if the panelized temporary fence has a shield on it. The shield material will make the temporary fence unstable and cause more hazards than it protects. Would the FHWA allow a shield material can be removed during non-work hours?

Response: Yes, shield material can be removed during non-work hours.

14. Some of the structural steel repairs require field drilling of existing steel framing. Advise if the existing steel coating is lead based. Should the steel coating be lead based, advise as to specification section for the lead paint removal and how this work is to be measured and paid.

Response: The existing steel coating is lead-based. Apply new paint according to Section

563. Subsection 555.03(b) of the SCRs requires a containment system and worker protection plan for performing field connections to the existing bridge members that contain lead-based paint.

15. Reference sheet no. R10 and existing PEPCO cables. Confirm that PEPCO will de energize the cable in order that the bearing repairs be performed in a safe environment.

Response: The Contractor should be able perform work around existing PEPCO lines without de-energizing the system. As noted in note #6 of Plan Sheet R10, the Contractor has to provide protection and exercise extreme caution when working in close proximity to PEPCO’s energized cables and equipment. Also, there should be no disruption of service to the FAA navigational or sidewalk lighting at any time.
