Project No. MT Beaverhead 237(1)

Project Elk Lake Road

# General Technical Question Answer Date

1 X

There are no backwalls for the ends of the bridge shown on the drawing, can you please indicate what type of walls the contractor will need to provide? Please include material type, galvanized steel, precast concrete etc. and dimensions in your reply.

The back wall design/material is at the Contractor’s option.

2 X The specifications section 555.03 A (c) (1) require the guardrail to meet TL‐2 requirements but the drawings on sheet P.05 note

3 show a TL‐1 rail system. Please clarify.

See Amendment A001, that corrects the SCR

555.03 A (c) (1) to reflect the TL-1 requirement.

3 X

Are the offset blocks shown between the guardrail posts and guardrail in the illustrative drawing on sheet P.05 a requirement? They are not mentioned in the specifications or drawing notes.

Typical railings are shown on P.05, contractor may submit an alternate rail as part of their bridge design, the railing must meet TL‐1.

4 X

The precast sill beams shown on drawing P.04 will weigh in excess of 56,000 lbs, can they be supplied in multiple pieces per sill or do they need to be one piece?

Multiple pieces are acceptable, provided the connections are designed and submitted for approval.

5 X Is there a place to waste sub‐excavated material on site?

No on‐site location has been identified for waste material.

6 X Where does the bridge being removed from Red Rock Creek need to be delivered? Will the county be providing the equipment to unload the bridge at this site?

See SCR 203.04

7 X

Does Elk Springs Creek need to be diverted to remove the existing culverts or can they be removed in live water?

Cofferdams are included in the estimate of quantities and it is anticipated that they will be used to reduce sediment. The contractor will need to comply with all requirements in the SCRs and FP‐14 and the permits

(especially MTDEQ 318 Short Term Water Quality

Standard for Construction Activity and 401 Water Quality

Certification), including the following relevant to this question:

FP‐14 107.10(a), SCR 107.10(d)(14), FP‐14 157.10, and FP‐

14 208.05

8 x Where can construction dewatering be discharged? Will it be necessary to discharge the water into a silt bag?

Construction dewatering water can be discharged in an upland area at least 50 feet away from wetlands or streams per SCR 107.10(d)(13). It is not necessary to discharge water into a silt bag.

9 X What if the sheet piling can't be installed to the desired depth in the plans? Bid as shown

10 X How deep from the top of the piling does native ground need to be excavated to, to allow for the installation of the concrete seal and the granular backfill?

Per Section P of the plans, 2 ft of select granular backfill or concrete seal is required under the concrete sill beams at each bridge.

11 x Will the utility be relocated prior to the start of the project

(existing bridge removal)?

See SCR 107.02. The utility will not be relocated prior to start of the project. It is up to the contractor to coordinate with the utility company.

Technical

12 x

Will the utility need to go across the new bridge?

The utility is not planned to go across the new bridge, though the bridge is currently designed with the conduit.

The Contractor will need to coordinate with the utility company (See SCR 107.02) and submit preliminary plans

(See SCR 155.08)

Is the plan to use the existing bridge at Red Rock Creek for a detour bridge while constructing the proposed new bridge at station 115+98 to 116+58? If so it appears the installation of the cofferdams and the excavation for the foundations will be conflicting with the existing structure and unable to maintain proper detour lane width.

See Amendment A002. 11/11/2016

14 x There appears to be no design or specs for the cofferdams. Are we supposed to design and submit for the sheetpile thickness?

And do the cofferdams remain after project completion?

The sheet piling cofferdam design are specified on each of the foundation layout sheet with Note 2. The cofferdams are permanent.

11/16/2016

15 x Are we allowed to use either of the creeks or Widgon Pond as a source of water for dust control?

Use of water from either creeks or Widgeon Pond will likely be available but the contractor will need to apply for the permits according to SCR 105.02(c)(6) and 158.01.

11/17/2016

16 x Is the structural steel that is used in this project to be A709

Grade 50W (unpainted) or is it to be A588 weathering steel?

Use ASTM A709 50W (unpainted). 11/22/2016

17 x

Is there a set of as‐builts that are available for review showing the girder sections, diaphragms, diaphragm/girder connections, metal decking section, metal decking/girder connection and the bridge end treatments?

No.

18 X

What is the expectation for bridge removal and delivery to

Beaverhead County ‐ individual pieces, intact / in one piece, longitudinal halves?

Intact, one piece. The bridge is welded together, not bolted. There are picking eyes on each side of the steel deck to hoist the bridge to a trailer. It is 39' long x 16' wide and weighs approximately 25,000 pounds. There are wood runners for the driving surface (2 wooden planks 15"‐18" wide) that run parallel to the road. These may remain attached for transportation or removed and disposed.

19 X If we can break the bridge down into multiple pieces, will we have to assemble it back together?

See SCR 203.04. Yes, the county will provide equipment to unload the bridge if given advance notice. The County may be reached at 406‐683‐3750 to coordinate unloading. The county will either unload the bridge intact in the desired location or by bridge site for installation later.

20 X

Section 158 Watering for dust control states a water source permit may be obtained from the Red Rock Lakes National

Wildlife Refuge. Is there a specific location on the refuge that the contractor will be required to draw the water from? If so, is that location on or off this project site.

Use of water will likely be available from the refuge but the contractor will need to apply for the permits according to SCR 105.02(c)(6) and 158.01

X Questions regarding the Hazardous Wildlife and Avoidance training:

X

Who provides the training?

Who pays for the instructor?

How many hours is this class?

The Rufuge will provide training. There is no specified number of hourse for the class but a minimum of 2 hours is suggested.

X Will fertilizer be required? If so, what application rate and nutrient specifications will be required?

The project does not require fertilizer.

11/22/2016

X Will tackifier be reqruired? If so, what application rate shall it be applied at?

The project does not require tackifier.

X What type of mulch shall be required and at what application rate shall it be applied?

The project does not require mulch.

X

Miller Creek Bridge drawing RG3067‐H sheet M.30 middle‐ bottom of sheet has VERTICAL WATERSTOP DETAILS (Typical at all corners). Because the box beams set directly on the pile cap there is no space below the beam to install this detail at the corners. Please advise.

The detail does not attach to the precast concrete beams. The vertical waterstop is installed at the vertical joint between the cast in place (CIP) backwall and the wingwall:

X

Section 203 Removal of Structures and Obstructions: lead based paint ids present on nearly all surfaces of the existing 2‐Mile

Bridge. Montana DEQ has no policy regarding LBP in this instance. Sletten intends to legally dispose of the existing bridge off site. Does WFL have any LBP requirements other than what is listed in this section?

Follow Section 203

11/29/16

25 x

Is an alternate section allowed? For instance, Forterra in Billings, MT produces a BTEE, but shorter than that called out in the plans. Can we use this shorter bulb tee as long as it meets the design requirements?

We don’t allow alternate sections as this could have an adverse effect on other components of the bridge, i.e.

bearings, abutment seat elevation, abutment width, railing. If an alternate section is desired, this would be considered a value engineering change, and therefore all revisions to the bridge (include backup calculations) would need to be submitted according to Section 103.03.

The alternate sectionng for Two Mile bridge is shallower than what the contract plans call for, therefore, they would need to also submit all changes to the bridge including those to the abutment seat elevation and/or the bearing height. 11/29/16
