SECTION C - Description/Specifications

C.1 BACKGROUND

Building Information Modeling (BIM) technology, having been used in the vertical construction world for many years, has more recently crossed over into civil works and, as such, transformed into the developing field of Civil Integrated Management (CIM). There has been much research over the last few years regarding what constitutes the CIM framework, and the outcomes of these efforts have all converged on the overall concept that CIM integrates full-agency processes--not simply nD design, but everything from eConstruction and asset management, to finance and planning, and the need for interconnection and data flow between all of these processes.

Key to the CIM concept is interoperability of data that is commonly sourced and maintained, as opposed to past practices of keeping data locally in need-specific “siloes”. With the accelerated adoption and use of CIM-related technologies, especially with digital design and construction in highway projects and system-wide collection of asset inventory data using Lidar, there is a demonstrated need to move towards data standards and overall data governance to support this need for data interoperability. In response to this need, this project will take a detailed look at existing data standards as they apply to systems such as CIM. Once this information is compiled, the different systems will be compared and contrasted for commonalities and, ultimately, their applicability to the needs of the CIM framework. The goal of this project’s outcome is to serve as a basis and starting point for future efforts towards data standards and governance that should unleash the ability for various stakeholders to collaborate and create robust CIM systems.

This project will involve performing a national/international synthesis of data collection and governance standards that have applicability to CIM. Once this is complete, the findings of the synthesis will be examined for commonalities and, especially, congruence with the data needs of the CIM framework. Products will then be developed with the goal of providing leadership toward future efforts in the development of CIM data management, sharing (or interoperability) and governance standards.

C.2 OBJECTIVE

The objective of this research effort will be the identification of existing, applicable, digital transportation life cycle data standards and, using these findings, the development of a conceptual data standard, a data governance approach, and an implementation plan. It is expected that this effort will be coordinated with the state highway agencies and other appropriate stakeholders. The results of this project will be documented and deployed through webinars, TechBriefs, and conference presentations. See Exhibit 1.

C.3 SCOPE

The scope of this requirement includes professional research services to synthesize and analyze national/international information on data interoperability standards and governance in the context of broad-based, data-intensive systems relating to transportation planning, design, construction, and operation/maintenance. The scope also includes the development of conceptual data standards and an accompanying plan for national/international implementation. Lastly, the scope will include the development, coordination, performance, and delivery of technical reports, webinars, and FHWA Techbriefs.

C.4 DETAILED REQUIREMENT

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform thorough and superior-quality research.

Task 1: Organize and conduct a kickoff meeting to be held either at the Federal Highway Administration’s Turner-Fairbank Highway Research Center (TFHRC), and that will address the following:

• Introduction of research and FHWA team members;

• Review and refine, if necessary, the scope of work;

• Establish individual roles and responsibilities;

• Refine, if necessary, the working schedule;

• Produce and deliver within two weeks from the meeting date: a contact list, detailed minutes and a meeting summary that includes any action items

Task 2: Produce a literature review that reflects careful and thorough research regarding data management and interoperability standards and governances as they relate to BIM,CIM, and other data-intensive, broad-based systems. Although it is expected that the literature review will possibly capture systems outside of the scope of civil and highway management, design, and construction, it is important that the literature review is conducted such that the information gathered has relevance and focus to the goals of this project.

Task 3: Conduct a synthesis that identifies, from national and international examples, data management, interoperability and governance standards, practices, and frameworks that are applicable and appropriate for use in CIM. Once compiled, and based on the findings of Task 2 and 3, the Contractor shall develop a work plan for moving forward with Task 4 and subsequent Tasks, and this workplan shall be presented to FHWA for discussion and concurrence before proceeding with subsequent tasks.

Task 4: Perform analysis and distillation of the findings from Tasks 2 and 3, and incorporate input received from FHWA under Task 3. This task shall compare and contrast the findings from Task 3, compile commonalities, and develop a set of recommendations to form a basis and roadmap for moving forward toward developing CIM data standards and governance.

Specifically, the products for this task shall be the development of the following:

1. Conceptual Data Standard;

2. Data Model and Governance Approach;

3. Implementation Plan;

4. Demonstration of the business case for data integration and the concept of CIM.

This task shall be performed with emphasis on the following:

• Includes active external engagement—as an example, collaboration with the newly formed AASHTO Joint Technical Committee on Electronic Engineering Standards (JTCEES);

• Products should feed into, and be congruent with, existing CIM implementation efforts (e.g. NCHRP 10-96 - CIM Guide for DOTs).

• Recognition of, and differentiation with, past/ongoing CIM-related work (e.g. transXML, IFC adoption of BIM, NIBS, etc.)

Task 5: Development of one (1)TechBrief (in standard FHWA TechBrief document format) that captures and summarizes the goals, methods, and findings of the project and shall be developed concurrently with the other project deliverables. This Techbrief shall follow the formatting guidance of the TFHRC Research and Development (R&D) 2017 Communications Reference Guide.

Task 6: Contractor shall arrange, host, conduct, facilitate, and record one webinar presentation that describes and summarizes the project effort and findings. This shall be accomplished using contractor’s own web meeting account resources. This webinar shall be recorded, and the file provided to FHWA for posting on FHWA web resources. This task shall also include a separate virtual “practice session”, where the webinar is presented to an audience of FHWA staff for review and comment in advance of the “live” event.

Task 7: Delivery of the culminating documentation for the project, including a publication-ready final report. The final report will be presented in-person at the Turner-Fairbank Highway Research Center, at a meeting coordinated by the contractor. At this meeting, the Contractor will provide a detailed briefing and Q&A session to FHWA and invited partners regarding suggested next steps for a strong implementation of the results. All deliverable documentation shall follow the guidelines of the TFHRC R&D 2017 Communications Reference Guide.

(a) Definitions. As used in this clause-

Long-term contract means a contract of more than five years in duration, including options.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is "not dominant in its field of operation" when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
