Questions and Answers 7‐31

1. Can you please clarify whether the government option is assumed to be completed within the same period of performance as the main award?

Answer: All work and services under this contract (including options) shall be completed on or before 60 months from the effective date of the contract.

2. For the safety analysis, is FHWA looking for the development of crash modification factors (CMFs), or a simple before and after safety assessment at the test sites?

Answer: FHWA is not looking for developing Crash Modification Factors from this study. The safety analysis should be more rigorous than a simple before and after assessment, it needs to reflect the crash trend of similar sites.

3. The solicitation does not contain an estimate of hours or total budget. Are you able to provide an expected range of cost estimate for main proposal and government option (separately)?

Answer: No.

4. Can you specify the intended target audience for the deliverables of this project? Is this intended as outreach material for state agencies, or as a resource for researchers?

Answer: The intended audience is the transportation community, particularly the ones who are tasked to solve pressing congestion and safety problems with limited budget.

5. Task 4 on safety evaluation specified the production of Tech Briefs. Are tech briefs also desired for the Task 3 operational evaluation?

Answer: Only one Tech Brief is required, it shall summarize the safety evaluation results of the sites studied – at least 6 sites, 12 sites if FHWA decides to exercise the option.

6. Budget format: Are the Supplies or Services and Prices/Costs form the only budget information we should submit?

Answer: Yes, Section B.2 SCHEDULE OF SERVICES

7. Will we be required to report, financially, by task, CLIN or the overall project?

Answer: by CLIN
