SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 BACKGROUND

The existing 70 feet long by 6 feet wide tilting flume in the FHWA Hydraulics Laboratory was constructed and installed in the Laboratory in 1984. The purpose of the tilting flume was primarily to test inlet grate capacities used by State Department of Transportations (DOT’s). The flume was modified in the late ‘80s with the addition of a sediment recess to study bridge scour hydraulics as a direct result of a scour failure of the Schoharie Creek I-90 Bridge in New York in 1987. Scour research conducted in the current tilting flume is limited to clear water scour. Clear water scour occurs when there is no movement of the bed material in the flow upstream of a river crossing, a very rare situation in the field. During most storm events, flow velocities and stream power are extremely high that there is transport of bed material from the upstream reach into the bridge crossing. This phenomenon is called live bed scour. This deficiency of the tilting flume was also identified by an expert panel during the 2004 FHWA Hydraulics Laboratory assessment. The expert panel highly recommended upgrading the FHWA tilting flume to a sediment recirculation flume.

The existing tilting flume has aged significantly and suffers significant degradation caused by years of usage in very challenging environment. While laboratory researchers have managed to continue producing high quality data, it is clear that a replacement of the Tilting flume in order to ensure the continuation of same or better research performance facing the challenges is lying ahead. In order to develop a concept for a new flume that meets the needs for current and future hydraulic research challenges several existing large scale hydraulic testing flumes worldwide, recent projects and qualified manufacturers were investigated. Considering information gathered in the investigation, potential requirements for future experimental research tasks, and constraints from the lab environment, an optimal solution was identified. This new design concept targets ultimate flexibility in accommodating future experimental needs of highway hydraulics in the U.S.

C.2 OBJECTIVE

The primary objective of this Contract is to:

1. Design, fabricate and install a Multifunctional Flume System (MFS) as shown in Figure 1 to deliver considerably greater performance and ease of maintenance in a long term and provide ultimate flexibility in accommodating future experimental needs of highway hydraulics in the U.S.

C.3 SCOPE

The Contractor shall design, fabricate and install a Multifunctional Flume System (MFS) (Attachment 1) Drawing No. 0.0, in the THFRC Hydraulics Laboratory. The specific work to be performed shall include but not be limited to the following:

1. An inlet trumpet that is specially designed to create required flow conditions for a large range of velocities for current and future experimental work in the FHWA Hydraulics Lab. Extensive analytical study and Computational Fluid Dynamics (CFD) simulations were conducted to size and shape the trumpet for delivering high volume of well-conditioned flow.

2. The oversized platform serves as a versatile workbench for an unprecedentedly large variety of bridge scour, bridge hydraulics, and culvert experiments. Figure 2 shows the MFS fitted with a wide testing channel (6ft) to test the hydraulic performance and scour vulnerability of bridge substructure components. A somewhat narrower flume cross-section (3ft) is shown in Figure 3 that can be used to increase the flow velocity to several times the critical velocity for sediments to simulate various live bed conditions. Figure 4 shows the MFS fitted with a large pipe for potential culvert hydraulic testing.

3. The platform does not only offer a convenient environment for hydraulic modeling, but also makes the setup and execution of experimental work much easier and safer. The extended panels on the sides of the flume can serve as catwalks (with detachable railings) so that there is no need for an additional structure. Forkjack and other mid-size power equipment can be positioned and locked down on the platform to assist the test preparation.

4. The MFS has a very open framework that allows easy access to all parts for servicing. It is built in modules that can be detached without prohibitive effort so that even major maintenance or repair work can be done quickly and without the risk of damaging the rest of the system.

5. The Hydraulic elements are physically separated from structural elements, so that even with minor leakage, the structural element can stay dry most of the time. While the hydraulic elements are sealed against leakage, the structural elements are coated to prevent corrosion in the FHWA Hydraulics Lab. This independent dual protection is consistent with current practice in bridge engineering against severe environmental conditions.

6. NOTE: Demolition of existing flume in the THFRC Hydraulics Laboratory is not a requirement under this contract.

C.3 TASKS

TASK 1 – Kick-off Meeting

Within 14 days after award the Contractor shall meet with the COR and representatives from the FHWA Office of Infrastructure R&D at the Turner Fairbank Highway Research Center in McLean, VA to discuss the design and construction of the multifunctional flume project. Within 45 days after the award the Contractor shall meet with the COR and representatives from the FHWA Office of Infrastructure R&D at the Turner Fairbank Highway Research Center in McLean, VA to present a detailed design, work plan and schedule for the project. The Contractor shall prepare an agenda for this meeting. The COR and TFHRC representative will review the design and provide comments within 15 days of receipt. The Contractor shall incorporate all comments and submit a revised design, as needed, within 15 days from the receipt of the FHWA comments.

This includes but is not limited to self-weight of the structure, the weight of the deck, all fasteners and fixtures, weight of government supplied payload during experiments (see further sample breakdown below), (weight of testing apparatus/tools/material storage/human during preparation of experiments), and dynamic effect from the flow/equipment.

Weight of the deck: The weight of the deck shall be determined by the

Contractor from the design that satisfies all functional requirements for the deck set forth in this document.

Weight of fasteners: The weight of fasteners shall be determined by the Contractor from the design that satisfies all functional requirements for the structure set forth in this document.

Weight of government supplied payload during experiments: The load consists of a concentrated load of 4.5 kips that can be at any location over the entire length (worst case), a 14-kip load uniformly distributed on a 26 ft length at the upstream end of the deck, and an 88 kip load uniformly distributed through the remaining length of the deck.

Weight of testing apparatus/tools/material storage/human during preparation of experiments: The load consists of a concentrated load of 8 kips that can be at any location over the entire length (worst case), a concentrated load of 3.5 kips that can be at any location over the entire length except within 6 ft of the 8-kip concentrated load(worst case), a 14-kip load uniformly distributed on a 26 ft length at the upstream end of the deck, and a 60 kip load uniformly distributed through the length of the deck.

Dynamic effect from the flow/equipment: The Contractor shall determine the dynamic effect from the flow/equipment load based on the structure system designed by the Contractor and the payload properties during experiments or during the preparation of experiments.

o Strength and stability requirements include combined performance of strength of material, buckling, and P-∆ effect considerations in compliance with current code/specifications relevant to the structure (e.g. AISC LRFD, IBC or AASHTO LRFD) or in absence of appropriate code provisions, common practice with documented precedents.

o Stiffness requirements shall be selected by the Contractor to limit the maximum deflection from the payload and dynamic effect within 0.03937” (1mm) from the straight line formed between the pivot point and the farthest tilting mechanism.

Acceleration from the dynamic effect shall not inflict changing of material property of the material used for sediment transport testing.

These requirements are the same as those specified for the main supporting structure less the weight of the deck.

The Contractor shall mount the inlet trumpet on the deck structure and allow +/- 2” longitudinal movement.

The Contractor shall ensure the deck structure is corrosion resistant and provide sufficient drainage for experiments conducted on the platform is provided.

The Contractor shall ensure that adequate access for potential pipelines that go through the platform.
