SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Background and Scope

The Federal Highway Administration (FHWA) seeks to advance knowledge of best practices for materials, design, construction, repair and rehabilitation available for concrete pavements and to implement these practices. The FHWA Office of Pavement Technology (HIPT) has an ongoing concrete pavement technology program to develop and deploy technologies for improved concrete pavement performance. Advances in design, construction, and concrete materials will also give us the knowledge and technology needed to achieve consistently what we already know to be attainable: long-life and well-performing concrete pavements.

Highway agencies throughout the United States, in conjunction with industry, desire to implement innovative features in concrete pavements related to structural design, concrete mixtures, paving equipment, construction process management, and testing procedures to achieve long-life concrete pavements (LLCPs) that are economical, constructible, and sustainable. To achieve long life, pavements must not develop premature failures and must have a reduced potential for cracking, faulting, spalling, and materials-related distress. The key factors for achieving LLCP include durable concrete, adequate structural design, the use of favorable design features that minimize the risk of poor performance, and good construction quality. To be sustainable, pavement design and construction practices must reduce the carbon footprint due to construction, maintenance, repair, and rehabilitation. Finally, the life cycle impact of concrete pavements, considering not only life cycle costs but also environmental and societal impacts, must be competitive with alternative pavement systems, consistent with the

FHWA’s Sustainable Pavements Program.

The objectives of this contract are to advance the state of the practice for concrete and concrete pavements and implement best practices. The activities for accomplishing these goals fall under the following broad categories:

Expert Task Group (ETG) – an ETG will be organized to involve stake holders in guiding the work conducted under this contract.

Best practice guidelines – tasks in this area are aimed at establishing and documenting the state-of-the-practice. The documentation may be in the form of guidelines, technical briefs, technical advisories, and guide specifications. Development, maintenance, and enhancements of web-accessible versions of the documents is also within the scope of this work.

Technology delivery – tasks in this area include conducting workshops and making presentations of the best practices and innovative concrete technologies. The delivery mechanism includes face-to-face workshops, web-based training, technical presentations, and open-house events.

Demonstration projects – demonstration projects will be conducted in collaboration with the State highway agencies to showcase and promote the implementation of selected technologies.

Technical assistance – this work involves providing technical assistance to the State highway agencies and FHWA Divisions to promote and facilitate implementation of promising concrete technologies.

Sponsorship of conferences – the contractor shall provide administrative support to the

FHWA in organizing or cosponsoring national and international conferences on concrete-pavement topics of interest to the highway community.

Tasks

Task A: Expert Task Group (ETG):

The Contractor shall organize, in cooperation with the COR, an expert task group (ETG) with participation from highway agencies, paving contractors, equipment manufacturers, materials suppliers, and academia. however, the ETG will not direct any of the work to be performed under this Contract. The

Contractor shall prepare ETG meeting agendas, handout materials, and follow-up minutes, all subject to review and approval by the COR prior to distribution. All ETG meetings shall be scheduled and arranged by the Contractor with written approval from the COR. The Contractor shall arrange in-person meetings of the ETG when needed over the course of the contract. Travel costs for ETG participants from highway agencies and academia shall be reimbursed by the
