The Development of Crash Modification Factors (DCMF) Contract Background Improving the safety of the Nation’s transportation system is the highest priority of the U.S. Department of Transportation (DOT).

Every year, more than 30,000 people die on America’s roadways. The social and economic costs of roadway crashes, deaths, and injuries are unacceptable, as these fatalities/injuries may be preventable.

The Department has set a High Priority Performance Goal to reduce the rate of highway fatalities per 100 million vehicle miles travelled.

The DCMF – Background, cont.

State DOTs and other Transportation agencies are often reluctant to invest in safety improvements without reliable scientific evidence that demonstrates the improvements’ effectiveness. In recent years considerable effort has been focused on the development and use of crash modification factors (CMFs).

Due to concerns with uniformity of improvement (countermeasure) installations, study design, sample size, potential biases, data source, etc., less than 10% of the CMFs in FHWA’s CMF Clearinghouse, meet the inclusion criteria of the Highway Safety Manual (HSM).

The DCMF – Project Scope The DCMF Contract will evaluate low cost, as well as the higher cost safety improvements.

The Evaluation of Low Cost Safety Improvements Pooled Funds Study (ELCSI-PFS) develops high quality rating CMFs http://www.fhwa.dot.gov/research/tfhrc/projects/safety/comprehensive/elcsi/index.cfm.

The continuation of the ELCSI-PFS will be conducted as a part of the DCMF Contract.

The DCMF – Objective Develop statistically rigorous CMFs for high-priority countermeasures using current state-of-the-art analytical methods.

Develop CMFs that would receive high star quality ratings (by the CMF Clearinghouse) to meet the criteria for inclusion in the HSM.

Develop CMFs for countermeasures identified under the ELCSI-PFS as well as for countermeasures that will be identified independently under this effort.

Address methodological issues with the development, application, and assessment of the quality of CMFs.

The DCMF – Contract Structure/Type The DCMF Contract will be a hybrid contract with both Cost-Plus-Fixed-Fee (CPFF) tasks and one Indefinite-Delivery-Indefinite-Quantity (IDIQ) task area.

Task A (comprised of subtasks A1-A6) – CPFF work to be conducted under the base contract.

Task B – IDIQ task area utilizing CPFF and Firm Fixed Price (FFP) task orders in accordance with FAR 16.500.

Task A: Evaluation Task A1 – Kickoff Meeting Task A2 – Annual ELCSI-PFS TAC Meetings Task A3 – Develop ELCSI-PFS CMFs, Phase III, Part 2 Task A4 – Develop ELCSI-PFS CMFs, Phase V, Part 2 Task A5 – Develop ELCSI-PFS CMFs, Phase VII Task A6 – Develop CMFs for New Sets of Countermeasure Priorities

Proposal Delivery Reminders Proposals must be received in the FHWA Office of Acquisition Management (HAAM) by the due date and time shown on Page 1 and in Section L of the RFP – Wednesday, August 8, 2012 @ 12 Noon (EST).

Only uniformed couriers from FedEx or UPS may deliver materials directly to the Office of Acquisition Management; all other couriers and individuals must deliver materials to the mail room/visitor’s center at the DOT headquarters main entrance, which could add days to the delivery of proposal to HAAM.

It is the offeror’s responsibility to ensure that its proposal is complete, timely, and received by the Contract Specialist.

General Proposal Instructions The proposal shall consist of two separately bound volumes:

Volume I (not to exceed 50 pages, excluding resumes, past performance information/questionnaires & SDB Subcontracting Plan) – Technical shall consist of three (3) parts :

Part I – Technical Factors Part II – Staffing Part III – Past Performance Volume II (No page limitation) – Business and Cost/Price Part I – Cost/Price NOTE: Proposed team members’ names, labor categories, direct labor rate (by individual), and hours shall be shown on the FHWA Form 1593 & staffing tables (Vol. I) Part II – Other Financial/Organizational Information

RFP Questions Received Would FHWA be willing to relax the 5 MB email limit? Two volumes of the anticipated length and graphics may possibly be more than 5 MB limit.

Response: If an offeror’s combined email for Volume I and Volume II exceed the 5MB limit, then the offeror may submit its emailed proposal in two separate emails; however, both emailed Volumes MUST be submitted on or before the proposal due date and time shown on p. 1 of the RFP in order for the proposal to be considered timely.

Does FHWA anticipate multiple awards for Task B?

Response: No, the Government intends to award a single hybrid contract comprised of both Task A (CPFF tasks) and Task B (IDIQ task area). The RFP will also be amended to include the word “single” in Section L.8 of the RFP.

Please explain how land use models will be used for this contract? Reference: (p. 71, Section L.12 (B), Part I – A) Response: This was an oversight, that section of the RFP will be amended to read as follows:

“Describe the breadth and depth of knowledge and experience of transportation safety, crash and roadway data collection, statistical methodology and analysis including lists of projects where substantive work was performed by the Contractor.”

If additional content is included with Part 3 of Volume I (beyond the Past Performance Questionnaires), will it be read? Specifically, should Part 3 only constitute PPQs or can project descriptions be included also? If so, will the project descriptions count against the 50 page limit?

Response: No, per the RFP, no other past performance information is required other than the PPQs. As such, the Government will not consider or read any additional information submitted by an offeror in Volume I, Part 3.

Should offerors include hours in the cost proposal for every individual proposed? That is, is it acceptable for an offeror to show an individual or group of individuals as a potential resource to use if the need arises in Task B since the scope of individual tasks in Task B is still somewhat undefined?

Response: Per the RFP, offerors are required to use the Government-provided Estimated Level of Effort table in Section L to propose hours in accordance with Task B; no variation from the labor categories or hours shown is permitted for Task B. Additionally, only individuals or groups of individuals as proposed in the LOE tables for Task B will be considered as part of the proposal. Only resumes for individuals included in the LOE tables should be included in the proposal.

What is the anticipated start date for the contract?

Response: The Government anticipates an award under this solicitation in late September 2012 with work beginning immediately after award.

For the Annual TAC meeting under Task 2A, will the contractor pay for the State TAC members’ travel costs? If so, are the funds to pay for these costs included with the ODCs estimates shown on page 77 of the solicitation for Task A? If so, should a value (other than $0) be included for Year 5 since there will be a meeting every year of the contract according to page 5?

Response: This was an oversight, there will be no TAC Meeting held in Contract Year 5 (2017); Section C of the RFP will be amended to reflect this correction.

The labor category “Computer/Database Specialist” does not have any hours in Task B. Does this category have a role in Task A only?

Response: This was an oversight, see Slide No. 13 for corrected table; the RFP will also be amended with the revised table.

The junior engineer hours for Task B total incorrectly to 820 instead of 1400. The overall total of 11,970 for the tasks is still correct.

Response: This was an oversight, see Slide No. 13 for corrected table; the RFP will also be amended with the revised table.
