DTFAWA-17-R-00014
Amendment 000002
# SECTION NAME
SUB-
SECTION OFFEROR'S QUESTION GOVERNMENT RESPONSE
1 B Supplies/Services and
Price/Cost B.3
The Excel docs Section B and the SIR Section B Input tab of Section J Att J.6 Pricing Workbook, after corrections, appear to be the same information.
Question/Request for Clarification Are both of these to be completed?
No. Refer to the revised Section B under Amendment 000001, provided for information purposes only. Only Section J Attachment J.6 Pricing Workbook is required to be completed.
2 B Supplies/Services and
Price/Cost B.3
The Excel docs Section B and the SIR Section B Input tab of Section J Att J.6 Pricing Workbook do not match in any of the 3 service areas. Transition Price is missing from all the Section B docs. All of the #2 CLINs for TAS in the Section B docs are marked "TBD" in the Monthly Price and Period Price columns. The Training and Random Screening CLIN lines do not match.
Very confusing. Will the Government correct this if the two are to match?
Refer to Section B ESA under Amendment 0001. The document has been updated to reflect the J.6 Pricing Workbook.
3 B Supplies/Services and
Price/Cost B.3
In Part I, Section B, could you clarify the part about the pricing of the transition period? On one part it's mentioned that the transition pricing should be done for all contract periods (even if it occurs only once per location), but on other parts, it mentions that this does not apply (Section J, Attachment 6).
Transition will take place between the time the contract is awarded and September 30, 2017. Therefore, the transition cost should be included for the base period of the contract only.
4 B Supplies/Services and
Price/Cost B.3
Please confirm that the following quantities are estimated per month of the contract year.
For example, an estimated 80 would equal an annual total of 80*12 = 960 in total annual units estimated?
80 means 80 hours TOTAL for one specific location for one contract year. Refer to the revised Section J Attachment J.6 Pricing Workbook under Amendment 000001 for clarification.
5 C SOW C.1

Per Section M.2 of the SIR, Offerors can only respond to one Service Area specific SIR as a prime contractor.
25 M Evaluation Factors for

In the case of an offer by a SEDB/8(a) Business- will or how will the Past Performance of a FAA Mentor/Teaming Partner/Subcontractor of a bidder that is in the FAA’s Protégé program and who is submitting an offer for a Tier 1 evaluation, be considered? Additionally, since it is our understanding that one of the main purposes of the FAA’s Mentor/Protégé program is to provide the Protégé with the ability to be considered in a solicitation that is much larger and/or more complex than the Protégé’s past performance shows.
Therefore, is the FAA going to consider the past performance of the Mentor just like they are adding it to the past performance of the Protégé? If NOT, then why NOT? Also, then in what circumstances/structure will the FAA consider the past performance of the Mentor?
Per Section L.6.3.1 the Government will evaluate up to three past Performance documents for a prime offeror (mentor or protégé) and up to three past performance documents for the subcontractor (mentor or protégé) . Past Performance information must identify which offeror serves as the prime and which serves as the subcontractor.
Amendment 000002
26 M Evaluation Factors for
Award M.3 (2)
Specifically, “With the exception of joint ventures, all business classifications will be encouraged to submit offers for this SIR.”
The Small Business Administration (SBA) Mentor-Protégé Program requires the Mentor- Protégé team to form and function as a separate legal entity; specifically, under an “8(a) Mentor-Protégé Joint Venture”.
Does the FAA intend to exclude SBA approved 8(a) Mentor-Protégé teams from this procurement?
As identified in Section C.3 General Requirements, the Contractor must have at least five (5) years of documented experience in providing armed CSO services. Per Section M.3 Evaluation of Offerors, joint ventures are not accepted under this SIR.
Therefore, the SBA 8(a) Mentor-Protégé Joint Venture is excluded.
