SECTION 01100

SUMMARY OF WORK

PART 1 – GENERAL

1.1 SUMMARY

A. Work of this Contract comprises the replacement of the existing Tasker 500 Runway Visual Range (RVR) system with a PC-Based RVR system located at Runway 07 at the Orlando Executive Airport in Orlando, Florida. Replacement includes civil, electrical, and structural changes as well as installation of new visibility sensor (VS), ambient light sensor (ALS), and runway light intensity monitor current loop sensor (RLIM) along with associated cabling.

B. Work to be performed under this Contract is shown on the Drawings and defined in the Specifications.

This section covers certain specific information to further clarify the intent and requirements of the

Contract.

C. All work performed under this Contract shall meet the requirements of the latest adopted editions of the FAA Standards and Orders.

D. The DESCRIPTION or SUMMARY paragraphs in each section are a statement or short word summary of the content of the section. It is not intended to "scope" the section. It is merely a brief description of the significant items described in the section and is used to simplify the finding of specific information.

E. The "RELATED WORK" paragraphs are also not meant to be all-inclusive. Again, they serve the function of assisting the reader in locating specific information.

F. Prior to the "Notice to Proceed", specific submittals must be approved by the Government. Refer to Section 013300 – Submittal Procedures for list.

DEFINITIONS

A. Government; Federal Aviation Administration.

CONTRACT METHOD

A. Construct the Work under a single lump sum contract.

1.4 CONSTRUCTION SCHEDULE

A. The construction must be completed in accordance with the requirements of the contract and as itemized below. A detailed schedule must be submitted to the Government for review and approval prior to start of demolition and/or construction.

B. Weather: Make appropriate allowances for any adverse weather conditions, which may reasonably be expected during the construction period. No schedule extensions will be granted due to adverse weather. No additional compensation will be paid for the means and measures required to maintain the construction schedule under adverse weather conditions.

C. Government Furnished Materials (GFM): A three-week window must be allowed in the construction schedule for the delivery of all GFM to the site. Delivery dates for all GFM will be provided to the contractor at the Preconstruction conference. The dates provided by the Government shall be considered the start of the three-week window. The contractor shall make allowances to unload GFM as it arrives throughout the three-week window.

1.5 WORK SEQUENCE

A. Construction Work stages shall be defined by the Contractor. The following sequence is provided as General Guidance Only. Additional phasing may be necessary due to site availability restrictions.

Portions of Stages may be simultaneous.

B. Stage Action

1. Secure site and install erosion control devices

2. Construct permanent and temporary storm drain, as required.

3. Complete phased demolition

4. Rough grade site

5. Construct RVR foundation

6. Construct RVR equipment

7. Construct utilities

8. Construct road, as required

9. Landscape, as required

10. Complete remainder of Demolition phase

1.6 CONTRACTOR USE OF PREMISES

A. The FAA shall have the right of unlimited access to the premises.

B. Other agencies may be constructing other improvements during a portion or all of this construction.

Contractor shall coordinate with other agencies contractors as required.

C. Coordinate use of premises in accordance with the site availability shown on the plans and as directed by the COR.

D. Assume full responsibility for protection and safekeeping of project materials under this Contract.

E. Obtain and pay for use of additional storage or work areas needed for operations under this Contract.

F. Parking is not allowed along existing roads or within portions of the site used for active FAA operations.

1.7 ACCESS TO SITE

A. Contractor’s access to site shall be as shown on the plans or as directed by the COR. The Contractor shall not permit any unauthorized construction personnel or traffic on the site. The Contractor shall be

responsible for traffic control to and from the various construction areas on the site. Directional signing at the access gate and along the delivery route to the storage area or work site shall be as directed by the COR. The Contractor will not be allowed to close any traffic lanes nor will the Contractor be allowed to impede the flow of airport traffic.

1.8 MATERIALS DELIVERY TO THE SITE

A. All material orders for delivery to the site shall use as a delivery address the address of the tower.

Delivery trucks shall not pass in front of the terminal.

B. Contractor shall prepare, and submit to the COR for approval, a delivery plan for all types of delivery.

The plan shall define the procedures that will be used to accommodate delivery traffic for all types of deliveries (e.g. concrete/asphalt, steel, precast, earth/aggregate, tractor trailer, city delivery truck) and any staging areas that will be used. Normal flow of traffic, into and out of the airport, shall not be impeded. Deliveries shall be suspended at the direction of the COR.

C. Delivery for continuous concrete pours, such as concrete pavement, shall be coordinated with the COR at least two weeks in advance of anticipated dates. It may be necessary to schedule such work for only weekends depending on the seasonal air traffic volume.

D. The Contractor is responsible for immediate clean-up of any debris deposited along the access road as a result of their construction traffic.

1.9 CONSTRUCTION AREA LIMITS

A. The limits of construction material storage areas, equipment storage areas, parking areas, and other areas as required by the Contractor shall be as shown on the plans or as approved by the COR. Should the Contractor find it necessary or advantageous to use any additional offsite area for any purpose whatsoever, the Contractor shall, at their expense, provide and make its own arrangements for the use of such additional offsite areas.

B. Erect and maintain fencing, marking, and/or warning devices suitable for both day and night use to delineate the perimeter of all such areas.

C. When the Work requires the Contractor to conduct operations within areas adjacent to active airport, the Work shall be coordinated with the FAA through the COR.

D. Employee Parking. Parking will not be allowed along public right of way or the entrance/exit road. In the event adequate space is not available for parking on the project site the Contractor shall arrange for off-site parking and provide bus transportation of employees to and from the site. No other areas will be made available for Contractor use for parking, staging, trailers, or storage.

1.10 PERMITS AND FEES

A. The Contractor is responsible for applying for utility services, obtaining required permits, and payment for any associated fees. Compliance is required with the conditions of all permits that have been issued. All fees must be paid by the Contractor.

B. The Contractor is responsible for paying all charges associated with the construction of the project.

This includes temporary and permanent utilities, permits, inspection fees, connection fees and equipment to be installed by utility companies. This allocation of financial responsibility applies to all utilities.

1.11 BUILDING PERMIT APPLICATIONS

A. The contractor shall submit the Construction plans and specifications to the Contracting Officer for review and comment, and pay all fees associated with the review. Notice to Proceed will not be issued until all required permits are obtained.

SECTION 01300

SUBMITTAL PROCEDURES

PART 1 – GENERAL

1.1 SUMMARY

A. Submittals listed or specified in this Contract shall conform to the provisions of this section, unless explicitly stated otherwise.

1.2 REFERENCES - NOT USED

1.3 DEFINITIONS

A. Submittal Definition: Shop drawings, product data, samples, administrative and closeout submittals, and additional data presented for review and approval. Contract clauses referring to material, workmanship specifications and drawings for construction shall apply to all submittals.

B. Types of Submittals

1. Shop Drawings. As used in this Section, drawings, schedules, diagrams, and other data prepared specifically for this contract, by the Contractor or through the Contractor by way of a subcontractor, manufacturer, supplier, distributor, or other lower tier contractor, to illustrate a portion of the work.

2. Product Data. Preprinted material such as illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer's descriptive literature, catalog data, and other data to illustrate a portion of the work, but not prepared exclusively for this Contract. Information such as mix design, material characteristics, and similar data is included herein.

3. Samples. Physical examples of products, materials, equipment, assemblies, or workmanship, physically identical to a portion of the work, illustrating a portion of the work or establishing standards for evaluating the appearance of the finished work or both.

4. Administrative and Closeout Submittals. Submittals of data for which reviews and approval will be to ensure that the administrative requirements of the project are adequately met but not to ensure directly that the work is in accordance with the design concept and in compliance with the contract documents.

C. Approving Authority: Contracting Officer (CO) or designated representative.

D. Work: As used in this Section, the construction required by the contract documents, including labor necessary to produce the construction and materials, products, equipment, and systems incorporated or to be incorporated in such construction and including materials, products, equipment, and systems produced both on-and off-site.

1.4 SUBMITTALS

A. Submit the following in accordance with the requirements of this section.

1. Submittal status log: List each submittal. Include for each submittal the specification section number; description of item for which the submittal is required; and the Contractor's scheduled date for the submittal. Submit the log within 15 days after award. Indicate required approval date to maintain project schedule.

1.5 PROCEDURES FOR SUBMITTALS

A. Limits and Constraints Regarding Submittals

1. Submittals shall be complete for each portion of the work; components of the work interrelated as a system shall be submitted at the same time.

2. When submittal acceptability is dependent on conditions, items, or materials included in separate subsequent submittals, the submittal will be returned without review.

3. Submittals of information not required as a submittal, or covering work for which the submittals have been returned as “No Exceptions Taken” will be returned without review.

4. Approval of a separate material, product, or component does not imply approval of assembly in which the item functions.

5. The work shall conform to approved submittals, except contractor shall conform to the contract requirements and resubmit the submittal if a previously approved submittal has an error or omission.

6. When submitting for approval material which is other than that cited in the contract, submit the necessary scale drawings, wiring and control diagrams, cuts or entire catalogs, pamphlets, descriptive literature, and performance and test data of both the material specified and the material he wishes to substitute in the number of copies of each as required under the contract.

B. Scheduling of Submittals

1. Coordinate preparation and processing of submittals with performance of the work so that work will not be delayed by submittal processing. Coordinate and sequence different categories of submittals for same work, and for interfacing units of work, so that one will not be delayed for coordination with another.

2. Except as specified otherwise, allow a review period, beginning with receipt by the approval authority, that includes at least 20 working days.

C. Substitutions: Substitutions from contract requirements require CO approval and will be considered where advantageous to the Government. Where substitutions are proposed for consideration, submit a written request, with documentation of the nature and features of the substitution and why the substitution is desirable and beneficial to the Government. The proposed substitution shall be identified separately and included along with the required submittal for the item.

When a substitution is submitted for approval, the Contractor warrants the following:

1. Substitution Is Compatible: The Contract has been reviewed to establish that the substitution, when incorporated, will be compatible with other elements of the work.

2. Contractor is Responsible: The Contractor shall take action and bear the additional cost, including review costs by the Government, necessary because of the proposed substitution.

E. Contractor's Responsibilities:

1. Determine and verify field measurements, materials, field construction criteria; review each submittal; and check and coordinate each submittal with requirements of the work and Contract documents.

2. Ensure that material is clearly legible. Ensure required specialty stamps are affixed and signed.

3. Stamp each sheet of each submittal with the Contractor's certificating stamp, except that data submitted in bound volume or on one sheet printed on two sides may be stamped on the front of the first sheet only. Word the submittal stamp as follows:

"I hereby certify that the (equipment) (material) (article) shown and marked in this submittal is that proposed to be incorporated into Contract Number , is in compliance with the contract drawings and specification, can be installed in the allocated spaces, and is submitted for Government approval.

Certified by Date "

5. Sign the Contractor's certification. The person signing the certification shall be one designated in writing by the Contractor as having that authority. The signature shall be in original ink. Stamped signatures are not acceptable.

6. Transmit submittals to the approving authority in orderly sequence, in accordance with the Submittal Status Log, and to prevent project delays and delays in work by the Government or separate contractors.

7. Advise the approving authority of substitution, as required by the paragraph entitled "Substitutions."

8. Correct and resubmit submittal as directed by the approving authority. Direct specific attention, in writing or on resubmitted submittal, to revisions not requested by the approving authority on previous submissions.

9. Retain a copy of approved submittals at the project site, including the Contractor's copy of approved samples.

10. Furnish additional copies of submittals if requested by the COR.

11. Ensure no work is begun until the submittals for that work have been returned with a review comment other than “Revise and Resubmit” or “Rejected”.

F. Approving Authority's Responsibilities:

1. Submittals will be reviewed for approval with reasonable promptness and only for conformance with project design concepts and compliance with the contract documents. If a substitution is not identified as required by the paragraph entitled "Substitution ", then the approval of the submittal SHALL NOT be an approval of the substitution.

2. The checking, marking or approval of the shop drawings and/or product data by the COR shall not be construed as a complete check, but will indicate only that the general method of construction and detailing is satisfactory. Approval will not relieve the contractor of the responsibility for any error which may exist. The contractor shall be responsible for the dimensions and design of adequate connections, details, and satisfactory construction of all work.

3. Submittals will be returned with one of the following notations:

a. Submittals marked “As Submitted” indicate the work may proceed as presented in the submittal.

b. Submittals marked “Not Approved” indicate the submittal has failed to meet the specification requirements and work may not proceed.

c. Submittals marked “As Noted” indicate there are markings in the submittal that must be included to result in an acceptable submittal. Contractor may proceed with the work by accepting and incorporating the markings in the finished work unless the “Revise and Resubmit” box is checked.

d. Submittals marked “Revise and Resubmit” must be modified and resubmitted. The revised submittal number must indicate that it is a resubmittal of a rejected submittal.

G. The transmittal sheet returning the submittal will be initialed.

1.6 FORMAT AND QUANTITY OF SUBMITTALS

A. Transmittal Form: Transmit each submittal, except sample installations and sample panels, to the office of the approving authority. Transmit submittals with a transmittal form approved by the COR and standard for the project. The transmittal form shall identify the Contractor, indicate the date of the submittal, and include information prescribed by the transmitted form and required in the paragraph entitled "Identifying Submittals." Process transmittal forms to record actions regarding sample panels and sample installations.

B. Identifying Submittals: Identify submittals, except sample panel and sample installation, with the following information permanently adhered to or noted on each separate component of each submittal and noted on the transmittal form. Mark each copy of each submittal identically, with the following:

1. Project title and location.

2. Construction contract number.

3. The Section number and paragraph number of the Section by which the submittal is required and the paragraph to which it conforms.

4. The name, address, and telephone number of the subcontractor, supplier, manufacturer and any other second tier contractor associated with the submittal.

5. Product identification and location in project.

C. Format and Quantity for Shop Drawings

1. For shop drawings presented on sheets larger than 11-inches by 17 inches, submit two printed copies and one Portable Document Format (PDF) file transmitted on 700 MB compact disks (CD) of each shop drawing prepared for this project.

2. For shop drawings presented on sheets 11-inches by 17 inches or less, submit two printed copies with each bound in a separate volume and a PDF file transmitted on 700 MB compact disks (CD) of each shop drawing prepared for this project.

3. Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to the information required in the paragraph entitled "Identifying Submittals."

4. Dimension drawings, except diagrams and schematic drawings; prepare dimensioned drawings to scale. Identify materials and products for work shown.

5. Shop drawings shall be not less than 8 1/2 by 11 inches or more than 36 by 42 inches.

6. After review, the approving authority will return a PDF file and a marked original.

D. Format and Quantity for Product Data

1. Submit two printed copies with each, bound in a separate volume and a PDF file transmitted on compact disk (CD) or diskette of each Product Data prepared for this project.

2. Present submittals for each Section as a complete, bound volume. Include a table of contents listing page and catalog item numbers for product data.

3. Indicate, by prominent notation, each product that is being submitted; indicate the Section and paragraph numbers to which it pertains.

4. Supplement product data with material prepared for the project to satisfy submittal requirements for which product data does not exist. Note that the material is developed specifically for the project.

E. Format and Quantity of Samples

1. Furnish samples in the sizes below, unless otherwise specified or unless the manufacturer has prepackaged samples of approximately the same size as specified:

a. Sample of equipment or device: Full size.

b. Sample of materials less than 2 by 3 inches: Built up to 8 1/2 by 11 inches.

c. Sample of materials exceeding 8 1/2 by 11 inches: Cut down to 8 1/2 by 11 inches and adequate to indicate color, texture, and material variations.

d. Sample of linear devices or materials such as conduit and handrails: 10-inch length or length to be supplied, if less than 10 inches.

e. Sample of non-solid materials such as sand and paint: Pint.

f. Color selection samples: 2 inches by 4 inches.

g. Sample panel: 4 feet by 4 feet.

h. Sample Installation: 100 square feet.

2. Samples showing range of variation: Where variations are unavoidable due to the nature of the materials, submit sets of samples of not less than three units showing the extremes and middle of the range.

3. Quantity, unless otherwise specified:

a. Submit two samples, or two sets of samples showing range of variation, of each required item. One approved sample or set of samples will be retained by the approving authority and one will be returned to the Contractor.

b. Submit one sample panel. Include components listed in technical section or as directed.

c. Submit one sample installation, where directed.

4. Reusable samples: Incorporate returned samples into the work only if so specified or indicated.

Incorporated samples shall be in undamaged condition at the time of use.

5. Recording of sample installation: Note and preserve the notation of the area constituting the sample installation but remove the notation at the final cleanup of the project.

6. When a color, texture or pattern is specified in naming a particular manufacturer and style, include one sample of that manufacturer and style, for comparison.

7. Transmittal Form for samples shall identify manufacturer, model, type, color, etc. sufficient to reorder or replace.

F. Format and Quantity of Administrative and Closeout Submittals

1. Unless otherwise specified, submit administrative and closeout submittals in the format and quantities required for shop drawings.

2. Comply with section entitled “Contract Closeout Procedures”.

G. A Portable Document Format (PDF) file for each shop drawing, product data, and sample transmittals shall be uploaded to FAA’s KSN website.

1.7 PROGRESS PHOTOGRAPHIC SUBMITTALS

A. Still Photographs: Before construction operations have started at the site, the contractor shall take and provide 25 color photographs showing the existing conditions and thereafter an average of 25 views shall be taken each month until completion of the work. An electronic file of each view shall be submitted to the COR promptly after taking the views.

1. Photographs shall be made using a digital camera of at least 4 mega pixel size. All digital images shall be submitted on CD along with the monthly photographs.

2. The contractor shall notify the COR 24 hours in advance of taking any photographs.

B. Ownership of Photographs: Any and all still photographs, digital files, and video tapes taken of the construction area are the property of FAA and shall not be released to any source whatsoever without the prior written permission from the COR. This provision shall prevail for the duration of the contract and indefinitely thereafter.

C. Video Photography: Refer to FAA Standards for video photography requirements.

PART 2 – PRODUCTS - NOT USED

1.2 SUBMITTALS

A. Contractor shall submit a Storm Protection Plan to the COR for approval within 15 calendar days after award.

B. Storm Protection Plan shall include, as a minimum, the following:

1. Storm Plan objectives.

2. Methods to attain protection objectives.

3. Responsibility of key personnel for the Contractor.

4. Time frame required to secure the site.

5. Time frame required to lower and/or secure crane(s).

6. Disaster and emergency programs.

7. Lists of key personnel to be contacted in time of emergency.

PART 2 – PRODUCT - NOT USED

PART 3 – EXECUTION

3.1 PROTECTION AFTER INSTALLATION

A. Protect installed products and control traffic in immediate area to prevent damage from subsequent operations.

B. Provide protective coverings at walls, projections, corners and jambs, sills and soffits of openings in and adjacent to traffic areas.

C. Cover walls and floors of elevator cabs and jambs of cab doors with 3/4 inch plywood, when elevators are used by construction personnel.

D. Protect finished floors and stairs from dirt, wear and damage:

1. Secure heavy sheet goods or similar protective materials in place, in areas subject to foot traffic.

2. Lay planking or similar rigid materials in place, in areas subject to movement of heavy objects.

3. Lay planking or similar rigid materials in place, in areas where storage of products will occur.

E. Protect waterproofed and roofed surfaces:

1. Restrict use of surfaces from traffic of any kind and from storage of products.

2. When an activity is mandatory, obtain recommendations for protection of surfaces from manufacturer. Install protection and remove on completion of activity. Restrict use of adjacent unprotected areas.

F. Restrict traffic of any kind across planted lawn and landscape areas.

3.2 PROTECTION AND RESTORATION OF PROPERTY AND LANDSCAPE

A. The Contractor shall be responsible for the preservation of all public and private property, and shall protect carefully from disturbance or damage all land monuments and property markers until the COR has witnessed or otherwise referenced their location and shall not move them until directed.

B. The Contractor shall be responsible for all damage or injury to property of any character, during the prosecution of the work, resulting from any act, omission, neglect, or misconduct in its manner or method of executing the work, or at any time due to defective work or materials, and said responsibility will not be released until the work is completed and accepted.

C. When or where any direct or indirect damage or injury is done to public or private property by or on account of any act, omission, neglect, or misconduct in the execution of the work, or in consequence of the nonexecution thereof by the Contractor, the Contractor shall restore, at its own expense, such property to a condition similar or equal to that existing before such damage or injury was done, by repairing, or otherwise restoring as may be directed, or it shall make good such damage or injury in an acceptable manner, at no additional cost to the government.

3.3 STORM PROTECTION PLAN

A. The Contractor shall take all precautions as necessary to prevent damage to the facility and shall be responsible for damage to the facility resulting from any act, omission, neglect, or misconduct in the execution of the approved Storm Protection Plan.

B. In the event of a severe storm warning or as directed by the COR, the Contractor shall:

1. Secure outside equipment and materials and place materials subject to possible damage in protected locations.

2. Check surrounding area, including roof, for loose material, equipment, debris, and other objects that could be blown away or against existing facilities.

3. Secure crane(s).

4. Ensure that temporary erosion controls are adequate.

5. After the storm, the Contractor may be directed by the COR to assist in the restoration of the existing facility. Any restoration shall take precedence over the construction contract. Any additional costs will be claimed under the “changes” clause of the contract.

SECTION 02050

DEMOLITION AND REMOVALS

PART 1 - GENERAL

1.1 Scope: The procedures proposed for the accomplishment of demolition and removal work shall be submitted. The procedures shall provide safe conduct of the work, careful removal and disposition of materials specified to be salvaged, protection of property which is to remain undisturbed, coordination with other work in progress, and timely disconnection of utility services. The procedures shall include a detailed description of the methods and equipment to be used for each operation and the sequence of operations.

PART 2 - PRODUCTS - NOT USED

PART 3 - EXECUTION

3.1 General: Demolition and removal work shall be in compliance with approved demolition procedures and applicable requirements of the applicable agencies having jurisdiction.

3.2 Protection Of Existing Work: Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to ensure against damage to existing work that will remain in place, be reused, or remain the property of the Government, and any damage to such work shall be repaired or replaced so as to be equal to or better than the pre-construction condition as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this division with all other work and construct and maintain any necessary protective structures.

A. Dust Control: Any dust resulting from removal shall be controlled to prevent the spread of dust and to avoid creation of a nuisance in the surrounding area. Existing communications and electronics equipment is acutely sensitive to dust and must be safeguarded. Use of water or other materials shall not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding or pollution.

B. Protection Of Buildings From The Weather: The interior of all shelters and other structures shall be protected from the weather at all times. Material and equipment shall be protected from the weather as recommended by the manufacturer.

C. Burning: Burning at the project sites for the disposal of refuse and debris will not be permitted.

D. Use of Explosives: The use of explosives and pyrotechnics for demolition is not permitted.

3.3 Disposition Of Equipment And Materials:

A. Title To Materials: All fixtures (installed property) removed during construction shall be designated as either “salvage”, “unsalvageable”, or “rubble” by the COR.

B. Designation Of Government Salvage, Unsalvageable Property Or Rubble: All fixtures desired for salvage shall be designated as “Salvage” by the COR. Items designated as “Salvage” are

indicated on the drawings. All remaining materials and equipment not designated as salvage are “Unsalvageable Material” or “Rubble”.

C. Disposition Of Unsalvageable Material: The Contractor shall remove all unsalvageable materials and rubble from the work areas. The unsalvageable materials removed from the work areas shall be disposed of by the Contractor outside of the limits of the site or the leased areas at the Contractor’s responsibility and expense in accordance with all governmental agencies having jurisdiction.

3.4 Cutting And Patching:

A. Cutting and Drilling: The Contractor shall be held responsible at all times for contents and structural conditions of the premises and building within the work area, and shall do or supervise all cutting, drilling, reinforcing, and patching required for work of all the Contractors and trades included in work of this Contract, and to do so in a timely manner to avoid any hindrance to work of other trades. Cutting done by anyone other than the Contractor shall be approved by the COR. In such cases the Contractor shall supervise such cutting and shall not be relieved of responsibility for error or damage to related or adjoining work. Cutting and patching of specific items may be separately described under the various divisions of these specifications that do not, in any way, diminish the Contractor's primary responsibility for all cutting and drilling.

B. Patching: Any cutting of finished surfaces or damage thereto occurring in the course of the work shall be patched and/or repaired to match the existing work in color, texture, alignment, and every other respect to the satisfaction of the COR. Materials shall be equal to or better than the pre-construction condition.

C. Repair of Masonry Walls: Openings in masonry walls shall be closed with 16 gauge galvanized steel sheet securely attached at the midpoint of the wall thickness and fire stopped on both sides of the steel sheet with not less than 1/2-inch thick layer of non-sagging silicone elastomer to fully cover the opening.

3.5 Quality Assurance: The Contractor shall establish and maintain quality control for the demolition and removal work to assure compliance with subcontract requirements. Records shall be maintained for all demolition and removal operations but not limited to the following:

A. Procedures: Safety measures, protection of property, coordination of work, and dust control.

B. Salvaging: Removal and preparation of materials for storage.

C. Demolition: Extent of demolition and disposition of materials.

3.6 Clean-Up: The Contractor shall remove debris and rubbish from the site daily. Do not allow debris to accumulate in building nor on-site. Remove debris and excess materials.

A. Debris Control: The Contractor shall remove and transport debris in a manner as to prevent spillage on streets or adjacent areas. The Contractor shall immediately clean up any spillage or tracking of soil or debris onto pavement outside the work area.

B. Regulations: The Contractor shall comply with all regulations regarding hauling and disposal of removed materials. The legal disposal of removed materials and debris is the Contractor’s responsibility.

SECTION 02053

EXISTING UTILITY EXPLORATION

PART 1 – GENERAL

1.1 WORK INCLUDED

A. This section includes all labor, materials and equipment necessary to establish and ensure the exact location and depth of each existing underground facility/utility, including but not limited to existing electrical, communication conduit direct FAA buried cables, fuel & gas lines, water storm and any other existing underground facility .

B. This section shall also include the maintaining of open communication beginning at the planning stage and continuing to the completion of the project. No trenching or excavation work shall be performed by the contractor unless the site has been surveyed and utilities marked by a utility designator firm.

1.2 DEFINITIONS

A. Excavation – The procedure that includes all activities where the earth is disturbed by mechanical or non-mechanical methods. These methods shall include excavating, trenching, pneumatic/vacuum exploratory extraction (potholing), vertical and horizontal boring, directional drilling and any other ground penetrations and the digging of postholes and the driving of ground rods.

B. High Priority – Any utility that, if damaged, would disrupt the normal airport operations and/or any utility designated “high priority” by its operator/owner.

C. Utility – Any underground facility/utility including telephone, power, water, gas, sewer, storm water, and FAA communications/electronics. Utility owners include the telephone company;

electrical power service; sewer, water and gas utilities; airport operations (lighting and power) and the FAA (power and control)

1.3 PROCEDURES

The following procedures shall be required for all trenching and digging activities on airport property:

A. The Contractor shall designate the route and/or construction area, to be excavated using white pre-marking paint prior to the arrival of the locators (Utility Designator Firm) and contacts the One- Call System, the Airport Officials, and the local FAA.

B. The Contractor shall ensure that all Airport officials, Support Service Center (SSC) technicians, and One-Call System utilities performing location services mark the entire path in the construction area. The Contractor shall further ensure that all utility Owner/Operators have located their utilities and that their utilities are properly marked.

C. Contractor shall be aware of the designated color for each utility as indicated by the COR. If a particular marking fades or is destroyed prior to excavation, Contractor shall contact the appropriate utility location service to remark any underground utilities prior to the start of excavation.

D. After completion of the utility locations described above, Contractor shall be required to hire a certified independent utility location service utilizing ground penetration radar to search the entire

excavation area to confirm the locations of the marked utilities and to identify any additional unidentified utilities that may be in this area.

E. Contractor shall require that the independent utility location service provide a written report documenting the ground penetration radar search results to the Contractor. Contractor shall provide the COR with a copy of this report prior to any excavation. The COR shall provide a copy of this report to the Orlando Airport Authority, the SSC, and the COR for their review prior to the start of any excavation.

F. If an unknown utility is discovered during the locating phase, Contractor shall notify the COR. The COR will contact the SSC, and Airport Authority to determine if there is an impact on design and to receive direction on how to proceed.

G. Contractor shall maintain a current list of names and phone numbers of the One-Call System and emergency numbers and verify the location of disconnects and shut-off valves.

H. Contractor shall determine facilities that are serviced by identified utilities and notify users of excavation work that will be performed on or near those utilities.

I. If “high priority” facility lines are identified during the utility location phase, then, a representative of the agency responsible for that utility shall be notified by Contractor and requested to be onsite during any excavation within the greater of three feet (3’) or the minimum distance recommended by the utility.

J. Contractor shall accomplish all excavation within the tolerance zone established by the specifications, the responsible utility, and/or ground penetrating radar location service, by hand digging or pneumatic vacuum extraction.

K. If Contractor does not find an underground facility or utility that was previously marked, the excavation shall be stopped and the appropriate owner/operator of the utility shall be contacted directly or through the One-Call System.

L. The Contractor shall notify the COR, the One-Call System, and the Owner/Operator of any underground facility or utility that is discovered as damaged, or has been damaged or contacted during the excavation.

M. The Contractor shall take care to maintain due diligence not to damage existing facilities and utilities during backfill and compaction.

All explorations, except those allowed by the COR, shall be completed and permission shall be given by the COR to proceed before excavation can begin. The COR shall permit excavation to proceed no later than fourteen (14) calendar days from the date on which all the information from this section of the specification is received.

ELEVATION ACCURACY

Information shall be provided to the COR by the Contractor to verify the proposed foundation/trench profiles. The cost of all labor, materials and equipment necessary to remove, repair and/or reconstruct any of the work due to inaccurate information or damage to the existing under ground facility or electrical conduit/cable by the Contractor shall be at the Contractor’s expense.

SUBMITTALS

Contractor shall submit five (5) copies of drawings showing all underground utilities which cross each proposed excavation for the COR approval.

The Contractor shall submit the name, address and documentation on the Utility Designator Firm’s Capabilities to located underground utilities. Firm shall have a minimum of three years experience locating underground utilities.

PART 2 – PRODUCTS - NOT USED

PART 3 – EXECUTION

3.1 GENERAL

A. The locations and top elevations of each existing utility shall be established relative to a taxiway, runway or roadway edge along each proposed excavation. This information shall be transmitted to the COR for evaluation of the proposed foundation/trench profile. The demolition or excavation of existing airfield pavement, roadways or pavement of any kind shall not be allowed during this operation. Coordinate with COR for runway safety area and taxiway object free area restrictions on work under this item.

B. The Contractor shall obtain utility locations from the utility owners. SSC will mark its cable locations and provide a minimum of 72 hours advance notice. Contact local One-Call for commercial utility marking and Airport Authority Maintenance for airport lightning and power.

C. Excavation by hand shall be required when excavating within three feet (5’) each side of marked existing utility services. Trenches running parallel to an existing utility shall be separated by ten feet (10’).

D. Contractor shall be responsible for prompt restoration of service to any facility impacted by construction operations. Contractor shall immediately repair any damage done to utilities or cables within the work area. A certified splicer shall be on site continuously to splice cables that have been damaged. FAA cables shall be repaired to the standards described in FAA Specification, FAA-C-1391D, Installation and Splicing of Underground Cables.

E. The necessary personnel, materials, and equipment shall be present for each exploration in the event of cable damage.

3.2 INSPECTIONS

A. Prior to any excavation, all control points established by the Contractor shall be inspected by the

COR.

B. All cable trenches shall be inspected by the COR prior to backfill. Normally, all trenches shall be backfilled on the same day they are excavated. In the event a trench or excavation must be left open overnight, it shall be properly barricaded, flagged and lighted.

3.3 UNKNOWN UTILITIES

If unknown utilities are encountered, immediately notify the COR of the location and type of utility encountered.

1.5 Definitions: The following terms shall mean the following for this contract:

A. Excavation: Consists of the removal of material encountered to subgrade elevations and the reuse or disposal of materials removed.

B. Sub-grade: The uppermost surface of an excavation or the top surface of a fill or backfill immediately below sub-base, drainage fill, or topsoil materials.

C. Sub-base Course: The layer placed between the subgrade and base course in a paving system or the layer placed between the subgrade and surface of a pavement or walk.

D. Base Course: The layer placed between the sub-base and surface pavement in a paving system.

1.6 Submittals: The following items shall be submitted:

A. Gradation and compaction reports.

B. Name of site-material source and load ticket for each delivery.

C. Name of testing firm/lab.

D. Vendor data for erosion control materials

E. As-Built drawings

PART 2 - PRODUCTS

2.1 Soil Materials:

A. Sub-base and Base Material: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand, as defined in the State DOT Standards for sub-base course.

B. Engineered Fill: Sub-base or base materials.

C. Foundation Backfill: Foundation backfill shall be crushed stone, well-graded from coarse to fine, other aggregate, or an approved sand-gravel mixture. No overburden or decomposed and disintegrated rock allowed. The material shall meet the following gradation 100 percent passing a 1 1/2 inch sieve, 80-100 percent passing a 1 inch sieve and 0-5 percent passing a No. 8 sieve.

D. Filtering Material: Evenly graded mixture of natural or crushed gravel or crushed stone and natural sand, with 100 percent passing a 1-1/2 inch sieve and 0 to 5 percent passing a No. 50 sieve.

E. Earth Fill: Approved type of soil classified as GW, GP, GM, GC, SW, SP, SM, SC, ML or CL according to the Unified Soil Classification System and free of foreign substances, obtained from excavation for this construction or an approved source and having a plasticity index of 20 or less.

Excavated material that meets the requirements for earth fill may be used for filling, backfilling, and grading.

F. Unsuitable Fill: Any material construction debris, containing roots or other organic matter, such as peat, organic silt, or sod, shall be considered unsuitable for use as backfill material or in embankment construction.

G. Top Soil: Top layer of soil containing organic material suitable for growing grass and other vegetative materials, free of roots, debris, and other deleterious materials. Topsoil from an off-site location must be from an approved source and have similar characteristics as the on-site topsoil.

H. Rip Rap: Dumped or hand-placed stone with gradation and characteristics specified in the State DOT standards.

2.2 Geosynthetics

A. Geosynthetic Material: Woven or non-woven plastic fabric used for soil separation as defined in State DOT Standards for their respective use. Geosynthetic material for sediment control shall follow State NRCS standards unless otherwise directed by the COR.

PART 3 - EXECUTION

3.1 Excavation:

A. Excavation shall be to the contours and dimensions indicated. Notify the COR and Contracting Officer (CO) immediately in writing in the event that it becomes necessary to remove hard, soft, weak, or wet material to a depth greater than indicated in order for any adjustment in Contract price to be considered.
