THIS AMENDMENT IS BEING ISSUED TO INCORPORATE THE FOLLOWING
INFORMATION INTO THE REFERENCED SOLICITATION
QUESTIONS AND ANSWERS
1. QUESTION: Would the government consider extending the response one week following the thanksgiving holiday?
FAA ANSWER: The FAA is not considering an extension at this time.
ADDITIONS
1. Attachment 11, Supplemental Comments, 5 pages, dated 11/17/16, is hereby attached and made part of this Solicitation and any resulting Contract.

FAA NAVAIDS Construction / Installation
• The Contractor shall execute a detailed schedule by phasing the work sites from Lexington KY Regional Airport to Orlando FL Executive Airport to Melbourne FL International Airport.
• The Contractor shall execute one construction site at a time. For example, the awarded contractor will begin the project at the Lexington KY Regional Airport. Once the construction phase of the project at Lexington KY is complete, the contractor will proceed to Orlando FL Executive Airport, and so on.
• The Contractor shall offer a demobilization and a remobilization for each of the three sites (Lexington, Orlando, and Melbourne) for the demolition of the existing Tasker 500 system/structures. The Contractor shall allow 4 weeks from the completion of the construction phase to the demolition of the Tasker sites at each location for the installation team to tune-up and commission the PC-Base RVR system. The existing Tasker 500 RVR systems must stay in service until the PC-Base RVR system comes on-line in oder to avoid impact to airport operations.
• The Contractor shall obtain badging for each location. At least 2 employees must be badged at each site. A FAA employee will be badged and onsite through each project.
It is estimated 2 to 3 weeks to obtain badging at each construction site.
• The Contractor shall not interfere with the existing RVR system service, while installing the new PC-Base RVR system at each site.
• Replace RVR Gravel maintenance areas with concrete at LEX, MBL, and OVR RVR Sites: The Contractors shall install a 25' in Length x 10' in Width x 6'' in Height concrete maintenance pad for the RVR sensor maintenance pad. Concrete must establish 3000 PSI within 28 days, maximum slump of 3'', and a maximum aggregate size of 3/4''. 6'' minimum thickness reinforced slab on grade 6X 6X W2.9X W2.9 Welded Wire Fabric. Install expansion joint material where the slab connects with the RVR foundation (1'' DIA backer rod with premolded joint material) Install a 1/8'' longitude saw cut the length of the concrete maintenance pad. Install a 1/8'' transverse saw cut every 5' of the concrete maintenance pad.
• Lexington KY RVR Site- Establish a 45' in Length x 12' in Width x 8'' concrete maintenance access road with a 15' in Length x 12' in Width x 8'' in Height concrete turnaround. Install a 1/8'' longitude saw cut the length of the concrete maintenance road and turnaround. Install a 1/8'' transverse saw cut every 10' of the concrete maintenance pad. Refer to attached "ACCESS ROAD AND PAVEMENT SECTIONS AND DETAILS’’ for installation requirements.

• Melbourne FL RVR Site- Establish a 950' in Length x 12' in Width x 6'' Height asphalt millings access road. The access road is to consist of 5'' compacted subgrade at minimum 90% Density. Geotextile fabric (Woven ground stabilizationfabric, MIRAFI 500X equal) to be installed over the compacted subase.
The access road will begin at the end of the airport access road and extend to the proposed RVR site.
• The Contractor shall install NEMA 4X stainless steel J-boxes at each location instead of NEMA 3X fiberglass.
• The Contractor shall install sod as specifications requires at each site location. The Contractor is required to provide water for the sod after the installation.
• The Contractor shall install J-boxes, conduit, grounding inside the vault room at each construction site. The remaining work (i.e. wiring/trouble shooting of the system, and cutover of the system) will be completed by FAA Engineers and technicians.
• The Contractor shall assume no installation work at the ATCT for all the site locations.
• Lexington KY Vault Room- Site Drawing LEX-D-RVR04-E006- The Contractor shall install the duct and power cable from the breaker panel B to the New RLIM SIE Box above ground. Assume 1'' conduit for the duct an estimated 85' in length.
• Lexington KY RVR Power Disconnect- LEX-D-RVR04-C02/E02- The Contractor shall install the new RVR power meter rack on the north west side of the existing transformer. The RVR power and control feeds will share the same open trench crossing the existing asphalt access road. The cables will require a minimum 1' separation at all times, while running parallel to each other in duct.
• Lexington KY RVR Communication manhole- LEX-D-RVR04-C02/E02- The Contractor shall install a 2-2'' cores in the existing communications control manhole and also hand trenching from the manhole to the existing GS 04 shelter.
• Lexington KY RVR Power Disconnect- LEX-D-RVR04-D001- The Contractor shall remove 2 fiber glass poles with grounding during the demolition of the existing Tasker 500 RVR system. The fiber glass poles are estimated to be 35' in height and 1.5' in diameter.
• Specified Control Cables 12 PR, Copper Shielded #19, 600V- The Contractor shall provide the required long lead control cable for all three sites.
