Section C - Description/Specifications
Scope of Work
Introduction
The FAA Piston Aviation Fuels Initiative (PAFI) is tasked with performing research activities with the goal of identifying unleaded aviation fuel alternatives to current leaded aviation gasoline (AVGAS) for the piston engine powered general aviation fleet. The findings and data from this research will be used by the FAA Aircraft Certification Service, AIR-20/21, for the purpose of both FAA fleet wide authorization on unleaded fuel(s), and by the test fuel offerors for obtaining an ASTM production fuel specification. The FAA William J. Hughes Technical Center (WJHTC) Fuels and Energy Section, ANG-E283, requires the services of one or more research entities (hereafter “Contractor”) to support Phase II of this research. NOTE: Only one contract will be awarded for this specific requirement. Specifically required is research to provide test data, analysis and reporting that compares the characteristics of two (2) candidate unleaded fuels against industry standard 100 Low Lead (100LL) using the equipment and Flight Test procedures specified under this contract.
Because of the highly sensitive nature of the PAFI Phase II program, the Contractor must be prepared to abide by the specific confidentiality and information rights conditions specified herein. Furthermore, the FAA may utilize the services of other contractors, consultants and/or industry representatives to assist in the PAFI Phase II efforts. All personnel involved in supporting or assisting in this effort will be similarly required to abide by the same restrictions.

The two (2) test fuels will be provided directly by the Fuel manufacturers at no cost to Contractor. The Contractor will be responsible for the cost of 100LL fuel for all aspects of testing of the three aircraft.
Use of fuels during the test program will require the bulk handling and storage of experimental fuel vessels for filling of aircraft and obtaining fuel samples. The Contractor will develop a Fuel Handling Plan to address all aspects of the Test Program. The FAA Fuel Handling Plan listed in Table 3 PAFI Documents for Reference from PAFI Phase I is provided as a guideline as to form and content expected. Contractor will ensure proper handling, storage and labeling of fuel vessels to appropriately segregate PAFI Fuel A, PAFI Fuel B and 100LL during the conduct of testing. Contractor personnel are required to use applicable Personal Protection Equipment (PPE) and follow Safety requirements in accordance with all applicable regulations.
Contractor is required to obtain agreement and approval from the Fuel manufacturers on the proper safety, handling, and quality control of the test fuels. This includes proper cleaning and preparation of fuel storage containers/tanks, transfer vessels, and testing apparatus. This information must be included in the Fuel Handling Plan.
Prior to, during and after completion of testing, all fuel used in the testing will be retained and properly stored in sealed, stainless steel containers. The containers will be properly marked to indicate fuel designator and fuel formulation number. At the conclusion of testing, any remaining candidate test fuels (excluding 100LL) must be returned to the FAA WJHTC or, at the FAA WJHTC’s request, disposed of in accordance with all local, state, federal regulations. This includes fuel at sub-contractor or partner locations. Shipping and/or disposal costs will be reimbursed as an ODC in accordance with the requirements herein. Disposal of candidate test fuels may only occur with prior written approval by the FAA WJHTC COR and proof of disposal must be provided.

Dixie Services, Inc. Galena Park, TX (713) 672-1619
Intertek Testing Services NA, Inc., Romeoville, IL (888) 400-0084 (815) 221-5002 In addition, the FAA may direct that samples be sent to its in-house laboratory for analysis.
Flight Testing
Aircraft ground and in-flight testing will be performed in accordance with the nine (9) Test Plans referenced in Table 1 and attached as part of this SOW. There are three separate Test Plans/procedures for each aircraft, with each plan utilizing 3 fuels for testing (industry standard 100LL, Test Fuel A and Test Fuel B). In addition to the specific requirements listed in the Test Plans, Testing must be documented by video, digital displays, Data Acquisition System (DAS), and/or engine monitoring equipment and maintained on file as a record of test.
During the Flight Test phase, the Contractor must conduct a daily visual inspection of the aircraft, and surrounding areas for indications of anomalies associated with the test fuels. Contractor must be cognizant that while this contract is for Flight Testing, the overarching research program is for alternative fuels. And as such must be alert for indications of issues related to the different fuel chemistries. For example, in another type of Flight Test program, a daily inspection that reveals the appearance of a small amount of leaked fuel may typically be indicative of potential maintenance issue on a hose or a clamp. In this program however, the same indications of a leak may or may not have broader indications of an incompatibility problem between a test fuel and an engine component resulting in premature failure. Due to this, the Contractors daily inspection must look for indications of issues, anomalies, or material failures that may be attributable to the test fuels and adequately document these issues, including taking photographs. As referenced in Table 3 PAFI Documents for Reference, included is a sample of a daily inspection checklist. Contractors daily inspection must include at a minimum an examination for leaks, exhaust by-products such as soot or carbon build-up, impacts to paint and other materials near fuel fill locations and exhaust fumes, impacts to tarmac or other hard surfaces subject to fuel spills, engines components at the source of any leaks, or discovered having been exposed to fuels as the result off any leaks, etc.
During test preparation activities, it is anticipated that the FAA WJHTC COR will provide additional inputs. These inputs may produce minor changes to the Test Plans or procedures. Where the Contractor and the FAA WJHTC CO or COR as applicable agree to these changes, Contractor will attempt to accommodate inputs provided in writing by the FAA WJHTC CO or COR, where it falls within the current scope and budget of this project.
In addition to Flight Test Personnel and FAA Representatives specified elsewhere, Aircraft Certification personnel may participate in any and all tests on a non-interference basis.
A general overview of the three test procedure types to be performed with each of the aircraft specified follows. These are for reference only, the exact activities and testing to be performed are specified in the Test Plans referenced in Table 2.

Contractor Safety and Handling
Due to the potential deviations from traditional petroleum chemistry, it is important for test facilities to have a copy of the health and safety information provided with the samples. While the actual formulations are proprietary and the testing organizations do not require specific blending information, the following information is required.
Contractor must ensure they have this information on hand. Information relative to the specific fuels must be obtained by the fuel providers.
A Safety Data Sheet (aka SDS, MSDS) sufficient for shipping samples. This includes a 24-hour emergency contact number.
It is the responsibility of Contractor to require the use of appropriate personal protective equipment (PPE), whether standard or non-standard. Standard PPE is that used for current petroleum products, including but not inclusive, nitrile gloves, eye protection, and laboratory coats or aprons. This includes both the neat liquid fuel and the combustion products.
Contractor has the right to require additional information for any safety item deemed too vague or insufficient for safe handling. It is the sole responsibility of Contractor to determine whether the provided SDS or MSDS are sufficient for the safe handling and disposal of the fuel and fuel contaminated materials.
It is Contractor’s responsibility to comply with any and all local, state, and or federal regulations for storage, distribution, or disposal of test fuels. This includes any special segregation, any disposal incompatibilities (materials with which the test fluid must not be mixed), or any special handling required.
It is the sole responsibility of Prime Contractor and their sub-contractors to ensure that all applicable Federal, State, local codes pertaining to the safe handling and disposal of the test fuels, oils, and parts exposed to same are complied with to their fullest extent.
It is the responsibility of Contractor to ensure that appropriate fire prevention and extinguishing methods are followed as required.
It is Contractor’s responsibility to insure there is adequate electrical/static discharge protection, e.g. standard grounding, or better as required.
As detailed in Section L, the Contractor must submit a Safety Plan with their proposal.
Safety Compliance for FAA Personnel
When FAA personnel are involved in testing at Contractor locations or facilities, Contractor must comply with FAA orders 4040.26 and 4040.9.
C.14 Insurance
The flight test aircraft must have insurance coverage for both FAA and designated flight test personnel and the aircraft itself during the flight test period. Insurance coverage must be commensurate with the risks in performing the SOW.
