APPENDIX C

GENERAL INSTRUCTIONS FOR DELIVERABLES

SPECIFIED IN CONTRACT DATA REQUIREMENTS TABLE

Unless stated otherwise in this PWS, or subsequently agreed upon by the Government, the following shall apply to all tasks and deliverables within this PWS:

4.1. DELIVERABLE SUBMISSION PROCESS

The Contractor shall provide all deliverables described in this PWS in both raw working formats, such as Microsoft (MS) Word (.doc/.docx), Excel (.xlsx), and Access (.mdb), and Esri ArcGIS products, such as ArcMap (.mxd); and finished formats, such as PDF (.pdf).

The Contractor shall submit draft deliverables electronically in MSWord or as PDF to FAA for review, comments, and approval. The Contractor shall prepare draft deliverables with line numbers. The Contractor shall provide a comment / response matrix in Excel for review and comment with draft deliverables. The Contractor shall respond to comments in a comment / response matrix in Excel. If comments are ambiguous or more information is needed, the Government and the Contractor shall address these comments via email or teleconference(s). Comment responses are subject to Government approval. The Contractor shall appropriately address comments and responses in the final deliverable.

All tasks and deliverables shall be held to high standard (Correct punctuation, spelling, and formating) and should be in approved CBP format (see deliverables, section 7.0). The Contractor shall continue to revise draft and final deliverables until approved by Government at no additional cost to the Government.

4.2. DELIVERABLE FORMAT

Generally, the Contractor shall organize the EA according to the format outlined in Appendix B. It is the Contractor's responsibility, in consultation with the Government, to determine which portions of the format outline are relevant to the actions in question. Discussion topics may be added to or deleted from the format to address only the relevant issues.

Reproduction of documents shall conform as follows:

4.2.1. SIZE

Final trim size of deliverables shall be 8.5 x 11 inches. Image size of standard text shall not exceed 7 x 10 inches. Two sided copying will be used, as will recycled paper, for final products.

4.2.2. FOLDOUTS

Whenever possible, avoid the use of oversized illustrations, charts, maps, or artwork. Foldouts shall not exceed 11 x 17 inches with maximum image size of 9 x 15.5 inches.

4.2.3. BINDING

The Contractor shall bind the Draft EA, Final EA/FONSI, and other documents (Draft and Final BE / BA, cultural reports, due diligence, etc.) produced for this PWS unless otherwise specified. The Contractor shall separate major sections of each EA by colored dividers to facilitate review of the documents.

4.2.4. FILE COPIES OF THE DOCUMENTS

Most of the draft documents will be circulated electronically to reduce paper and shipping costs. Final copies will require to be prepared in hard copy and CD/DVD. The Contractor shall provide FAA with the Final BE / BA, Cultural Report, Final EA/FONSI along with text and figures, due diligence, administrative record and other documents on compact disc (CD or DVD). The documents will be compiled on the CD/DVD in MSWord or PDF file format.

4.2.5. QUALITY

Report copies should be clean and of sufficient quality to be easily read on subsequent reproductions.

The Contractor shall not use watermarks such as “PRE‐DRAFT” or “DRAFT” on the documents. The Contractor should use “Draft” in the title and footer/header of the reports. All text shall be in MSWord, typed in Times Roman 12‐point font. Two spaces will be inserted after the period at the end of a sentence. All draft documents will be prepared using line numbers for convenience of identification for corrections. Final documents will have the line numbers removed.

4.3. GEOSPATIAL

The Contractor should follow the standards, conventions, and guidelines outlined in Appendix D for all

GIS and mapping work used or submitted to the Government.
