About this file
This document is a justification for a sole source award of a federal contract. The U.S. Army Combat Capabilities Development Command - Soldier Center requires engineering services from Sherpa 6 to develop Digital Situational Awareness Assessment and Training products. These products will integrate data analytics, soldier performance metrics, and digital situational awareness into efforts including Nett Warrior, Tactical Assault Kit, and Integrated Virtual Augmentation System. The period of performance is from December 2019 through November 2022 for a total estimated value of $3,945,823.16. The justification cites 15 U.S.C. 657f and FAR 6.302-5(b)(6) for awarding this contract on a sole source basis to Sherpa 6, a Service-Disabled Veteran Owned Small Business, as market research identified only two companies with the required experience and Sherpa 6 was the only small business. The agency conducted market research by posting a sources sought notice on Federal Business Opportunities and received responses from eight companies, with Sherpa 6 deemed the only one capable of the work.

5. Reason for Authority Cited: The requirement will be awarded under the authority of FAR 6.302-5(b)(6) Sole Source awards under the Veterans Benefits Act of 2003, 15 USC 657f. Sherpa 6 meets the FAR requirements for a sole source award outlined under FAR 19.1406. Sherpa 6 has been determined to be a responsible contractor. The work is not currently being performed under the Small Business 8a Program. The contracting officer verified that Sherpa 6 is an SDVOSB under the NAICS code 541512 Computer Systems Design Services. The Government has no reasonable expectation that two or more capable offers would be received from SDVOSB concerns based on market research. An RFI for this DSAAT effort was released onto FedBizOps on 29 March 2019 and closed 29 April 2019. Based upon this, the market research, which
Program/Equipment: DSAAT
Version – September 2018 FOR OFFICIAL USE ONLY included both Request For Information and expert knowledge of companies within domain experience in the DSAAT area, identified only two companies that possess the domain experience required across the integrated technical area of data analytic information portrayal, Squad Performance metrics, dismounted Soldier tactical radio, and digital Situational Awareness (SA) training. Of the two companies, one was a large traditional business and the other, Sherpa 6, is a Service-Disabled Veteran Owned Small Business (SDVOSB). Please see paragraph 8 for additional details on market research.
The requirement cannot be satisfied through the Federal Prison industries or an Ability One participating non-profit agency for the blind or severely disabled.
6. Efforts to Obtain Competition: The Contracting Officer published sources sought notice W911QY19RDSAAT to the Federal Business Opportunities (FBO) website on 29 March 2019. Additionally, in accordance with FAR 5.201, this requirement was synopsized through the Federal Business Opportunities website on 30 August 2019. No responses were received from other SDVOSB companies.
a. Effective Competition: Since this is a sole source action under FAR 6.302-5(b)(6), effective competition is not applicable.
b. Subcontracting Competition: No subcontracting is anticipated.
7. Actions to Increase Competition: The follow on to this requirement will be competed to the maximum extent practicable. The requirement was synopsized in accordance with the requirements of FAR 5.202. On 30 August 2019, intent to sole source notice W911QY-19-R-0051 was posted to the Federal Business Opportunities website.
Breaking the requirement out in the effort to increase competition was considered, however, continuity and consistency is of the utmost importance for contract performance. Based on this, the requirement will be sole source to one vendor under FAR 6.302-5(b)(6).
8. Market Research: Market research was conducted in accordance with FAR Part 10.
