The acquisition will be conducted under the authority of the Federal Property and Administration Act of 1949 and the Open Market Program. The primary statutory authorities are Title II of the Federal Property and Administrative Services Act of 1949 and 40 U.S.C. 501. The procurement is being conducted as a sole source under FAR 13.106-1 due to the unique and specialized nature of the Aerostar Undersuit and the urgent requirement from the customer, who is experiencing significant backorders for essential parts on their current dry suits. The Contracting Officer will synopsize the RFQ through SAM.gov for 7 days, and vendors quoting the required name brand items will be allowed to submit quotes.
