MEMORANDUM FOR MICC – Fort Drum
SUBJECT: Brand Name Exact Match for FedBid Buy # 945596 – Motorola APX-6000
1. Fort Drum has an Installation-wide P25 Digital Encrypted Land Mobile Radio System, administered and maintained by the Network Enterprise Center. The Government currently has Motorola APX-6000 Handheld Radios throughout the Garrison Directorates. All radio programming code plug template development, radio programing (touch-labor), and AES
Encryption Key development and maintenance is performed by the Network Enterprise
Center – LMR Administrator. The Government has an existing investment in Motorola APX
Radio Programming Software (CPS version R18), Software License Keys, the Advance
System Keys, AES Encryption Key loading devices, all interconnecting cabling, and training. The Government has an existing investment is the radio programming code plug templates and encryption key files development. Introducing a different Brand/Model radio dispensed in such small quantities among different user types, will increase the required touch-labor and total cost of ownership over the product life-cycle. Jefferson County
Government is also currently building out a County-wide P25 Digital Land Mobile Radio
System, with the APX-6000 series radios. This system will overlay the Fort Drum
Installation’s Geographic Area. Motorola APX Product compatibility with the County P25
LMR System will guaranty interoperability with First Responders and Mutual Aid Assets, entering the Wheeler Sack Army Airfield/Ammo Supply Point.
2. Research conducted online of Land Mobile Radio products did not produce an acceptable substitute item that meets the Government’s requirements for Interoperability with County
Government, or utilizing the existing investment in Motorola APX Radio Programming
Software (CPS version R18), Software License Keys, the Advance System Keys, AES
Encryption Key loading devices, all interconnecting cabling, and the training.
3. The Motorola APX-6000 Radio is the only known item that can satisfy the Government’s requirement.
4. For the reasons listed above, I request the ASC purchase the Motorola APX-6000 Series
Handheld Radios, as an Exact Match.
