2. The mobile crane is to replace an old 75-ton crane that is reaching the ends of its useful life.
The new crane will be used primarily for lifting and loading and unloading various pieces of military equipment ranging from High Mobility Multipurpose Wheeled Vehicles (HMMWVs) to military shelters and systems to remove them or place them on transport vehicles or test pads.
3. Requirements
3.1 Capacity: The mobile crane shall have a minimum load capacity of 100 US tons.
3.2 Boom: The mobile crane shall have a minimum of 40’ to 150’ five-section full-power boom.
A double acting hydraulic cylinder or cylinders with integral holding valve or valves shall be used for raising and lowering the boom. The boom shall be capable of elevation angles ranging from -3 degrees to +80 degrees as a minimum. (It is understood that these angle extents will not appropriate for every crane situation.)
3.3 Outriggers: The mobile crane shall be equipped with four hydraulic telescoping outriggers.
The outriggers shall be of single stage double box beam or similar design with jack cylinders for leveling.
3.4 Engine: The mobile crane shall be powered by a minimum of a 275-horsepower turbo-charged diesel engine. Engine shall be Tier 4 or latest EPA compliant configuration. There shall be an engine protection system to protect from engine coolant overheat. Engine shall have ECO mode feature or similar feature to control engine Rounds Per Minute (RPM) to lower noise and reduce fuel consumption.
3.5 Transmission/Travel: The mobile crane shall employ an automatic transmission with a minimum of 5 speed forward and 5 speed reverse. The mobile crane shall be equipped with lever directional control and capable of a minimum of 15 mph travel speed.
3.6 Operator Controls: The mobile crane shall be equipped with a tilt steering column such that it is adjustable for different operators. It shall be equipped with the necessary levers and controls such that the boom may be raised, lowered, extended and retracted and that lifting hook cable may be paid out or reeled in to raise and lower hook. The crane shall also have controls for extending and retracting and retracting out riggers and lowering and raising outrigger leveling jacks.
3.7 Crane Control System: The crane shall have a crane control system with the following features as a minimum:
- Rated Capacity Limiter (RCL) for load moment
- Anti-two block system with an audio and visual warning and control lever lockout
- Display showing boom angle, boom length, load radius, boom tip height, maximum permissible load, actual load, warning of impending two-block condition
- Work area definition system or similar system to allow the operator to pre-select and define safe working areas such that if the crane approaches the pre-set limit an audio/visual warning is indicated to avoid hazards and obstructions.
3.8 Steering: The mobile crane shall be equipped with power steering.
3.9 Brakes: The mobile crane shall be equipped with power-assisted hydraulic brakes to provide smooth reliable braking with minimal effort. The braking system shall employ non-asbestos brake linings/pads. The mobile crane shall also have a parking brake.
3.10 Tires: The mobile crane shall be equipped with lug tread tires for outdoor all season all terrain use.
3.11 Accessories: The crane shall be equipped with a minimum of the following accessories:
