DEPARTMENT OF THE AIR FORCE
374th Airlift wing
12 January 2023
MEMORANDUM FOR 374 CONS/PKA
FROM: 94 AAMDC
SUBJECT: Statement of Need for KCS Warrior Restaurant POS Solution
1. Purpose: The Army is in dire need of an updated POS system. The current legacy system is not automated, cloud based, nor able to compete with what the civilian sector currently offers for fast casual restaurants. The objective is to source a POS vendor who can tackle innovation, modernization, and scalability for Army Warrior Restaurants to support cloud-based POS capabilities across the globe.
2. Requirements: The Contractor shall provide and implement a robust point of sales system to include:
a. Cloud based POS provider with its own Software, encrypted Hardware, and secure Payment Processing solution rolled into one.
b. Secure End-to-End solution to deploy and manage one vendor instead of multiple vendors that require different integrations between the software, hardware and the payment processor.
c. Menu management: Display group or course group and put top sellers on the main menu for faster checkout. Create Modifiers and Categories. Make changes from anywhere and apply them to any/every restaurant location.
d. User management: Add users and manage their permissions one by one or in bulk. Make sure the whole staff is on the same page with shared settings.
e. Reports: Keep tabs on all the numbers that matter. See sales by category, item, or payment type. Monitor overall trends for the month and see what and how many items were sold at any given time or shift, all in real time.
f. API communication: Upload reports via cloud-based systems and tie into Army and DoD networks such as STORES and DFAS for subsistence accountability and financial audit.
g. Digital form creation and storage: Mirror DoD and DA forms digitally with automated upload into cloud database.
h. Diner entitlement confirmation for meal entitlement users, as well as credit, debit, and touch pay capabilities. Contractor will cover transaction fees and conversation rates on a quarterly reimbursable basis outside of DoD standard meal rates (updated annually).
i. Hardware required:
(1) POS system – Quantity 5 each
(2) Electronic cash drawer – Quantity 5 each
(3) Receipt printer – Quantity 5 each
(4) Receipt printer paper – Quantity 125 rolls
(5) Multifunctional CAC scanner – Quantity 5 each
3. Period of Performance: The software subscription and help desk support services shall be for one (1) base year and two (2) option years.
4. Delivery: The POS solution will be delivered to Kyogamisaki Warrior Restaurant in Kyogamisaki Japan.
5. Security Requirements: Hardware, and software must meet DoD security clearance measure before onboarding at the KCS Warrior Restaurant and must maintain the level of security required for the life of the contract.
