STATEMENT OF WORK

FOR

BUILDING 3333 PASSENGER TERMINAL WINDOW TINT

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The 721st Aerial Port Squadron is the largest en route in the world. It ensures theater direct delivery in support of strategic and contract commercial airlift. The Ramstein Passenger Terminal accommodates all passenger movements for AMC, USAFE, AFRICOM, USAREUR and EUCOM. The facility houses military and civilian members who receive and process over 200,000 passengers annually.

1.1 The current Passenger Terminal windows are not reflective or tinted. This causes increased energy costs during the summer due to the entire facility being made of glass. Furthermore, the lack of reflection presents major security concerns and creates a security risk to our Airmen, civilian members and passengers that is currently impossible to mitigate.

1.2 If this project is not complete, the Ramstein Passenger terminal will continue to expend unnecessary amounts of energy on cooling. The Passenger Terminal regularly processes greater than 300 passengers at one time. The lack of a cooled space becomes detrimental to health and comfort standards. Furthermore, not having tinting across the terminal causes the continuation of unnecessary Anti-Terrorism and Force Protection risks to passengers, Airmen and the Civilian workforce.

1.3 The Contractor shall submit a report of the work performed to the 721st APS POC. POC is the Flight Commander of Combat Readiness and Resources. The report should be an Excel or PDF document that should be received not later than 5 days after work performed. The Government will evaluate the Contractor’s work performance by appointing a representative to ensure services are received in a timely manner and through completion.

1.4 Maintenance and installation shall be performed by the Contractor at the on-site location.

Best commercial practices and guidelines established by the equipment manufacturer shall be utilized. The contractor shall not perform services on the facility without prior written approval.

All parts and material used to perform under this contract shall be new and from the same or better capacity and efficiency standards of the original manufacturer’s part.

1.5 The Passenger Terminal is roughly 4 stories at it is highest point. Material Handling Equipment will be required to complete this project. The 721 APS can provide a scissor lift to complete portions of the project, however any other required equipment must be provided by the contractor. We recommend an additional site visit prior to awarding the contract to ensure the contractor is capable of completing this project.
