About this file
This request for information seeks information from potential sources for the procurement of two knuckle boom or telescoping knuckle boom marine cranes. Responses are requested by April 6, 2021 to provide details on capability to meet requirements, including lift capacities of 22,000 pounds at 70 feet in port, 10,000 pounds at 70 feet offshore in sea state 4, and 15,000 pounds at 30 feet for partially submerged objects. The cranes must meet API 2C standards and be designed for the marine environment with stainless steel and corrosion resistant components. Delivery is required by April 2022 to Joint Expeditionary Base in Little Creek, Virginia. The document outlines additional technical requirements for the cranes and requests pricing, drawings, component data, and maintenance plans from potential sources.

e. Fluid type, volume, and cooling requirements
f. Comprehensive list of safety interlocks
g. Comprehensive list of critical components
h. HPU pump performance curves
i. Wire rope certificate of test
j. Recommended maintenance schedule
5) Commissioning/installation support, to include:
a. Certification of correct installation of hardware, components, and services.
b. Grooming of control/safety systems
c. Participation in load testing
d. Crew familiarization training covering operation, routine maintenance, and electronic control module (ECM) trouble code recovery and interpretation (up to four people)
6) Technical support of integration design effort (phone support to answer questions as needed)
7) Component Warranty
Options:
1) Crane delivered treated for long term storage of six months to a year. Warranty not to begin until crane is installed and crew training has completed, if installed inside of the terms of the treatment.
2) The Government is willing to consider not mounting the HPU on the crane for Vessel 2 if it is to the Government’s advantage.
3) The required reach for both cranes is 70 feet. Cranes with a reach of up to 100 feet which meet the load requirements at 70 feet will be considered for Vessel 2.
Government Responsibilities and Points for Collaboration:
The Government will integrate the selected crane package with the boat’s systems, ensuring the systems provide the performance necessary for the crane to operate to its full potential. The
Government may find it necessary to collaborate with the supplier at interface points to achieve an optimum design solution. The Government will identify such points and consult initially with the supplier within two weeks of receipt of the technical data package. Periodic correspondence with the supplier may be necessary as the design integration process matures.
Crane System Definition:
The crane system to be supplied includes the crane, hydraulic system, controls, motor controllers, boom crutch, and other ancillary components necessary for proper functioning of the crane. The crane system as defined herein does not include the boat foundation or the power feed to the system.
Objectives:
To minimize life cycle costs, commonality of controls, parts, and maintenance plans is strongly desired by the Government.
Requirements:
1) The cranes shall be designed to the requirements of API 2C. Certification testing shall be in accordance with NSTM 589.
2) Lift capacity (in‐port or sheltered harbor): minimum 22,000 lbs @ 70 feet.
3) Lift capacity (off‐shore, sea state 4 Hsig=8.2 feet): minimum 10,000 lbs @ 70 feet.
4) Lift capacity (partially submerged object): minimum 15,000 lbs @ 30 feet.
5) Lift a 10,000 lb load with hook up point 12 feet above the main deck, with a lateral separation of
30 feet from the crane axis, and with a maximum of 3 feet of wire beyond the anti‐two block device.
6) Man‐lift capacity: minimum 7500 lbs @ 30 feet.
Note: It is highly desirable that the crane meet the lift requirements with a single part lifting wire.
7) Dedicated HPU ‐ The HPU shall have the capable of being mounted either onto the crane assembly or be mounted onto structural members of the craft apart from the crane assembly.
The HPU will be powered exclusively from the boat electrical systems. (Note: For Vessel 1, the
HPU may need a custom tank due to space restrictions.)
8) Operator Cab ‐ The crane shall have an enclosed cab for the operator. The cab should be located on the left side of the crane boom (both cranes). The enclosed cab shall have environmental controls.
9) Stainless steel cylinder rods ‐ All hydraulic cylinders must be equipped with stainless steel cylinder rods.
10) Hydraulic Hose Metallic Hardware ‐ All metallic hardware used on all hydraulic hoses shall be manufactured from alloy 316 corrosion resistant steel.
11) Lighting ‐ The crane and its boom shall be equipped with adequate lighting for night time operations.
12) Marine Grade Corrosion Protection – Paint scheme, fasteners, and other component shall be designed to withstand the marine environment.
13) Boom Crutch ‐ The contractor shall supply a Boom Crutch and make recommendations concerning the proper installation of the boom crutch onto the boat. The crutch shall provide support to the boom when the crane is stowed.
14) An Anti‐two block device will be provided with each crane.
15) A crane load sensing system or indicator should be included as an option for each crane.
Information to Include:
1) Cost and schedule for:
a. Purchasing two 70 foot reach crane systems via separate purchase orders.
b. Purchasing one 70 foot reach crane for Vessel 1 and one 70+ to 100 foot reach crane for
Vessel 2 (Option 3).
c. Invoking Option 1 for one and for both cranes with the understanding that this option would be invoked as circumstances dictate after award but before delivery of the cranes.
d. Cost to include all items identified in the “Items to be provided” section of this document. For engineering/technical support for the integration of the crane system on the boats, quote 40 man hours of phone support and the man hour rate for additional hours, if required.
2) Specific model cranes with operating profiles demonstrating compliance to the requirements of this technical specification.
3) Assessment of Option 2 against the “Objective” of this procurement
