PWS PART 5: SPECIFIC TASKS

5.1. GENERAL: Provide all resources, labor and equipment to relocate and modify 24 existing containment shelters. Existing containment shelters are Government Furnished Property (GFP) and located at several locations throughout the installation. Shelters are in used condition with some worn and damaged components. Contractor will be allowed to salvage components from other existing shelters that are not part of the 24 to be relocated. There will be no warranty requirement on GFP inclusive of steel bases (berms), ramps, canopy framework, canopy fabric, connectors, fasteners and associated components. Modification of the steel bases is required to meet customer requirements without knowing adverse effects of the original manufacturer design criteria. Contractor shall not be liable for modifications made IAW this work statement (PWS Part 5: Specific Tasks or attachments). Shelters were manufactured by Polystar Incorporated and provided by Containment Corporation.

5.1.1. It shall be the responsibility of the Contractor to verify all portions of the work to be done to include measurements, job site locations and conditions prior to starting work.

5.1.2. It shall be the responsibility of the contractor to perform their own snow removal if required during the period of performance. Contractor snow removal responsibilities shall be limited from the nearest roadway to the point of shelter removal/placement. Contractor shall remove snow required to disassemble, place and reassemble shelters.

5.1.3. Physical training occurs on designated roadways between 0630-0800 which may restrict movement.

5.1.4. Installation Access and Identification of Contractor’s Employees: Entry to the installation requires the following: current vehicle registration, proof of insurance, valid driver's license for the vehicle driver, and picture identification for other personnel. Contractors/Subcontractors and their employees requiring access to the installation will be required to comply with the installation access control policy/procedures. Each employee who requires access to Fort Drum to perform work under any contract, at any tier, must obtain a DoD identification credential or local access badge (LAB) to obtain access to Fort Drum. The Contractor shall provide a list of names and dates of birth of all employees that will be working on this contract to include subcontractors. CORs/Contract Technical Representatives are required to complete an IMDR-ES Form 2 (Application for Sponsorship) for all individuals needing access under the contract and submit to usarmy.drum.imcom-atlantic.mbx.des-acp@mail.mil at least 7 days prior to access being needed.

5.1.5. “HOT” Permit shall be maintained on-site by the Contractor. Prior to performing any work which involves torch cutting, brazing, welding or any other heat producing operation, the Contractor shall obtain a “HOT” permit from the Fire Prevention Office, Building 1585, 315-772-4702.

5.2. COORDINATION: The Contractor shall coordinate all work to be done with the Government Point of Contact (POC). The Contractor shall contact the Government POC a minimum of five (5) calendar days prior to starting work. The Government POC shall be given at time of award.

5.3. Project Specifications: The work to be performed shall include the following items as specified in contract documents, specifications and slides (See Attachments: Containment Shelters).

5.3.1. The Contractor shall disassemble, transport and reassemble 24 each containments shelters as identified on the attached slides (Containment Shelters). Disassembly of the shelters shall be to a point that they can be safely handled and transported to their new locations. There are two types of structures. One type of structure has a four (4) piece assembled base (approximately 14-3” x 40’) with a 9” berm around the perimeter and lift off ramps. Lift off ramps shall be left along the edge of the concrete hardstand at the location from where the structure was removed. 17 of these type structures shall be relocated. The other type structure has a one (1) piece base (approximately 11’-11” x 40’) with a 10” berm and integral ramp. 7 of these type structures shall be relocated. Ramps for the one piece bases shall be relocated with the structure.

5.3.2. The contractor shall not reassemble either of the type structures with unserviceable frame components, connectors, fasteners, ratchets and ratchet straps. Serviceable components may be salvaged from left behind structures (20, 30, 33, 50, 51) identified in the attached Containment Shelter slides. Contractor may need to provide new fasteners (bolts, nuts, washers) if enough serviceable ones cannot be salvaged. Canopy fabrics shall be reinstalled on the same structure from which it was removed. Canopy framework shall be securely connected at all intersections where vertical and horizontal members cross. Bottom bars on long edges of the canopy fabric shall be anchored to the steel base along each side at five (5) points with ratchets and straps. Fabric shall also be secured at ends with all serviceable straps that are permanently attached to the canopy fabric. End ratchets and cables shall be reinstalled through serviceable end pockets on canopy fabric.

5.3.3. The contractor shall make modifications to the shelters after reassembly. All 17 shelters with four (4) piece bottoms shall have the berms cut out at each end. Bases and berms are steel construction with a fiberglass coating. Vertical cuts shall be 12” in from each corner. Finished horizontal cut between the vertical cuts shall be within ½” of the steel base floor. All cut edges shall be ground to remove sharp edges/burring. 12 of the four piece shelters shall also have a 3’-4’ long cut out along the side berms. Locations of these cutouts will be determined/identified by the customer. The 7 shelters with the one (1) piece bottoms shall have the original ramp reinstalled at one end and the berm cutout at the opposite end. Vertical cuts shall be 12” in from each corner. Finished horizontal cut between the vertical cuts shall be flush to within ½” of the steel base floor. All cut edges shall be ground to remove sharp edges/burring.

5.4 CLEAN-UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each work day. All materials shall be disposed of off post IAW applicable local, state, and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation shall apply.
