About this file
This document contains a performance work statement (PWS) and sources sought announcement for information system security officer (ISSO) services. The National Weather Service Alaska and Pacific Regions require ISSO services including establishing security policies and procedures, evaluating compliance documentation, developing security training, reviewing security controls, and managing plans of action and milestones. The contractor must provide qualified personnel with IT security experience and certifications to perform tasks such as advising on security solutions, developing implementation plans, and creating security policies and procedures. The PWS outlines required skills, place of performance, hours of operation, travel requirements, security processing, and performance metrics for reporting on tasks like policy development and documentation quality. The sources sought announcement identifies this as a small business set-aside for a hybrid firm-fixed-price and time-and-materials contract awarded by the Department of Commerce National Oceanic and Atmospheric Administration to support ISSO requirements for the Alaska and Pacific Regions National Weather Service.

The PRS establishes key elements of Contractor performance that represent "mission essential" service requirements, which are identified in the table below in the "Service Output" column.
The "Performance Objective" column represents the standard against which Contractor performance will be measured in relation to accomplishment of the corresponding service output.
The performance objective or "standard" describes the minimum acceptable level of service by the Contractor for satisfactory performance. The "Acceptable Quality Level (AQL)" column displays the maximum allowable deviation from the performance objective, wl1lch, if exceeded, evokes the negative incentive specified in the table below.
