About this file

This Statement of Work (SOW) details a fuel storage tank repair and maintenance project for the Salem VA Medical Center in Virginia. The comprehensive scope involves testing, demolition, and replacement of underground and above-ground storage tanks, including 3-year testing for underground tanks and 5-year testing for above-ground tanks. Key tasks include performing tank tightness tests, automatic tank gauging functionality checks, hydrotesting and cleaning tank sumps and spill containments, and testing overfill valves across multiple campus buildings.

The project requires demolishing five diesel underground storage tanks, excavating and removing tanks, piping, and associated materials, and properly disposing of contaminated soils. Additionally, the contractor must replace monitoring consoles in multiple buildings, installing nine small consoles and one large console from Veeder Root TLS4 or TLS450 models. The work also includes replacing spill buckets and overfill drop tubes at specific tanks, providing a Windows laptop with console software, and a black and white laser printer. All work must comply with Virginia Department of Environmental Quality (DEQ) standards, with comprehensive reporting of deficiencies and test results required. The contractor must obtain all necessary permits and provide training and documentation for the new equipment.

658-25-002 Repair Fuel Storage Tanks Salem VA Medical Center, Salem, Virginia

SOW Summary

The contractor shall initiate testing upon receiving notice to proceed, covering "3 year" tests for underground storage tanks (UST) and "5 year" tests for above ground storage tanks (AST) as specified. Tasks include tank tightness tests, Automatic Tank Gauging functionality, hydrotesting and cleaning of tank sumps and spill containments, and testing overfill valves. Daily cleanup and restoration of work areas to original conditions are mandatory. Comprehensive reports outlining deficiencies, failures, and necessary actions for DEQ compliance, along with cost estimates for corrective measures, are required. For UST demolition, five diesel tanks shall be excavated, removed, and the site restored, including handling and disposal of contaminated soils and tank materials. Necessary permits, dewatering, shoring, and other expected underground excavation costs must be included in the proposals.

For Building 156, the job involves tank equipment removal, ullage testing, potential tank replacement, new riser installation, and installing new tank sumps and spill containment.

Hydrostatic and functionality tests shall be conducted post-installation, followed by site restoration. Console replacements entail removing and installing new monitoring consoles comparable to Veeder Root TLS4 or TLS450 models, utilizing existing sensors and wiring for underground tanks across campus buildings. Additional wiring and connection devices must be managed, and training and documentation for new consoles provided. A Windows laptop with necessary software and a printer are to be supplied for report generation. Spill overfill tasks involve replacing spill buckets and overfill drop tubes at specified tanks, ensuring tightness and providing test documentation. All phases of work include required permit acquisition and adherence to Virginia DEQ standards.

TESTING

Testing shall be executed immediate upon notice to proceed for this contract. The scope of work shall include the following:

Perform all necessary DEQ “3 year” testing for underground storage tanks (UST) and the anticipated “5 year” testing for above ground storage tanks (AST) listed in the provided table. At a minimum, the tasks shall include performing tank tightness tests, which encompass the lines, conducting Automatic Tank Gauging functionality tests, hydrotesting and cleaning tank sumps, and testing overfill valves for each. Additionally, hydrotesting and cleaning spill containments will be conducted for each site. The sites will be cleaned of all debris daily, and the work area will be restored to its original condition, including landscaping, seeding and erosion control.

Contractor shall provide comprehensive report, including an itemized list of deficiencies, defects, failures, and necessary actions for compliance with all Virginia DEQ regulations and guidelines.

Include in the report a cost estimate for the itemized, which will be used to prepare an RFP for corrective action.

Demolish UST

Contractor shall demolish 5 diesel USTs (138, 140, 141, 142, 170). Demolition shall include excavation, removal of tank, removal of piping and wiring associated with the tank, testing of adjacent soils, disposal of contaminated soils as necessary, and backfill with suitable soils or stone to achieve 90% compaction in grassed areas and 95% compaction

Tanks, piping, wiring and all materials removed from underground shall be disposed of by the contractor off site in an approved disposal location.

Contractor shall obtain all permits required for the work to be performed and include these costs in the proposal. Contractor shall include in the proposal all reasonable costs to be expected when performing underground excavations such as dewatering, shoring and removal of unsuitable material as deemed likely or necessary during the site walk through.

Building 156

The scope of work for the project at Building 156 involves several key tasks. The contract shall saw cut and excavate to the tank top and remove all equipment and risers and plug the openings. Contractor shall test ullage part of the tank, and the owner will be notified of the results. If the ullage test fails, the tank will need to be replaced. Contractor’s proposal shall reflect the ullage test failing and replacing the tank. If the ullage test passes, new risers will be installed to grade level. Contractor shall include in their proposal a deductive bid option to be executed in the even that the ullage test passes the test. Contract shall provide a new tank sump to be installed with entry boots for the existing conduit and piping. Additionally, a new 5-gallon spill containment shall be installed along with a fill adapter, cap, and overfill drop tube.

Upon completion the contractor shall perform hydrostatic testing on the tank sump and spill containment, and the overfill drop tube will be tested. An existing Veeder-Root console functionality test shall be conducted. Following successful completion of all tests, the excavation shall be backfilled with stone to 95% compaction and any excess material shall be removed from the site . Contractor shall set a traffic rated manhole for access and place 6” of concrete and reinforcing to match existing grade and provide positive drainage away from the manhole and any potential infiltration points.

Consoles

Contractor shall remove and replace monitoring consoles at all tank storage facilities on campus. The project involves the removal of existing TLS350 Veeder Root consoles from the walls in five building locations as well as one TLS350 console from the boiler plant control room B175. In their place, contractor shall provide a new console comparable to either the Veeder Root TLS4 (small console) or TLS450 (large console), which utilizes the existing Veeder Root sensors and wires installed in the storage tanks. Alternate consoles are acceptable given that they meet the minimum functionality and specifications of the referenced Veeder Root TLS4 and TL450 and are capable of using the existing sensors and wires. Contractor’s proposal shall provide for a maximum of 20% additional wiring, https://dvagov-my.sharepoint.com/personal/daniel_spaulding_va_gov/documents/a_workload/a_ workload/construction/3 - fy26 658-raceways and connection devices as necessary in order to reconnect and replace worn out existing connections to the new equipment.

Five small consoles shall be replaced and new ones install in buildings 138, 139, 140, 141, 142. One large console shall be installed in building 175 to replace the console currently in building 145. In addition, four new small consoles shall be installed in buildings 156, 157, 154, and 1. This results in nine smaller consoles and one larger console. Contractor shall provide training and documentation for all new consoles, devices and/or apparatuses. All consoles shall be from the same manufacturer such that future communications between units can be facilitated. Consoles will not be connected to a network or wireless signal.

Contractor shall provide a Microsoft Windows (latest version) laptop, with necessary manufacturer console software installed and licensed, capable of connecting to and downloading data/reports from the consoles via a wired connection. Contractor shall provide a black and white laser printer that can be hardwired (USB preferred) to the computer and print downloaded reports and data on letter sized plain paper. Three (3) additional toner cartridges shall be provided with printer. The government’s network systems requirement is that the consoles cannot be connected to a network as this creates a security breach.

Protocol will be for government personnel to utilize the provided computer to download data from console and print data via hard wire.

Consoles may be IP connectivity capable, but this function will not be utilized by the government at this time.

All console units shall be tested and certified by the contractor. Documentation of testing and demonstration during training will be required at each location.
