About this file
The document is an Invitation to Bid (ITB) from the Florida Department of Transportation (FDOT), District Five, for Supplemental Routine Maintenance services in Oviedo Operations, covering Seminole and Orange Counties. The contract aims to establish a one-year agreement for providing staffing and equipment to perform routine maintenance services on non-interstate roadways, with potential renewal options for up to three years. The solicitation requires two field crews, each consisting of one Crew Leader, one Equipment Operator, and three Maintenance Workers, to perform various maintenance activities including asphalt repair, shoulder maintenance, drainage structure cleaning, concrete repair, landscaping, traffic control, and emergency response. The bid is due on July 8, 2025, with a public opening scheduled for the same day, and the Department plans to determine the intended award on July 14, 2025.
The contract has a budgetary ceiling of $700,000, with funding currently available at the full amount. Compensation will be based on unit rates specified in the Bid Price Proposal, covering crew and equipment costs. Bidders must be registered in the MyFloridaMarketPlace system and comply with various state requirements, including having a drug-free workplace, being free from scrutinized companies lists, and utilizing the E-Verify system for employment eligibility verification. The Department encourages small, minority, women, and service-disabled veteran businesses to compete, with potential preference given to Veteran Business Enterprises, businesses with drug-free workplace programs, and Minority Business Enterprises in case of identical pricing. The contract excludes certain maintenance activities such as highway lighting, traffic signals, and outdoor advertising vegetation management.
