Web Support Services Level of Effort Information

INFORMATION USEFUL FOR LEVEL OF EFFORT CALCULATIONS

The Content Management System/Drupal

A portion of DOL.gov content is hosted on a Drupal platform. The rest of DOL.gov is on a manually maintained web server. Many pages from DOL.gov were moved into the Drupal system over the last several months so those are maintained via a Drupal template interface. Currently, OPA is procuring CMS licensing and cloud/hosting costs separate from this contract. Currently, the tasking under this contract will not include managing the Drupal platform but contractors will be users of the Drupal system for the purposes of adding and updating web content.

Application Development & Maintenance

Over the life of the contract, an estimate of the number and complexity of applications to be developed per application type is:

Traditional web applications: possibly 2; complexity=3 out of 5

Mobile applications: possibly 2; complexity=3 out of 5

Desktop applications: none

We currently maintain approximately 24 traditional Web applications and 3 mobile applications (2 for iOS and 1 for

Android).

General Web Content Management

New microsites (less than 10 pages) are created approximately every 2 months for DOL.gov. No new large-scale websites have been created for several years and none are anticipated. A few new pages may be completed each week but there will be multiple content edits each day across DOL.gov and LaborNet (DOL’s intranet).

It is possible that a redesign of DOL.gov or LaborNet will be needed at various times.

As part of quality control processes for web content updates, each edit made by one team member will be reviewed by another. Additionally, contractors performing content edits may need to work from edited copy and have the ability to then proofread the resulting web pages against the requested changes.

There will be no immediate need for still or motion graphics editing, since most of this type of work will be completed by another division within the Office of Public Affairs. The government may add graphics support in the future to assist in redesign efforts.

Here is additional information about the number of content edits:

DOL.gov

OPA DEC is responsible for all file management activities for DOL.gov, including managing the centrally created templates that drive the look and feel for the entire site. OPA DEC also has management and editing responsibility for the DOL.gov home page and the main interfaces (Topics, Audiences, etc.) that link into information on different agency websites. These interfaces account for approximately 18,300 files on the website, including a mix of HTML, PDFs, images, videos, photos and other similar types of Web content.

Based on a two year average:

Average Number of Content Change Tasks/Year: 1,063.50

Average Days to Complete Changes: 1.11

Average Number of New Pages Created for Tasks: 3.74

Average Number of Existing Pages Revised for Tasks: 13.67

These numbers also include mass search and replace operations that can affect hundreds of pages at a time.

LaborNet

OPA DEC is responsible for all file management activities and content updates for LaborNet. LaborNet consists of

3,415 HTML pages, 3,200 PDFs, 1,800 Word documents, 1,100 image files, and other similar types of Web

Content.

Based on a two year average:

Average Number of Content Change Tasks/Year: 1,471.50

Average Days to Complete Changes: 1.24

Average Number of New Pages Created for Tasks: 0.75

Average Number of Existing Pages Revised for Tasks: 1.51

Service Desk

Our service desk serves approximately 75 users but some support is managed by the Enterprise service desk operated by OCIO. 12 users work in other locations.

The vendor will be responsible for managing and supporting approximately 20 desktops for Windows and 25 for OS

X. These are the desktops connected to our development environment. We provide minimal support for the desktops connected to the DOL network that aren’t included in these numbers.

The service desk receives approximately 2-3 tickets per day and our standard SLA for issues is 4 hours.

Risk Factors

The major management risks that could impact schedule, work content, or cost on this project are changing priorities due to emerging needs and an uncertain funding situation similar to what any other federal program experiences.

The major technical risks that could impact completion of the project work are mitigated somewhat by our use of

Agile Development methodologies. Unavailable technology (or delayed procurement of technology) has been an issue on occasion but any delays that are due to our inability to procure necessary resources aren’t held against the contractor.

As an agency that reports directly to the Office of the Secretary, our work can be dynamic and our priorities can change quickly due to emerging needs. Flexibility is a key component of the way we work.

Distribution of Tasking

The expected distribution of work across the 8 different task areas in section 3.2 is:

Information Technology Governance – 10%

Content Management – 17%

Technical Services/Application Development – 43%

Quality Management – 10%

Security – 10%

Project & Program Management – 5%

Change, Configuration and Release Management – 5%

Cloud or Centralized Hosting Support – 0% (at contract start; possible future need)

Security

The current FISMA rating for the Web Production Environment System is Moderate. The DOL National Contact

Center rating is Moderate.

There are existing POAMs for the systems:

General

The historical yearly level of effort to support the tasks in this procurement is approximately 36,000 hours.

DOL’s Computer Security Handbook will not be provided to vendors due to security concerns.
