Note 1: For most position titles, the DOL-recommended levels will agree with those on the Phase II compensation data sheets that were distributed in August 2002. However, there might be differences for some of the position titles. This spreadsheet has not been designed to reflect special adjustments that were made as part of the Phase II exercise, such as: 1) the application of the 15% cap on yearly salary increases in the first two contract years covered by the Phase II exercise; 2) the hold-harmless feature for salaries that were already above the DOL-recommended levels. Where such differences are noted, the Phase II levels should be regarded as the authoritative DOL guidance.
It should also be understood that this spreadsheet should not be taken as a DOL-mandate to pay salaries and fringe benefits at the exact rates reflected in the "DOL-Recommended" column. Instead, this spreadsheet has been desigend as an analytical tool that can be used by regional and contractor staff to identify and possibly research those instances where budgeted compensation rates are at substantial variance with the levels recommended by DOL.
