Pre-Proposal Conference Minutes
Oneonta Job Corps Center
Oneonta, NY October 6, 2008 The following are the minutes of the Pre-proposal Conference for the operation of the Oneonta Job Corps Center as published in RFP: DOLJ08RFP00003 The conference was convened at 10:30AM by Mr. Pendleton.
Mr. Tom Pendleton welcomed everyone to the conference and introduced the Government’s representatives and their roles in the procurement activity.
Mr. Pendleton asked all attendees to write their contact information on the sign-in sheet.
Mr. Pendleton then reviewed the RFP content, terms, conditions, instructions and evaluation criteria, noting several specific items:
1. Proposals are due on December 1, 2008 at 12:00 noon. Submittal date and time will be established upon being time stamped by the OASAM office(JFK Federal Building, Room 215). Tom asked all attendees to note that packages arriving by courrier and mail/delivery are all screened by the building security and this may cause a delay in being received in his office - and so, offerors are asked to take this potential delay into consideration when submitting proposals and allow for additional delivery time.
2. On page 32, Mr. Pendleton wanted the attendees to pay close attention to Section G for Liquidated Damages and its clause, since this has become a major issue in Job Corps.
3. Mr. Semansky wanted the attendees to understand the J attachments since they are driven by the Boston Business Model when submitting their proposals.
4. Companies that are certified in CCR should state that in their proposal and we will verify their Annual Representations and Certifications from the ORCA website.
5. Mr. Pendleton informed all attendees that this is the only walk-through that will be conducted. He asked that attendees to take no pictures of the staff and students on the center.
6. On page 113, Mr. Pendleton informed all attendees that any proposals submitted must not exceed the page limitation. Pages beyond the limit will be neither considered or read.
7. Mr. Semansky wanted the attendees to pay close attention to the questions in section L when answering them.
8. The BMP must be submitted on CD or flash drive as well as hard copy. The hard copy will have precedence whenever there is a discrepancy between the hard copy and electronic versions.
9. For the purposed of this RFP, the inflationary rate used in projecting costs shall be 1.4%.
10. The discussion of services provided through G&A is deleted from the Cost Justification proposal and added to the Staff Resources Proposal.
11. An oral presentation may be required. If there is an oral presentation, Mr. Semansky emphasized that it is very important for the offeror to understand the questions that are on page 130 when answering them.
12. The anticipated dated for oral presentations to begin will be the week of January 26, 2009. Offerors must furnish 10 copies of any material presented. The Government will maintain one copy and destroy the rest after an award is made.
13. On Page 139, Mr. Pendleton indicated the relative weights to be used for the OA and CTS automated scores in relation to the center operations automated score. For purposes of this procurement, the following percentages will apply: Center 75%, OA 15%, CTS 10%.
14. Mr. Pendleton informed all attendees that the Government may award a contract on the basis of initial proposal received, without discussion or any opportunity to make an oral presentation so offerors should submit the best possible proposal.
15. Mr. Semansky informed that all offerors must be conversant with the Minimum Standards required on RFI 07-07
16. An electronic copy of attachment J17 National Staff Compensation Report Data will be provided on the 1st Amendment.
Questions:
Q: Is the State responsible for grounds maintenance?
A: The Center Operator is responsible for all the grounds within 5 feet of the buildings occupied by Job Corps. The state of New York maintains all other roads and grounds.
There were no further questions and Mr. Pendleton informed all attendees that following this conference, all questions regarding the RFP should be sent in writing to Binh Kha, Contract Specialist, email kha.binh@dol.gov.
The Pre-Proposal conference ended at 1:25pm.
