SECTION C-1
GENERAL INFORMATION
1.1.
SCOPE OF WORK.
The Grounds Services Contractor shall furnish the necessary management, personnel, and equipment in order to provide grounds services at the Approval and Certification Center, Triadelphia, West Virginia, as defined in this Performance Work Statement (PWS)
1.1.1 Mowing: During mowing operations, precautions will be taken to prevent rutting or tearing of grass. Towed and riding-type mowers will not be operated within two feet (2') of trees, shrubs, fences, utility poles and other obstructions. Such areas will be mowed with hand-propelled mowers or trimmers.
1.1.1.1 Mowing operations are to cease during rainfall and not resumed from 8 to 24 hours after a rain or as specified by the Contracting Officer's Representative (COR) to prevent damage to the grounds.
1.1.1.2 Grass Height. Grass in all areas is to be mowed to a height appropriate to avoid browning or burning of cut grass.
1.1.2.
Edging/Trimming: Grass, weeds, and ground cover growth along building foundations, trees (including tree wells), utility poles, fences (at least two feet on both sides), walkways, shrubs, flower beds, hydrants or other obstructions that cannot be cut with mowers must be trimmed by hand-held equipment.
1.1.2.1 Area of edging/trimming includes between the fence and main access road (Industrial Park Road).
1.1.2.2.
Edging/trimming is accomplished during every mowing cycle to ensure a neat, finished appearance of the lawn.
1.1.3.
Weeding of Ground Cover: Perform hand weeding of cultivated areas, removing weeds and other undesirable plant growth while leaving bushes, shrubs, or other cultivated plants undisturbed.
1.1.3.1 Care is to be exercised when weeding to preclude permanent damage to established plants. The Contractor will replace any plants permanently damaged by negligence or willful misconduct at no cost to the Government.
1.1.3.2.
All weeds, trash, dead leaves, cans, bottles, paper, glass or other debris and dead plant growth shall be removed and disposed of by the Contractor.
1.1.4.
Application of fertilizer, pesticide, and herbicide: Supplies for these applications will be provided by the contractor. Applications to be three times each year; twice in the spring and once in the late summer with additional applications as needed to address infestation problems.
1.1.4.1.
Applications will be scheduled by the Contractor with COR approval.
1.1.4.2.
Materials purchased by the contractor will be applied by the contractor as directed on the product package. Materials Safety Data Sheets, (MSDSs) will be provided by contractor so that appropriate protection is provided for employees applying the materials.
1.1.4.3.
Contractor may be relied upon to provide guidance and information on corrective actions to address potential or real infestation problems.
1.1.5.
Seeding: Reseeding of grassy areas will be performed as necessary.
1.1.5.1 Seed will be purchased and provided by the Government.
1.1.6.
Cleanup: Grass cuttings, weeds, and other debris on sidewalks, streets, and other surfaces resulting from mowing, trimming, edging, and weeding will be swept, removed from serviced areas, and disposed of by the contractor at the contractor's expense.
1.1.6.1 During the autumn months, leaves that accumulate on gutters, roadways, parking areas, sidewalks, and grassy areas will be gathered, removed from the serviced areas, and disposed of by the contractor.
1.1.7.
Grounds service will be scheduled on an "as needed" basis and on dates mutually agreed upon by the COR and contractor.
1.2.
CONTRACTOR PERSONNEL.
1.2.1.
Any person directing or supervising work being performed as required by this contract must have at least 2 years recent (within the past 5 years) experience in directing or managing grounds service work.
1.2.2.
Contract employees must be licensed by the State of West Virginia to apply fertilizer. Proof of license must be provided with proposal. If sub-contractor is contemplated for fertilizer application, please also provide vendor name and license for use of fertilizer.
1.2.3.
Provide references of previous or current clients (up to 3) if requested by the COR.
1.2.4.
Telephone contact. The contractor shall, not later than 5 calendar days before the effective date of the contract, provide the COR with a telephone number(s) that the Government may use at any time to contact either the contractor or contract supervisor. The contractor will immediately notify the COR of any change in these numbers.
1.2.5.
Employee Conduct--Contract and Subcontract. The contractor shall:
1.2.5.1..
Maintain satisfactory standards of competency, conduct, appearance, and integrity of employees.
1.2.5.2..
Take appropriate disciplinary action with respect to employees.
1.2.5.3..
Ensure that employees do not use or remove government property unless authorized herein.
1.2.5.4..
Relieve an employee of all duties and responsibilities related to this contract if either the Contracting Officer or COR deem that person to be:
1.2.5.4.1.
Unqualified, unsuitable or unfit to perform assigned duties.
1.2.5.4.2.
Careless or incompetent.
1.2.5.4.3.
Insubordinate or otherwise objectionable or whose continuing employment is contrary to the public interest or inconsistent with Federal regulations, policies or procedures.
1.2.6.
Recording Attendance/Identification
1.2.6.1.
Contract employees will have access only to the these on-site facilities--the first floor restroom and lunch area of Building I and the first floor restroom, lunch area, and maintenance office of Building II; restroom in Buildings III and IV.
1.2.6.2.
The contractor shall ensure that every employee has some form of Contractor identification before entering duty at the Center.
1.2.6.3.
If not noticeable on clothing, contract employees are required to carry their identification with them during duty hours and show it upon request by security or the COR.
1.2.7.
Each contract employee must sign in when reporting for duty and sign out when going off duty in logs at designated stations. The contractor ensures that employees adhere to these procedures and that sign-in, sign-out times are in accordance with the contractor's prescribed work schedules and the Center's normal working hours.
1.3
QUALITY CONTROL
1.3.1 The contractor shall provide a Quality Control Plan (QCP) that contains, as a minimum, the items listed in 1.3.2 to the contracting officer for acceptance not later than the pre-performance conference. The contracting officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the contracting officer before the contract start date.
1.3.2.
The plan shall include:
1.3.2.1.
A description of the inspection system to cover all services listed on the performance requirements summary (PRS). The description shall include specifics as to the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections, submission of monthly QC schedule, the title and organizational placement of the inspectors, and procedures for contacting the inspector(s).
1.3.2.2.
A description of the methods to be used for identifying and preventing defects in the quality of service performed.
1.3.2.3.
A description of the records to be kept to document inspections and corrective or preventive actions taken.
1.3.3.
The records of inspections shall be kept and made available to the government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.
1.4 Quality Assurance 1.4.1.
The Government will evaluate the contractor’s performance under this contract.
1.4.2.
A Post-Service Report of Accomplishment is to be submitted to the Contracting Officer's Representative (COR) assuring that all requirements as specified are met. The reports will include, but are not limited to:
1.4.2.1.
Statement of work completed.
1.4.2.2.
Problems encountered that impeded performance and proposed corrective action; an example is equipment breakdown. Note, however, that the contractor must complete requirements of the contract.
1.5
PHYSICAL SECURITY
1.5.1 The contractor shall be responsible for safeguarding all government property.
1.6
HOURS OF OPERATION
1.6.1.
Work will be scheduled between the Center's normal working hours of 7:30 a.m. to 4:00 p.m., Monday through Friday. (See Item 1.6.2. for exceptions.)
1.6.2.
Except Federal holidays: Memorial Day, July 4th, Labor Day, Columbus Day, and Veterans Day.
1.6.3.
When a Federal holiday falls on a Saturday, the previous Friday is honored as the holiday.
1.6.4.
When a Federal holiday falls on a Sunday, the following Monday is honored as the holiday.
1.6.5.
Service beyond normal working hours will be agreed upon between the contractor and COR in the event of special occasions at the Center, extreme weather conditions, or other circumstances.
1.7
RECORDS
1.7.1 A Post-Service Report of Accomplishment is to be submitted to the Contracting Officer's Representative (COR) assuring that all requirements as specified are met. The reports will include, but are not limited to:
1.7.1.1.
Statement of work completed.
1.7.1.2 Problems encountered that impeded performance and proposed corrective action; an example is equipment breakdown. Note, however, that the contractor must complete requirements of the contract.
SECTION C-2
CONTRACTOR-FURNISHED ITEMS AND SERVICES
2.1
EQUIPMENT
THE CONTRACTOR WILL PROVIDE ALL NECESSARY EQUIPMENT REQUIRED FOR PERFORMING THIS PORTION OF THE CONTRACT. All contractor equipment will be equipped with proper safety and noise limiting devices and will be maintained in a safe operating condition at all times according to OSHA standards. Only trained operators will be permitted to operate equipment. Failure of equipment to perform properly and causing delay of the required work within the specified time will not alleviate the demand of meeting the requirements of this contract.
2.1.1 Overnight Storage: An overnight storage area for equipment belonging to the contractor will be designated by the COR. The area may be covered or uncovered depending on available accommodations, and will be located in the proximity of the job site. The government will not be liable for equipment while stored.
2.1.2 Safety Precautions: The contractor is responsible for instructing employees on accident prevention and safety. Particular emphasis will be placed on the operation of equipment near populated and congested buildings where safety precautions are required.
2.1.2.1 Contractor provides protective safety gear including, but not limited to, eye, foot and other protection as necessary. Employees are required to use protective gear as required by their employer.
2.1.2.2.
Rotary mowers, trimmers, and other hazardous equipment will not be operated without proper safety guards. Precautions will be taken when operating in proximity of testing areas when posted that testing is in progress.
2.1.2.3.
All equipment used near the aforementioned facilities will be equipped with (engine exhaust/ flame arresting devices and will never be left unattended when operating near these areas.
2.1.2.4.
All equipment is subject to safety inspections and must meet criteria set forth by the Center's or Agency's safety officers.
2.1.2.5.
Recruiting/Staffing/Managing/Supervising contractor employees.
2.1.2.6 Providing licensed grounds employees to apply pesticides as required by the State of West Virginia. See "Guide to Pesticide Applicator Licensing and Certification" attached to these specifications.
2.2
SUPPLIES
ALL SUPPLIES FOR PERFORMING GROUNDS SERVICES WILL
BE PROVIDED BY THE CONTRACTOR.
2.2.1.
This includes fertilizer, pesticides and herbicides.
2.2.2.
It includes supplies to operate the contractor's equipment; such as, gasoline, oil, etc.
SECTION C-3
SPECIFIC TASKS
3.1 Workmanship:
3.1.1.
The contractor is responsible for the performance and appearance of grounds service employees.
3.1.2.
Performance includes picking up any debris such as paper or other litter prior to mowing grass and cleaning up grass cuttings on sidewalks and/or roads.
3.1.3.
The contractor is responsible for damage to fences, utility poles, and other government property as a direct cause of personal negligence or negligent operation of equipment. Such damage will be remedied at the contractor's expense.
3.1.4.
The contractor is responsible for replacing trees, shrubs, grass and/or plants that are damaged or destroyed as a result of contractor failure, negligence, or reckless or other misuse of equipment.
3.1.5.
Before beginning work, the contractor will inform the on site facility contract supervisor who will inform Center employees or visitors to move privately or government-owned vehicles that may be exposed to damage or be in the way of grass cutting. Vehicles can be identified to Center security by license number.
3.1.6.
Work is performed on all types of terrain--flat, hilly, rocky and, in some places, rough.
3.1.7.
All work assigned and performed and utilization of contract equipment shall be in accordance with applicable standards or portions of standards as applicable by:
3.1.8.
Work must be accomplished in compliance with OSHA Safety and Health Standards, Part 1910 of Title 29 of the Code of Federal Regulations.
