EVALUATION CRITERIA AND BASIS FOR AWARD

A. Award. Contract award will be made to the responsible firm whose proposal is compliant with the solicitation and is determined to be the best value to the Government, cost and non-cost factors considered. The following evaluation factors and subfactors will form the basis for award and are listed in descending order of importance:

Factor A: Past Performance

Factor B: Technical Proficiency Subfactor 1 – Technical Capability

Subfactor 2 – Management Capability

Factor C: Price

The only way to correct a deficiency would be through discussions (see FAR 15.306(d)). HOWEVER WE INTEND TO AWARD A CONTRACT WITHOUT DISCUSSIONS, AS PERMITTED BY FAR 15.306(a) AND CLAUSE 52.215-1.

B. Evaluation Criteria

1. FACTOR A: PAST PERFORMANCE: Past Performance is a measure of the degree to which an offeror has satisfied its customers in the past, and complied with Federal, State and Local laws and regulations. Assessment of each offeror’s past performance will be based mainly on reputation with customers and others. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror to successfully meet requirements of the RFP. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.

Evaluators will contact some or all of an offeror’s customers and others, including, but not limited to, Federal, State, and Local government agencies, commercial references, better business bureaus, published media, and electronic databases.

Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably for past performance. However, an offeror with no relevant past performance history, while rated neutral, may not represent the most advantageous offer to the Government and thus may be an unsuccessful offeror when compared to other offerors.

Offerors will be required to submit Past Performance information for 3 (three) references. In the event an offeror possesses no relevant, directly related, or similar past performance, it must so state for similar services on contract of equal or greater size comparable to services of this solicitation.

2. FACTOR B: TECHNICAL PROFICIENCY: The following subfactors are of equal importance and will be considered in the evaluation of the technical proposals. Each offeror will be required to provide the information associated with the subfactor listed.

Subfactor 1: Technical Capability: Offerors will be evaluated based on the following technical capabilities:

· Technical capabilities in performing facility service work as described in Section C-1, Statement of Work.

Subfactor 2: Management Capability: Offerors will be evaluated based on the following management capabilities:

· Specialized experience and professional staffing, recruiting and training plan qualifications of all personnel in providing comprehensive services.

3. FACTOR C: PRICE: The Government will use the total evaluated price method for evaluation purposes, including options. Award will be made on a best value basis.

All evaluation factors other than price, when combined, are significantly more important than price.

The Government reserves the right to award based upon initial offers, without negotiation, so offerors are encouraged to submit their best offer initially.
