1. Is the NAICS code 519190 or 519130? Both are listed.

A: It should be 519190, the 519130 is an error.

2. Can you confirm this is a set-aside for small business?

A: This is a small business set aside.

3. Given that the public-bidding process can be a lot of work for the government, and options are exercised at your discretion, would EOIR like expand the period of performance to include one base year and four option years?

A: No, do not expand beyond the listed base plus 2 option years.

4. Is it correct to assume that EOIR would like a technical proposal to accompany the quotation? If yes:

a. Are there are any format or page number specifications EOIR would prefer?

b. Would you prefer the pricing quote, technical proposal and past performance information be provided in one document or as separate files?

A: Yes, a technical proposal should accompany the presentation. We will leave the exact format to your discretion, but the pages should be no more than 6 pages. A single file would be preferred, but nor required.

5. On the past performance requirements described in the Statement of Work, would providing a technical point of contact, contract point of contact, contract value and service description be sufficient or would EOIR require additional information?

A: Please see the newly attached evaluation factors for further information.

6. Because EOIR notes “All non-price factors (i.e., technical capability and past performance) are significantly more important than price,” EOIR may benefit from reviewing samples of work from offerors, particularly when all offerors are required to submit their samples in real time, on the deadlines specified in the RFQ, using “live” news from that day. Is EOIR interested in adding this element to the competition? If so, please specify a date and time on which the sample or samples should be submitted on deadline.

A: Please see the newly attached evaluation factors for further information.

7. Regarding specialty press and journals, are there any specific publications EOIR requires?

A: No. Stories to be considered will be those that mention EOIR or immigration policy. The items included will be culled from thousands of outlets daily and will be those EOIR officials themselves would have identified as important.

8. We see reference to “Squared Up Software” which is a payment-processing platform. We surmise that this was an inadvertent carry-over from a previous solicitation. Can you confirm?

A: This is an error that should have been caught before posting. Please ignore.

9. Is email delivery alone sufficient? The creation of an IP-protected archival website necessitates extra cost. We would like to pass this cost savings on to the Government.

A: No. The briefing must also include a table of contents organized by subject matter and be available via an IP-protected website (including a searchable archive) or other secure delivery as dictated by EOIR.

10. Does the Combined Synopsis/Solicitation under solicitation number DOJ16EOIR0451 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

A: Yes, there was a previous contract. The number was DJJ-13F-EIR01-0173
