About this file

This document is a Single Source Justification (Under SAT) for a sole source acquisition of acoustic telemetry equipment and services from INNOVASEA Systems, Inc. The U.S. Fish and Wildlife Service (FWS) Communications Branch intends to award a firm fixed price sole source contract under the simplified acquisition procedures of FAR Part 13.

The justification cites the proprietary and specialized nature of the acoustic telemetry technology, the need for compatibility with existing FWS equipment and participation in the Great Lakes Acoustic Telemetry Observation System (GLATOS), and INNOVASEA's qualifications and responsiveness as the sole provider capable of meeting the requirement. The cost is determined to be fair and reasonable based on market research and previous bids. The Contracting Officer has certified and approved the use of sole source acquisition procedures for this purchase not exceeding the Simplified Acquisition Threshold.
