About this file
This Notice of Intent to Sole Source is for a Firm-Fixed-Price (FFP) enterprise generative AI platform contract with Credal.AI Corporation for the Department of Health & Human Services (HHS), Administration for Children and Families (ACF), Office of the Chief Information Officer (OCIO). The 12-month base contract includes four 12-month option periods, with the primary performance location in Washington, DC. The genAI platform will support ACF's common needs through a no-code user interface and enable custom code development for advanced workflows, including document drafting, research, data extraction, FAQ responses, and software/data analysis code generation.
Vendors interested in challenging the sole source designation must submit a capability statement by 4pm EDT on June 30, 2025, to the Contracting Officer Cheri Reiser via email. The capability statement should not exceed 25 pages, use 12-point font, and include a completed Technical Capabilities spreadsheet. The government will review submissions to determine whether to conduct a competitive procurement or proceed with the sole source purchase order, with the final determination solely at the government's discretion.

NOTICE OF INTENT TO SOLE SOURCE
This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203 and FAR Part 13 in response to the requirement for 15-day notification. Given the enterprise genAI platform being sought is a commercial service, the response time is shortened to less 15-days, as allowed under FAR 5.203. This notice advises the Government intends to solicit and negotiate a sole source, Firm-Fixed-Price (FFP), enterprise genAI platform contract to only one source, Credal.AI Corporation under the authority of FAR 6.302 and 41 U.S.C. 3304.
The contract will provide critical services for the Department of Health & Human Services (HHS), Administration for Children and Families (ACF), Office of the Chief Information Officer (OCIO) for acquisition of its enterprise genAI platform. This platform is intended to handle ACF’s common genAI needs through a simple no-code user interface, while enabling custom code development to support more advanced workflows and use cases. Common use cases include drafting and summarizing documents in plain language, conducting desk research, extracting key data points from unstructured information, answering frequently asked questions, and writing robust software and data analysis code. More advanced workflows involve multiple steps that may require reasoning capabilities, agentic actions, and human-in-the-loop oversight mechanisms.
Period of Performance - The base period of performance is 12-months from the date of award with four 12-month option periods.
Place of Performance - The ACF OCIO office is located primarily in Washington, DC. Current ACF project staff are located across 10 regions. In Washington, DC, the ACF OCIO Central Office is located at 330 C Street, SW, Washington, DC 20201. It is expected the contractor staff be physically located at this location; exceptions may be made on an individual basis.
The requirement for ACF OCIO support may require work to be performed outside the Washington, DC area, at the office location to be determined at a later date.

This notice of intent is not a request for competitive proposals and no solicitation will be made available. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required enterprise genAI platform, as indicated in the genAI Platform Technical Capabilities spreadsheet. Capability statements should not exceed 25 pages using font size no smaller than 12-point. The genAI Platform Technical Capabilities spreadsheet is not included in this page count.
All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. The Government will not pay for information submitted.
If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF and a completed copy of the genAI platform Technical Capabilities spreadsheet and send via email to the Contracting Officer, Cheri Reiser, at cheri_reiser@ibc.doi.gov.
