About this file

This document is a Questions and Answers (Q&A) file for Invitation to Bid (ITB) Number 26001-BUSES, issued by the Department of Education, focusing on school bus procurement. The Q&A addresses two specific inquiries: one regarding a bid deadline extension and another concerning charter school qualifications for participating in the bid.

The first question seeks a deadline extension due to high business volume and quote generation complexity, which was denied by the agency. The response emphasizes that the delivery schedule is critical and bidders must submit to enter the production queue. The second question asks whether a charter school can qualify as its own district, to which the Department of Education clarified that charter schools are not part of the annual bid process. However, charter schools can potentially access state bid pricing by reviewing section #4 on page 36 of the ITB and exploring options for entering a purchase agreement for buses that meet their specifications.

Is it possible to extend the dead line of this bid? We are experiencing the peak volume of business for the year, and generating 49 quotes is a timely process.

A: No. Delivery schedule is the driver for this answer. Must bid to get into the Production queue to assist with meeting delivery schedule.

Can a charter qualify as its own district?

A: Charter Schools are not part of the annual Department of Education Invitation to Bid, as the Department of Education only procures the buses for the district operations. A Charter school interested in receiving the state bid price for a bus already on bid that meets their specification should review #4 on page 36 of the ITB for their options of entering a purchase agreement for the state bid pricing.
