MANAGER AT RISK
Project Number 242534 - Bid Number 42600060
INTRODUCTION
The City of Glendale (City) is embarking on one of the most significant public safety investments in its history: the development of a next-generation Police Department Crime Laboratory Facility that will serve as a scientific backbone of justice in our community.
This facility will not simply be a building - it will be a mission-critical environment where science, technology, and public trust intersect. Every program will be dedicated to maintaining the integrity of the evidence and providing a professional space for objective analysis. Design and construction decisions will influence the speed, accuracy, and reliability of forensic investigations for decades to come.
The City is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CM@Risk) for the new Crime Laboratory Facility. All qualified firms interested in providing the required services are invited to submit their Statement of Qualifications (SOQ) in response to this Request for Qualifications (RFQ).
Firms must demonstrate their experience with advanced forensic laboratory facilities and SOQs must comply with all requirements specified in this RFQ.
SECTION I – PROJECT DESCRIPTION
The City recently completed a new Police Evidence Storage Facility located at 6420 W. Myrtle Avenue on the Field Operations Campus, which includes a small forensic laboratory primarily to triage evidence slated for follow-up testing and investigation. The new Police Crime Laboratory Facility will be placed on the same site adjacent to the Evidence Storage Facility (see Project Location Diagram on the following page) and will augment the current lab program with the following program and disciplines, which may be phased into facility operations over time:
• Various administrative work areas, offices, general support spaces, etc.
• Evidence screening
• Latent print comparisons
• Blood analysis for DUI determinations
• Controlled substances analysis (drugs)
• Forensic toxicology
• Forensic biology/DNA
PROJECT LOCATION DIAGRAM
North - Not to Scale
The proposed site will have limited frontage on Myrtle Avenue to the south, with the Evidence Storage Facility and a large city-owned retention basin on the west. The Field Operations Campus surrounds the property on the north and east sides. The site is approximately five acres total, inclusive of the existing Evidence Storage Facility and associated yard and parking space. The Field Operations Campus is not open to the public and site visits will not occur until after contract award.
Additional functions such as crime scene investigations, firearms-toolmarks-shoeprints, and digital forensics that support current forensic services are anticipated to remain in their current location (in the Evidence Storage Facility, not part of the new building) but these should still be studied by the team from a programming standpoint and to gain necessary understanding of processes, workflow and best practices.
The selected firm will have the opportunity to:
• Build a state-of-the-art forensic laboratory aligned with ISO 17025 and national accreditation standards
• Integrate advanced evidence flow strategies
• Create secure, resilient, and adaptable laboratory environments
• Incorporate forward-looking technologies and sustainable systems
• Deliver a facility that reflects the City’s commitment to justice, safety, and scientific integrity -
“Lead with Truth, Serve with Honor.”

The overall project budget is approximately $50,000,000 including the cost for design, construction, FF&E, information technologies, and security/access controls systems. The size of the new facility is anticipated to be approximately 30,000 gross square-feet; however, final size and configuration will be determined after program verification by the selected design team.
The City is selecting the Architectural and Engineering Design Professionals (DP) team nearly concurrently with this CM@Risk selection. It is the City’s desire to have the new Police Crime Laboratory Facility completed at or before the end of 2029.
SECTION II – SCOPE OF WORK
The selected construction manager at risk (CM@Risk) will work closely with various City of Glendale departments, including, but not limited to, Engineering, Police, Field Operations, and Development Services, the selected DP, and others as needed during the project. The CM@Risk may be required to attend and make presentations to the City Council or other public meetings, and participate in other related public involvement activities, if requested.
The CM@Risk will provide pre-construction services in an agency support role during the design phase of the project and may serve as the general contractor during construction of the project, if it is determined to be in the City’s best interest. At some point prior to construction, if serving as the general contractor, the CM@Risk will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract.
If serving as the general contractor, the CM@Risk will be responsible for construction means and methods and can self-perform all or some of the construction work. The CM@Risk will be required to demonstrate that their cost proposal for all self-performed work is competitive with the overall industry. The CM@Risk will also be required to solicit a minimum of three bids from pre-qualified subcontractors, using a subcontractor selection plan to perform any work that will not be self-performed by the CM@Risk.
PRE-CONSTRUCTION PHASE SERVICES
by the CM@Risk shall include, but are not limited to:
• Work with the DP and City throughout the programming and design phases
• Participate in regular scheduled project coordination meetings

• Provide review and written feedback/comments on any of the DP’s opinion of probable cost submittals
• Provide project planning and scheduling for construction, and make scheduling recommendations through the design phase
• Provide value engineering and constructability studies at each stage of design
• Advise the City of ways to gain efficiencies in project delivery to reduce project costs and/or overall schedule time
• Provide long-lead procurement studies and possibly initiate procurement of long-lead items
• Assist in any permitting processes
• Coordinate with various City of Glendale departments and other agencies, including utility companies and other entities as necessary
• Protect the City’s sensitivity to quality, safety, and environmental factors
• Advise City regarding use of green building methods and materials, if applicable

• Concur with Plans and Specifications produced by the DP prior to construction
• Submit a Guaranteed Maximum Price (GMP) for City review, negotiation and approval
• Bid, award, and manage all construction-related contracts and subcontracts while meeting the City’s bid requirements and
• Provide the required bonds and insurance.

• Maintain a safe work site for all project participants.
SECTION III – PRE-SUBMITTAL CONFERENCE
Interested parties are invited and encouraged to attend a pre-submittal conference that will be held on Tuesday, July 14, 2026, at 10:00 am, at the Glendale City Hall located at 5850 W. Glendale Ave., Glendale, AZ 85301. Upon arrival prior to the start time, participants should check in at the security station, where they will be directed to the conference location. During the conference, City staff will discuss the scope of work, submittal requirements, general timeline, and respond to questions from attendees. Attendance is limited to a maximum of two attendees per firm. Please note that the pre-submittal conference is not being held at the project site as the Field Operations Campus is not open to the public; a site visit will not occur until after contract award. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference, it is recommended that interested firms have a representative attend.
SECTION IV - SOQ REQUIREMENTS
Please be advised that failure to comply with all of the following requirements could be grounds for disqualification:
1. Submitting firms must be registered as a vendor with the City.
To register, please visit the Glendale Vendor Self Service site at:
glendaleazvendors.munisselfservice.com/vendors/default.aspx Please note that this site works best with the Chrome web browser.
