About this file

This Invitation to Bid (ITB) 721-27003 issued by The University of Texas at Austin on behalf of Planning, Design and Construction requests bids from qualified vendors to upgrade four fire doors and associated hardware at Peter T. Flawn Academic Center (FAC), located at 2304 Whitis Ave, Austin, TX 78712. The project requires replacement of existing door pairs with new 90-minute fire-rated doors, including all hardware supply and installation, as well as demolition and removal of existing doors and hardware. The bid opening date is September 11, 2026 at 12:00 PM CDT, with a questions deadline of September 28, 2026 at 5:00 PM CDT, and bid submissions due October 9, 2026 at 2:30 PM CDT. A mandatory on-site pre-bid meeting and site walk is scheduled for September 24, 2026 from 9:00 AM to 12:00 PM CDT at the building lobby. The contractor must achieve full furnishing, installation, and final acceptance of all doors, frames, and hardware no later than February 2027. The resulting contract will be a University of Texas at Austin Purchase Order with a one-year term, terminable without cause upon 30 days written notice, with no guaranteed minimum work volume.

Award will be made on a best value basis considering purchase price, vendor reputation, quality of goods and services, alignment with institutional needs, past relationships, impact on historically underutilized business compliance, total long-term costs, and other factors a private business would consider. All pricing must be firm, fixed, and inclusive of all costs including freight, shipping, handling, packaging, and insurance delivered on an F.O.B. destination basis. Payment terms are net 30 days per the Texas Prompt Payment Act, with University standard payment through the JP Morgan Chase Single Use Account Program. Bidders must submit the Pricing and Delivery Schedule Form, accept all terms and conditions in the Purchase Order Terms without exceptions or provide redlined versions with detailed exception lists, and submit a required Subcontracting Plan as the University has determined subcontracting opportunities are probable. All bids must be submitted electronically through the University Euna portal, and each bid must remain valid for a minimum of 120 days after the submittal deadline. Bidders are required to provide written proof of commercial general liability and workers' compensation insurance within five days of Purchase Order execution and conduct criminal background checks on all assigned personnel.

4. General Information

4.1 Scope and Minimum Requirements

Minimum requirements and specifications for Goods/Services, as well as certain requests for information to be provided by Bidder as part of the bid, are set forth below. The successful Bidder is referred to as the “Contractor.”

4.2 Compliance with Terms and Conditions

Bidder agrees to comply with all conditions shown on this form and University Terms and Conditions.

4.3 Evaluation

University will award the ITB based on best value criteria. University reserves the right, at its sole discretion, to determine whether the bid meets specifications.

4.4 Contract Term

University intends to enter into a UT Austin Purchase Order ("PO") with Contractor to perform the Services for a term of one (1) year.

4.5 Termination Rights and No Minimum Work Guarantee

University may terminate the Purchase Order, without cause, upon 30 days written notice to Contractor. University does not guarantee that Contractor will receive any specific amount of work under the Purchase Order.

4.6 Bidder Qualifications and Right of Rejection

University reserves the right to reject any bid if the Bidder fails to satisfactorily convince the University that the Bidder is properly qualified by experience and/or facilities to carry out the obligation of the agreement and to satisfactorily complete all the agreement requirements.

4.7 Group Purchasing Authority

Texas law authorizes institutions of higher education (defined by §61.003, Education Code) to use the group purchasing procurement method (ref. §§51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Bidder under this ITB. In particular, Bidder should note that University is part of The University of Texas System (UT System), which is comprised of fourteen institutions described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by another, and if so, this ITB could give rise to additional purchase volumes. As a result, in submitting its bid, Bidder should consider proposing a pricing model and other commercial terms that take into account the higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this ITB. Any purchases made by other institutions based on this ITB will be the sole responsibility of those institutions.

Contractor will be responsible for the performance of all individuals performing the Services. Prior to commencing performance of Services, Contractor will conduct an appropriate criminal background screening on all such individuals and will not knowingly assign any individual to provide Services who have history of criminal conduct unacceptable for a University campus including violent or sexual offenses.
