This is a Master Agreement for Revenue between the Board of Regents of the University of Nebraska (on behalf of the University of Nebraska at Omaha) and Omaha's Henry Doorly Zoo & Aquarium (OHDZA), executed on March 25-31, 2026. The agreement is governed by Nebraska law and administered through the University of Nebraska's Procure-to-Pay system (Contract ID: CW43044). OHDZA's contact is Jocelyn Harrison, Vice President of Education.

The agreement establishes an administrative transition of the Omaha STEM Ecosystem from OHDZA to the UNO STEM TRAIL Center, effective April 1, 2026, through September 1, 2026. OHDZA will transfer $188,779.94 to UNO to support ongoing operations of the Omaha STEM Ecosystem, with OHDZA temporarily retaining $10,000.00 for approximately two months of the Marketing and Communications Coordinator's salary and related expenses. The transferred funds were raised through philanthropic contributions designated specifically to support the Omaha STEM Ecosystem and must be used solely for that purpose. The transition includes hiring of a Director of the Omaha STEM Ecosystem and transition of the Marketing and Communications Coordinator to UNO employment, with both positions reporting to the UNO STEM TRAIL Center's Executive Director. A national search for the Director position will begin in April 2026, targeting completion by Summer 2026.

Memorandum of Understanding

University of Nebraska at Omaha & Omaha’s Henry Doorly Zoo & Aquarium Omaha STEM Ecosystem Administrative Transition

Introduction / Document Purpose

This Memorandum of Understanding (“MOU”) sets forth the terms between the Board of Regents of the University of Nebraska, a public body corporate and governing body of the University of Nebraska, by and on behalf of the University of Nebraska at Omaha (“UNO”), and Omaha’s Henry Doorly Zoo & Aquarium (“OHDZA”). UNO and OHDZA are individually referred to as a “Party” and collectively referred to as the “Parties.”

This MOU establishes the terms under which the administrative home of the Omaha STEM Ecosystem (OSE) will transition from OHDZA to the UNO STEM Teaching, Research, and Inquiry-based Learning (STEM TRAIL) Center. The Parties share a long-standing commitment to strengthening STEM education and workforce development across the Omaha metropolitan area. Through this transition, the Parties seek to ensure the continued sustainability, growth, and community impact of the Omaha STEM Ecosystem.

Project Purpose

The purpose of this agreement is to support the continued operation and advancement of the Omaha STEM Ecosystem through the transfer of its administrative functions, personnel oversight, and operational resources to the UNO STEM TRAIL Center. This transition is intended to strengthen the organizational infrastructure supporting the Ecosystem while maintaining the collaborative partnership between UNO, OHDZA, and the broader network of regional partners.

The Omaha STEM Ecosystem works to build a stronger STEM community by connecting education and business development for tomorrow’s workforce and by fostering collaboration among educational institutions, employers, and community organizations.

Through this transition, the Parties aim to strengthen the Ecosystem’s capacity to support STEM career pathways, identify workforce needs, align educational opportunities with emerging industries, and expand access to high-quality STEM education experiences throughout the Greater Omaha region.

Respective Mission Statements and Goals

UNO is Omaha’s premiere urban metropolitan university and has been a catalyst for social and economic mobility within Omaha and the state. Strategic planning and community partnership have been core values since UNO’s doors opened in 1908. UNO’s mission operationalizes its intent to transform and improve the quality of life locally, nationally, and globally.

Consistently ranked as one of the world’s top zoos, Omaha’s Henry Doorly Zoo & Aquarium is accredited by the Association of Zoos and Aquariums and operated by the not-for-profit Omaha Zoological Society. The Zoo features immersive animal habitats and guest experiences on more than 160 acres in the heart of Omaha, Nebraska, and is recognized nationally for its contributions to conservation, excellence in animal care and habitat design. OHDZA’s education programs foster connection with wildlife and a greater understanding of the natural world through authentic STEM, conservation, and nature-based experiences and curricula.

The Omaha STEM Ecosystem is building a stronger STEM community by connecting education and business development for tomorrow’s workforce. The Ecosystem seeks to identify critical workforce skills, align educational pathways with emerging career opportunities, and expand access to high-quality STEM learning experiences across the Greater Omaha area.

The Parties recognize the inherent value of relationship-based models that connect education, industry, and community organizations to leverage resources for greater efficiency, return on investment, and synergistic outcomes.

Administrative Transition and Organizational Structure

Through this MOU, the Parties agree that the UNO STEM TRAIL Center will assume full administrative responsibility for the Omaha STEM Ecosystem. This includes oversight of personnel, operational activities, and financial management associated with the Ecosystem’s continued development.

As part of this transition:

• The Director of the Omaha STEM Ecosystem will be hired and employed by UNO and will report to the Executive Director of the UNO STEM TRAIL Center.

• The OSE Marketing and Communications Coordinator will transition to employment under the UNO STEM TRAIL Center and will report to the Director of the Omaha STEM Ecosystem once hired.

• Until a Director is hired, the Marketing and Communications Coordinator will report directly to the Executive Director of the UNO STEM TRAIL Center.

• Both positions will be administratively housed within the UNO STEM TRAIL Center, which will provide organizational support, operational infrastructure, and personnel oversight.

This administrative transition reflects the Parties’ shared commitment to strengthening the long-term sustainability and operational effectiveness of the Omaha STEM Ecosystem.

Project Financials

To support the transition of administrative responsibility, OHDZA will transfer funds previously raised to support the Omaha STEM Ecosystem to the UNO STEM TRAIL Center.

Upon execution of this MOU:

• OHDZA will transfer $188,779.94 to the UNO STEM TRAIL Center to support the ongoing operations of the Omaha STEM Ecosystem.

• OHDZA will temporarily retain $ $10,000.00, representing approximately two months of salary for the current Marketing and Communications Coordinator and other expenses that may arise.

• Any portion of these retained funds not expended during this period will be transferred to the UNO STEM TRAIL Center following the successful hiring of the Marketing and Communications Coordinator at UNO.

The Parties acknowledge that the transferred funds were raised through philanthropic contributions with the explicit donor intent that they be used to support the Omaha STEM Ecosystem. Accordingly, the UNO STEM TRAIL Center agrees that all funds transferred as part of this agreement will be used solely to support the operations, activities, and mission of the Omaha STEM Ecosystem.

Project Timeline, Logistics, Roles, and Responsibilities

The transition of administrative responsibilities will proceed according to the following general timeline:

• Execution of MOU: Immediate transfer of designated funds from OHDZA to the UNO STEM TRAIL Center.

• Personnel Transition: UNO will seek to hire the Marketing and Communications Coordinator by April 1, 2026, recognizing that this timeline may be adjusted as necessary due to recruitment timelines or administrative processes.

• Director Search: A national search for the Director of the Omaha STEM Ecosystem will begin in April 2026, with the goal of securing a successful hire by Summer 2026, subject to institutional hiring processes.

During the transition period, coordination between the Parties will be led by:

• Jocelyn Harrison, Vice President of Education, Omaha’s Henry Doorly Zoo & Aquarium

• Dr. Christopher Moore, Executive Director, UNO STEM TRAIL Center

These individuals will serve as primary liaisons between the organizations and will coordinate planning, communication, and implementation of the administrative transition and ongoing collaboration supporting the Omaha STEM Ecosystem.

IN WITNESS THEREOF, the Parties have caused this Agreement to be executed by the following duly authorized officials:
