4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):

_X_ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert

Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.

_X_ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

The Multi-Threat Armor Branch (MTAB) of the Weapons and Materials Research

Directorate (WMRD) of the Army Research Laboratory (ARL) requires one (1) Stratasys F370 3D printer system would fulfill a critical role in research and development projects.

Numerous research efforts require rapid prototyping dependent on various designs constraints (size, weight, strength, quality, texture, flexibility, tolerance, heat resistivity, conductivity, and opacity). The Stratasys F370 printer has the capability to accommodate a wide range of each of these variables without over complicating the design and printing process like other machines.

The Stratasys F370 has a large (14"x10"x14") and regulated build volume along with a high printing resolution (0.005in-0.013in layer thickness depending on material) which provides large and high quality printed parts. The 3D printer is capable of printing eight

(8) materials (PLA, ASA, ABS-M30, ABS-CF10, PC-ABS, FDM TPU 92A, Diran 410MF07, and QSR Support material) which provides an extensive range of prototype characteristics. These materials allow for complicated and sophisticated prototype designs to easily be fabricated with different desired physical properties. The distributor, TriMech, also provides set up training and support for the Stratasys F370 and has supported ARL with various related systems in the past. Support for this machine is necessary to insure its set up correctly and stays operational.

In order to gain more information on potential sources, Contracting posted a sources sought on Beta.sam.gov on 22 October, 2021. The posting closed on 28 October, 2021 and Contracting received only one (1) offer from the sole authorized reseller, TriMech.

The Technical Point of Contact reviewed the response from TriMech and confirmed that they can meet the Army’s requirement.

Based on the aforementioned, Stratasys is the sole manufacturer that can meet the

Army’s requirements for a 3D printer.

___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:

___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:

___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.

___ Other reasoning to support a sole-source buy:

6. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
