About this file
This Determination and Findings document outlines a sole source procurement of one annual software license subscription for LINK3D from GoHypersonics Inc. for use by the Army Research Laboratory's Vehicle Power and Propulsion Branch. The procurement includes a base year from September 1, 2023 to August 31, 2024 and three option years through August 31, 2027. LINK3D is a unique pre-processing mesh generation software required to produce high-quality meshes for computational fluid dynamics analysis using the ARL's internal US3D for Hypersonics tool in support of hypersonic vehicle research. While other similar software exists, only LINK3D can generate the complex propulsion geometries needed at a cost and time savings versus retraining researchers on new tools or using suboptimal meshes.

DETERMINATION & FINDINGS FOR OTHER THAN FULL & OPEN COMPETITION
(ACTIONS SAT AND BELOW)
1. DESCRIPTION OF PROPOSED PROCUREMENT: The Vehicle Power and Propulsion Branch
(VPPB) of the Army Research Laboratory (ARL) requires the procurement of one (1) Annual Software License Subscription of LINK3D and three (3) option years.
The Period of Performance (PoP) is as follows:
Base Contract: September 1, 2023-August 31, 2024 Option Year One (1): September 1, 2024-August 31, 2025 Option Year Two (2): September 1, 2025-August 31, 2026 Option Year Three (3): September 1, 2026-August 31, 2027
2. PROPOSED CONTRACTOR/MANUFACTURER:
GoHypersonics Inc.
848 E Monument AVE Dayton, Ohio 45402-1312 Cage Code: 4F3J3
POC:

3. ESTIMATED TOTAL VALUE:
Base Year:
Option Year One (1):
Option Year Two (2):
Option Year Three (3):
TOTAL:
4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL
AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i):
_X_ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert
Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest
5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:
The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
___ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:
___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:
___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.
_X__ Other reasoning to support a sole-source buy:
The Vehicle Power and Propulsion Branch (VPPB) of the Army Research Laboratory (ARL) requires one (1) annual software license subscription of LINK3D to continue current research efforts of vehicle propulsion systems. LINK3D is a mesh generation software tool that supports computational fluid dynamic analysis and will be used to support the Surface Morphing and Adaptive Structures for Hypersonics (SMASH) research program.
LINK3D is a unique pre-processing software based on parallel multiblock topology-based grid generation packages. This software produces modular solutions for scaling manufacturing processes and enables workflow automation by connecting IT, hardware and software technologies with Application Programming Interfaces. This pre-processing tool is unique in its ability to produce high-quality meshes that reduce costs and is to be used in conjunction with ARL’s internal computational fluid dynamics analysis tool, US3D for Hypersonics.
Internal computational fluid dynamics analysis tool, US3D for Hypersonics, utilized by ARL requires the additional use of LINK3D to produce sufficient research results that quantify the analysis tool’s existing data. Previously, ARL utilized a LINK3D subscription trial to formulate optimal mesh data. Researchers have previously trained utilizing LINK3D software, and a determination was made that LINK3D produces detailed information that adequately met anticipated research results. Other similar mesh software such as CUBIT Meshing and PointWise offer similar capabilities, but do not provide the complex propulsion geometries or high-quality mesh required by the Government which LINK3D generates. While sub-optimal mesh could be utilized, this would create additional research delays by as much as one (1) month for researchers to produce high quality discretization depending on the complexity of the propulsion geometries. Additionally, it would require 160 hours for researchers to properly retrain with the new software, which causes further delays and manhour costs. Finally, other similar functioning mesh software tools have the potential to not work in compatibility with current internal computational fluid dynamics analysis tools, specifically US3D for Hypersonics, which would cause an additional delay to research requirements.
