REQUEST FOR INFORMATION

Defense Information System Agency (DISA), Workforce Management Directorate (WMD) and Defense Information Technology Contracting Organization-National Capital Region (DITCO- NCR) is seeking information from industry to assist with the development and planning of a potential new requirement.

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A

REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.

1. Background

Overview:

The DISA, Workforce Management Directorate (WMD) is seeking information from potential sources capable of providing services to the government for the SmartBenefits® Program. The requirement provides government employees with access to the SmartBenefits mass transit program. The government will further be provided with electronic auto load and reloadable capabilities for DISA to assign value to Smart Trip cards for the employee’s authorized to participate in the SmartBenefits mass transit program within the NCR.

Description of Procurement:

The Government has a need to offer DISA employees access to the SmartBenefits program; services for commuting and transfers between Metrobus and Metrorail with coverage throughout the Washington D.C., Maryland and Northern Virginia region. The unique components of the SmartBenefits Program include the SmartTrip plastic cards.

These cards are electronically reloadable, SmartTrip cards that can be registered online and transferrable benefits. Participants are able to use their SmartBenefits to take advantage of benefits in commuting transfers between, car-pooling, metrobus and metrorail services.

2. Scope of Effort

The SmartBenefits program offers electronic auto load and reloadable capabilities for employers to assign value to SmarTrip® cards for the employee’s authorized to participate in the SmartBenefits mass transit program. The program allows the employers to allocate the dollar value of employees' monthly commuting benefit directly to reusable and rechargeable plastic cards that can be interchangeably used for car-pooling, rail and bus travel throughout the metro-established locations in the NCR and neighboring regions.

3. Technical Characteristics

The Government is interested in supporting commuting solutions that result in cost-savings. The SmartBenefits program commuting services provides coverage throughout the Washington D.C. Metropolitan (Metro) Area, including the states of Virginia and Maryland. Potential sources will be required to have the qualifications and capabilities to perform the master database functions that are mandatory for operating and re-loading cards for the SmartBenefits® program.

DISA intends to purchase the services from the Washington Metropolitan Area Transit Authority (WMATA). WMATA is the only licensed metro area mass-transit system in the metropolitan Washington DC area that the Government is aware of that can provide the required services. Interested parties capable of providing the services offered by the WMATA SmartBenefits® program should respond to this RFI.

4. Requested Information

Interested parties may submit their capabilities and qualifications to perform the effort in writing to the below identified point of contact.

RESPONSE GUIDELINES:

Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 10, single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size.

The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. FedBizOpps will be the sole repository for all information related to this RFI.

Respondents shall classify their company using the following North American Industry Classification System (NAICS) Code:

NAICS Code 485113 – Bus and Other Motor Vehicle Transit Systems.

Companies who wish to respond to this RFI should send responses via email no later than 12:00 p.m. local time on December 14, 2015 to jestina.n.shearin.civ@mail.mil.

INDUSTRY DISCUSSIONS:

DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.

QUESTIONS:

Questions regarding this announcement shall be submitted in writing by e-mail to vaneta.o.wills.civ@mail.mil. Verbal questions will NOT be accepted. Answers to questions will be posted to FBO. The Government does not guarantee that questions received after 11 December 2015, 5:00 p.m. will be answered. The Government will not reimburse companies for any costs associated with the submissions of their responses.

This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. DISA has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as such commitment or as authorization to incur cost for which reimbursement would be required or sought.

Responses will not be considered as proposals nor will any award be made as a result of this synopsis.

All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, “Request for Information or Solicitation for Planning Purposes”, is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
